According to a new study whose findings were released this month, there is no link between the legalization of marijuana and an increase in traffic deaths. This conclusion was arrived at by Andrew Young, a graduate student at Kansas State University after he analyzed traffic deaths data covering 23 years.

Young used two different statistical models to assess how the change in cannabis policy and laws in different states has impacted road safety.

The researcher concluded that the legalization of marijuana isn’t a significant predictor of fatalities on roads. This means that statistically, there is no proof that cannabis legalization leads to either an increase or decrease in the rate of traffic deaths. The data collected was analyzed based on every 100,000 miles traveled on the roads in the states studied.

For the states selected, the data of interest was taken from 5 years before cannabis was legalized either for medical or adult-use, and that data was compared to the data available on road fatalities in those same states after cannabis became legal. Controls (states where cannabis is illegal) were also included in the study. No trends emerged from the data analysis.

For example, the average number of traffic deaths in Arizona weren’t any different from the fatalities recorded in South Dakota and Wyoming where marijuana is illegal.

Similarly, traffic deaths started dropping in Washington just before medical marijuana was legalized, and they kept dropping long after legalization. Interestingly, traffic fatalities in Washington were lower than those in Virginia and Utah where cannabis remains prohibited.

Such concrete observations led the researcher to conclude that the recent rise in the rate of traffic deaths across the U.S. isn’t because marijuana has been legalized in more states in recent years.

The research findings also prove that policy makers who oppose cannabis legalization on the basis that traffic fatalities will increase have no justification to have such fears.

While this study hasn’t yet been published in a peer-reviewed journal, some concerns have been raised about the small sample size of the states where cannabis is legal for recreational use. Can such a small number provide data that is representative of the whole country, they wonder.

Nonetheless, Young’s findings can be regarded as highly credible because they are no different from previous research that hasn’t found any link between marijuana legalization and spikes in road accident fatalities.

420 with CNW – Guam Legalizes Recreational Cannabis

Lou Leon Guerrero, the Governor of Guam, has signed into law a bill that legalizes recreational cannabis in the U.S. territory. This signing comes after months of intense debate in this small Pacific island of 164,000 residents.

The law provides for the creation of a nine-member Cannabis Control Board which will draft the rules governing retail sales. The rules are scheduled to be drafted and debated in the course of this year. This board will also oversee the entire recreational cannabis program.

Under the newly passed legalization law, adults in Guam will be permitted to possess a maximum of an ounce of cannabis. Residents will also be allowed to grow six mature plants for their own recreational use.

Speaking at a press conference, Guerrero said that cannabis is the most used illicit drug, so the law was needed in order to regulate its use in order to protect minors and also benefit from its medicinal properties. She added that the new law will create a safer environment for the residents of the island territory.

It should be noted that Guam legalized medical marijuana back in 2014. However, the island has never licensed a testing lab, so the medical marijuana sector remains largely dormant. Home cultivation of recreational marijuana was also approved in 2018.

It is hoped that the legalization of recreational cannabis will add impetus to the efforts to operationalize the commercialization of cannabis both for medicinal and recreational purposes.

The cannabis law was passed without any stiff opposition. The only concern that was raised by some legislators regarded the federal status of cannabis. However, this matter was put to rest when supporters pointed out that the STATES Act was making its way through committees of Congress and this showed that the federal government would not interfere in any jurisdiction that had passed its own marijuana laws.

The STATES Act largely centers on making it possible for marijuana businesses to get access to banking and insurance services without any fear of federal repercussions upon the banks, credit unions and insurance companies that choose to do business with marijuana companies in the U.S. states and territories where marijuana is legal in some form.

The signing of the legalization bill makes Guam the second U.S. territory to legalize recreational marijuana. Northern Mariana Islands was the first territory to allow adult-use cannabis when it passed its cannabis law last year.

420 with CNW – Mexican Government Official Uses Twitter to Measure Public Opinion on Cannabis Legalization

The Mexican Secretary of Security and Citizen Protection took to Twitter on Monday (March 25) to ask citizens to share their opinions regarding whether recreational cannabis should be legalized in the country or not. The cabinet official oversees the federal police, intelligence services and prisons.

Less than 24 hours after the poll was initiated, 81 percent of all the respondents said that adult-use marijuana should be legalized while 19 percent said that it shouldn’t be legalized. More than 82,000 people had participated in this survey by that time, so those percentages should not be taken lightly.

It wasn’t immediately clear what the intention of the government was in doing the survey, and it is not clear what they will use the findings for. Whatever their reasons, the social media poll can be seen as further proof that the federal government in Mexico is serious about reforming its marijuana laws.

Last year, one senator tabled a bill to legalize recreational marijuana in the country. That senator is now the Interior Secretary of the country.

Shortly afterwards, the Senate released a report listing the different aspects that lawmakers should keep in mind when drafting a bill to legalize recreational marijuana. These included product labeling, age-restrictions, modes of consumption to be allowed, THC limits, and so many others.

That report didn’t make any specific recommendations about what the law should stipulate. Instead, it outlined the different areas that the proposed legislation should cover. This report was based on what other jurisdictions around the world have looked at while drafting their own marijuana legalization laws.

It should also be remembered that in 2018, Mexican cabinet members visited Canada in order to talk to officials there about the Canadian recreational cannabis legalization program.

This cabinet visit took place shortly before the Supreme Court in Mexico made a ruling that it was unconstitutional to ban the consumption of marijuana by adults.

The Twitter poll may therefore be regarded as something that will further galvanize the lawmakers to discuss the legalization bill with the knowledge that the public is solidly in support of the legislation.

However, it should be noted that social media polls cannot in any way be seen as representative or scientific, so any findings collected from such a poll may not stand up to rigorous scrutiny. 420 with CNW – Two New Jersey Committees Voted on Marijuana Legalization Today

Two committees in the New Jersey Senate and Assembly voted on a bill to legalize recreational marijuana today (March 18). If the bill passed in both committees, then the entire House could vote on the matter as soon as March 25.

Stephen Sweeney, the Senate President, revealed that the members had received copies of the bill on Thursday last week and that the Democrats in the House have started talking to Republicans in order to get some of them to vote for the bill.

The support of some Republicans was crucial, because a number of prominent Democrats in the House were likely to vote against the bill. In order to pass, at least 21 Senators needed to vote for the bill.

The current bill is a modified form of the original version. The tax system suggested in the original version was changed so that marijuana could be taxed by weight instead of imposing an excise tax on every sale made.

The modified bill also has a provision to expunge the criminal record of individuals who were arrested or convicted for marijuana distribution. This didn’t exist in the previous version of the marijuana legalization bill.

It is this modified bill that the Senate Judiciary committee considered and voted on at 2:00 p.m. today, while the Appropriations Committee of the Assembly sat at noon today.

Marijuana proponents say they aren’t inventing marijuana. Rather, it is present in the different communities, and the social injustices committed during the so-called war on drugs also exist.

Passing the legalization bill would regulate the cannabis industry and get it out of the hands of criminal gangs. The state would earn taxes from the industry and thousands of jobs would be created. All this isn’t bad, the advocates say.

Another bill that was voted on today aims at increasing the quantity of medical cannabis that a patient can buy in the state. The bill also set in motion steps to end the imposition of excise tax on medical cannabis by 2024, in addition to legalizing marijuana edibles.

A third bill aims at making it easier for New Jersey to expunge marijuana charges from the criminal records of those who qualify under the law. For example, the mandatory time that must elapse before the charges are expunged will be reduced under this law.

Cannabis businesses and those affiliated to the industry have grown used to waking up and finding that their Facebook pages have been deleted or suspended due to being flagged for carrying unacceptable content (read marijuana). However, this may soon change if the internal discussions going on within the platform bear the desired fruit.

The social media platform is reportedly thinking about amending its rules so that Facebook users can promote the cannabis products that they sell. The existing policies don’t permit the sale of marijuana and other controlled substances on the platform.

If the changes are made, the sale of medical and recreational marijuana products in jurisdictions that have legalized cannabis will be permitted by the social media giant.

One of the big issues that Facebook has to work out is how the platform can decide whether a Facebook page belongs to an entity that is legal within the jurisdiction where it is based or operates.

Another dilemma for the platform is how it can stop access to minors if legal businesses or entities are allowed to sell cannabis or its products on the platform. This issue is compounded by the fact that different jurisdictions define their own minimum age at which someone can use weed legally.

Facebook also has to think about how a policy shift regarding marijuana will be perceived by the users of the platform in the different regions of the world. For example, some regions are strongly opposed to cannabis, and these areas may pushback against the platform for allowing companies to promote or sell marijuana on Facebook.

The task of thinking through all these issues has been assigned to an internal working group. This group will propose new rules for the platform and assess how practical it will be to implement those new rules.

If the policy shift is approved and implemented by the social media giant, it will mark a paradigm shift for the platform that had for long punished marijuana-related pages with blocked searches or outright bans.

Last year, Facebook lifted its “moratorium” on cannabis the day Canada legalized recreational weed. Cannabis is widely sold online within Canada, so Facebook may have had no choice if it didn’t want to risk losing a significant portion of its users in that country.

Previously, the social media platform didn’t stop companies and organizations from opening cannabis-related pages. However, the platform enforced its restrictions on marijuana so rigorously that government cannabis regulatory agencies and policy advocates often found themselves locked out.

420 with CNW – Two Cannabis Legalization Bills Receive Nod from New Mexico Legislative Committees

Two different bills aimed at legalizing cannabis in New Mexico have been passed by committees in the state senate and assembly.

At the start of this month, the Health and Human Services Committee of the state Assembly approved a proposal to allow adults who were at least 21 years old to use recreational cannabis.

Under this proposal, adults would be allowed to grow their own cannabis, if they so wished, and upon fulfilling the requirements to obtain a cultivation license from the state. Retailers would also be licensed by the state.

The proposal also has provisions that would allow previous cannabis arrests and convictions to be expunged from the criminal records of New Mexico residents. However, the proposal allowed employers to maintain zero-tolerance to the consumption of cannabis by their employees.

This bill now waits to be presented before the entire Assembly for debate and a vote.

The second marijuana legalization bill also received a nod from the members of the state Senate Public Affairs Committee. This bill received unanimous support (5-0) when a vote was called.

Under this proposal, adults who were 21 or older could use cannabis for recreational purposes. However, this bill outlaws the home cultivation of marijuana by state residents. Instead, all the recreational cannabis will be bought from retail stores run by the state.

Additionally, the senate bill doesn’t include any provisions to expunge the previous marijuana arrest and conviction records for New Mexico residents.

This senate bill will now be forwarded to two other committees before it is tabled before the entire senate for consideration.

The two bills both have suggestions on how marijuana should be taxed. However, none of those bills proposes any taxes on medical marijuana.

It is clear that there is bi-partisan momentum building up to see the end of cannabis prohibition in the state. In fact, the current governor (Michelle Grisham-D) campaigned on a pro-cannabis platform. While delivering her maiden State of the State address, Gov. Grisham pledged that she would work to include opioid addiction among the conditions for which someone could start using medical marijuana.

She has also indicated that any law that is passed to legalize marijuana should address issues of public safety, regulation of cannabis edibles, workplace intoxication and issues of underage cannabis use.

420 with CNW – First Marijuana Hearing Scheduled in Congress

In the past, all the bills and measures related to cannabis have been voted out by a Congress that was dominated by Republicans. Now the Democrats have control of the House, and the first hearing on cannabis has been scheduled for tomorrow (February 13).

This particular hearing is slated to consider making legal changes to federal laws so that cannabis businesses can access banking services.

The hearing is titled “Challenges and Solutions: Access to Banking Services for Cannabis-Related Businesses.” This hearing is intended to address the problems that legitimate marijuana-related businesses face when trying to access banking services.

For example, while state-level laws may permit cannabis businesses to open and operate in these jurisdictions, federal laws govern the banking industry and these federal laws don’t allow players in the banking industry to do business with firms involved with cannabis.

Many cannabis businesses have therefore been left with no choice but to operate on a cash basis, and stories abound of businesses that keep their earnings in sacks. In some places, unions and some banks have defied the federal government and decided to take on marijuana businesses as clients.

Even then, only limited banking services are provided by those few banks or unions that decide to accept marijuana businesses as clients. This has constrained the ability of cannabis businesses to obtain credit or even get basic banking services affordably.

It should be remembered that federal banking laws impose strict reporting requirements upon any financial institution that works with a company that is involved in an industry that is regarded as illegal. These reporting requirements inflate the cost of getting banking services.

Congressman Denny Heck, who has been an advocate of the cannabis industry for years, revealed that the hearing plans to address those issues so that the cannabis industry can handle its finances in a way that can easily be tracked by regulators for different purposes, such as ensuring that these businesses are paying their taxes as expected.

This hearing is one of the signs that cannabis may be a major issue during this legislative session. This is a positive step that hasn’t come too soon given the fact that the majority (33) of the states in the union have legalized marijuana, including at least 10 states that now allow recreational marijuana.

It makes sense that federal laws need to be reformed so that there is some kind of alignment between what is happening in the different states and the position of the federal government. 420 with CNW – Another Cannabis Lounge Set to Open in Denver

Vape and Play, a social club that will allow patrons to consume marijuana in its premises, is due to open on February 18 in Denver. This will be the second lounge in the city where one can consume marijuana.

Such businesses are geared at addressing one of the biggest challenges that has existed since recreational cannabis was legalized in Colorado: where can one consume cannabis after buying it?

These businesses want to give cannabis users a place that is a little more than a smoke-filled room from which to consume their cannabis. In fact, Vape and Play aims to provide a venue that is “better than your living room.”

Megan Lumpkins, the Chief Operating Officer of Vape and Play, says that it was hard to come up with a business model for their establishment since such places don’t usually sell marijuana, yet they can’t just say “we have a seat where you can come and use the cannabis you just bought.”

Vape and Play has decided to adopt the model of an event venue where cannabis consumers will be charged an entry fee for two or so hours during which they can enjoy a comedy show or attend a fitness class while consuming their cannabis.

Such an approach may give their target market a valid reason to visit the venue since clients will be able to socialize as they use cannabis.

Lumpkins added that she hopes that other marijuana lounges or venues will open so that Denver can become a cannabis tourism destination where visitors can have a variety of experiences to enjoy while in the city.

The only other consumption lounge in the city is The Coffee Joint which was opened in March last year. The difference with this lounge is that the owners have a cannabis dispensary right next to it, so clients can buy their marijuana and then head to the consumption lounge.

It hasn’t been an easy ride to securing a license to open Vape and Play. The proprietors have had to jump through numerous hoops for over two years before they finally got approval for the business. This challenge could explain why this type of business hasn’t grown in the area despite the decision of voters in 2016 to permit consumption lounges.

420 with CNW – About 60 Closed Cannabis Dispensaries May Reopen in Michigan

The Michigan Medical Marijuana Licensing Board has voted to allow more than 60 medical cannabis dispensaries to reopen at least until March 31 as their license applications are processed.

The decision was announced after there was an outcry that patients would find it hard to get medical cannabis if that large number of dispensaries is closed pending the processing of their license applications.

The reprieve given to the closed businesses is subject to a number of conditions. First, the local government of the area should have granted the business approval to operate in their jurisdiction. The business should have also submitted its license application within a certain timeframe, in addition to meeting the other conditions before it reopens.

This decision was met with some reservations by a section of the members of the licensing board. These individuals felt that letting these closed businesses to reopen would be unfair to those dispensaries that had done everything possible to acquire a license.

By reopening unlicensed dispensaries, the board may be setting a precedent that it makes no difference whether you comply with regulatory requirements in time or not.

These concerned board members were of the view that the 50 licensed dispensaries should have been given a chance to see a boom in their sales as a reward for taking timely action to get licensed. The unlicensed dispensaries are 72.

In a related development, medical marijuana products that haven’t been tested and approved can still be sold at the different dispensaries within Michigan as long as the dispensary gives the patient an acknowledgment form to sign confirming that the patient is aware that the product hasn’t met all the testing requirements of the state.

The previous Governor of Michigan, Rick Synder, had tried to close all the medical cannabis dispensaries that were still using the emergency rules as the basis of their operation before they get licenses.

However, those attempts to close the dispensaries were thwarted by court rulings and the desire to protect patients’ interests regarding ease of access to medical marijuana. This recent reprieve by the licensing board is yet another speed bump on the journey to accept only licensed dispensaries to operate in the state.

All in all, it is good that the interests of the patients have been given precedence by the medical marijuana licensing board in Michigan. Sproutly Canada, Inc. Canada is slated to legalize cannabis edibles sometime this year and the population is filled with excitement regarding these products. However, if the trend in the U.S. states where edibles are legal is anything to go by, then edibles will not be the biggest moneymaker. Something else, concentrates, will be king of the market.

For example, edibles fetched $685 million from the start of 2018 to October the same year in Oregon, Colorado, California and Arizona. However, the same period saw consumers spending approximately $1.4 billion on marijuana concentrates.

In the cannabis industry, vape pens are the modern or better version of cannabis joints in the same way that electronic cigarettes provide a better way to get your nicotine hit when compared to smoking a combustible cigarette.

Cannabis vape pens are discreet, not smelly and they are user-friendly when compared to the hassles that one has to go through to roll and light a joint.

The other cannabis concentrates on which Americans in the states named earlier spent money were hash oil, wax and shatter. These particular kinds of concentrates are intended for “dabbing.”
