420 with CNW – Massachusetts Lawmakers Move to Address Vaping Dangers

Reports about illnesses and some fatalities possibly linked to the use of tainted vape cartridges has prompted lawmakers and state officials across the country to look for ways to address this challenge. Massachusetts is one of the states that has come out swiftly to confront this problem head-on.

On Thursday last week, the Cannabis Control Commission in Massachusetts voted unanimously to enforce new rules requiring marijuana cartridge manufacturers to list all the ingredients in their products.

Previously, those manufacturers were only expected to indicate the THC concentration and the other cannabinoids in the product. The new rules change this and require product labels to have information on all ingredients, including additives, terpenes and the thickening agents used.

The additives used in vape cartridges have attracted heightened scrutiny of late after health authorities in New York suggested that the spate of vape-related illnesses and deaths could be linked to Vitamin E acetate added to knock-off cartridges.

Steven Hoffman, the chairman of the Cannabis Control Commission, stated that one way that state regulators can help consumers is by giving them more information so that they consume products more responsibly. The added labeling requirements are intended to give consumers more information, he added.

The Cannabis Control Commission staff have also been directed by their Executive Director to collaborate more with testing labs in the state so that those facilities can develop testing protocols for all the additives included in vape cartridges.

The Cannabis Control Commission isn’t the only agency that is acting in response to the risks of tainted vape cartridges. The Public Health Department has also issued a directive to all healthcare providers to report to the department any illnesses linked to vaping cannabis cartridges.

So far, no such illnesses have been reported in Massachusetts, and the authorities want to do everything possible to keep it that way.

The same cannot be said for New Jersey which has so far registered 19 cases of the mysterious respiratory illness that has come to be linked to vaping marijuana. To contain that problem, Gov. Phil Murphy has created a special task force and given them sweeping authority to suggest any policy changes that can put the problem to an end and protect public health.

The governor doesn’t see how the problems associated with tainted vape cartridges will affect plans to legalize recreational marijuana in the state, so he wants the Assembly speaker and other Democratic leaders to move ahead with plans to table a new marijuana legalization bill.

It is ironical that federal dollars were used to publish a journal report which blames the federal prohibition of marijuana for putting cannabis consumers at risk since there is no federal guidance on the safety standards that the industry should adhere to.

Environmental Health Perspectives, an open access journal whose work is supported by funding from the National Institutes of Health, published this damning report in its edition for this week.

The report observes that because marijuana is still considered an illegal drug by the federal government, regulatory agencies like the FDA and the EPA cannot provide guidance to the industry on how matters of consumer safety can be addressed.

Consequently, each state that has legalized marijuana in some form has been left to its own devices regarding how to protect the millions of marijuana users.

Concerns about heavy metals, the use of butane during the extraction of concentrates and the presence of microbial contaminants are issues that federal regulators like the EPA and FDA would look into if marijuana was legal federally.

A clear example of how this oversight would work was exemplified last week when the Environmental Protection Agency (EPA) announced that it would soon call for public comment as part of its process of considering applications for pesticides that can be used in hemp fields. Hemp was legalized last year, and that explains why the EPA is stepping in to provide guidance regarding the crop protection products which can be used during the cultivation of industrial hemp.

Because marijuana is still illegal federally, there is no consistency in the implementation of consumer protection since each state has its own laws on the matter.

The journal quotes Ben Gelt, the board chairman of the Cannabis Certification Council, as saying that consumers in non-legal states face the greatest safety risks since there is no regulation at all of the marijuana sold there illegally.

Gelt adds that not a single state that has legalized marijuana has got everything right in terms of the consumer protection measures embedded in the state laws. There is need for a lot of research so that all the gaps can be filled, Gelt stated.

The journal has a disclaimer stating that while it received financial support from the National Institutes of Health and other organizations, such support should not be construed to mean that those entities endorse or condone the views, products, services and any other information contained in the publication.

While this research may not on its own prove that marijuana is useful as a treatment for burnout, these findings provide a clear indication that the possibility exists and it should be explored further.

If larger randomized double-blind clinical studies confirm that marijuana can indeed treat the cocktail of symptoms linked to burnout, it could save millions of people from getting hooked on prescription medications for these symptoms. 420 with CNW – Utah Medical Cannabis Program Stays on Course as State Dismisses Protests

Utah selected eight firms towards the end of last month to undergo background checks prior to being granted licenses to grow medical marijuana as the state moves to implement a voter decision during the 2018 midterms. However, six companies that weren’t successful during the application process protested to the state’s Division of Purchasing. The division has responded by dismissing those protests, thereby paving the way for the state to stay on course in its bid to implement the medical marijuana program.

The companies that protested to the Division of Purchasing are North Star Holdings, Pure UT, Wild West Holding, Tintic United Bioscience, JLPR, and Total Health Sciences. These companies were unhappy that Utah had only selected eight companies yet the law provides for a maximum of ten growers.

However, the Division of Purchasing argued that it took the decision to select only eight cultivators in order to avert the possibility of over-supply in the medical cannabis market. They added that the law allows the division to select any number of cultivators as long as the legal cap isn’t exceeded.

Chris Hughes, the director of Utah’s Division of Purchasing, announced on Wednesday that the companies whose appeals had been dismissed could escalate their protest to the Utah Procurement Policy Board and even go to court if they weren’t satisfied with the decisions made.

Meanwhile, several county attorneys are putting pressure on Utah to abandon its plans of having a state-run medical cannabis dispensary system. They say that the current design of the system will put the employees of the state at the risk of prosecution under the existing drug laws of the federal government.

Troy Rawlings (DA Davis County) and Sim Gill (DA Salt Lake County) insist that using the local dispensaries as points where medical marijuana can be picked up would, in effect, turn the county’s medical department workers into drug traffickers in the eyes of the federal government.

Under Utah’s medical marijuana law, seven private medical marijuana pharmacies will be licensed while a “central fill pharmacy” will be run by the state to supply the private pharmacies with the products they put on their shelves. This “fill pharmacy” function will be implemented through the 13 local health departments.

State officials acknowledge the concerns of the DAs and a meeting has been planned for later this month in order to discuss any alternatives that could sidestep the risks that the district attorneys point out.

Industry analysts believe that the whole industry, including players like Willow Biosciences Inc. (CSE: WLLW) and Wildflower Brands Inc. (CSE: SUN) (OTCQB: WLDFF), will be hoping that the program in Utah doesn’t run into any hurdles that take implementation beyond the planned 2020 launch date.

420 with CNW – Study Looks at How Marijuana Extracts Can Kill Cancer Cells

A recent study shows that cannabis extracts can impair the survival of some types of cancer cells and also inhibit their spread. However, the effects of the cannabis extracts vary according to the chemical profile of the extracts used, the researchers discovered.

The team of researchers found that the results of using just one compound of cannabis, such as THC, to kill cancer cells wasn’t as promising as using full-spectrum cannabis extracts. Since marijuana has hundreds of compounds whose concentration varies from one preparation or marijuana strain to another, it was difficult to determine which particular combination of compounds had the most significant therapeutic effect.

The team, whose findings were published in Oncotarget, a journal centered on cancer research, show that 12 cannabis extracts having varying phytocannabinoid profiles were tested on 12 different human cancer lines.

Each of the 12 cancer cell samples was treated using increasing doses of different marijuana extracts over a 24-hour duration. Of the 12 cannabis extracts, five were especially effective in acting on a variety of cancer types. Nevertheless, the researchers found that different cancers seemed to respond to different marijuana extracts even if those cancers originated from the same body organ.

For example, two forms of prostate cancer cells were most responsive to different cannabis extract formulations and yet it would be expected that the same formulation would work for these two cancers since they all affect the prostate gland.

The marijuana extracts also exhibited different levels of effectiveness in terms of shrinking cancer cells. Out of the 12 preparations, only three were able to shrink cells by up to 51 percent of their baseline (original) size.

Some of the common attributes shared by the extracts which showed higher levels of effectiveness included their higher concentration of THC and the larger variety of phytocannabinoids which have been decarboxylated.

The researchers concluded that the therapeutic action of marijuana extracts on cancer cells cannot be attributed to a single compound, but rather to the synergy of different compounds acting together.

They also added that the fact that cancers from the same line react differently to cannabis extracts means that other compounds, apart from THC, work together to produce a pharmacological effect upon the cancer cells.

The team of researchers therefore called for more research to be done about the way cancer cells respond to cannabis. For example, more information is needed regarding the effect of the presence or absence of cannabis receptors on cancer cells when treating those cancers using marijuana extracts.

420 with CNW – Witnesses and Lawmakers Share Views on Federal Marijuana Policy Reform Strategy

Last week, the Crime, Terrorism and Homeland Security sub-committee of the powerful House Judiciary Committee held a landmark session in which they listened to testimony from a variety of experts on how marijuana prohibition could be brought to an end federally.

This hearing was largely focused on evidence, unlike previous Congressional discussions on the matter that largely seemed to be driven by scaremongering. However, there were some disagreements regarding the strategy that should be used to legislate marijuana policy reforms.

For example, Rep. Tom McClintock (R-CA) argued that the Democrats were wrongly framing the issue along racial lines and this would divide the country. The Chairperson of the House Judiciary Committee, Jerrod Nadler, responded by saying that marijuana laws had been designed and implemented in a racially disparate manner, so the solution should also emerge after considering the racial factors involved.

Nadler added that in his own opinion, it is ill-advised to use marijuana, but that doesn’t mean the drug should be criminalized. Instead, adults should be left to make informed decisions on the substance as is the case with other substances like alcohol and cigarettes.

While testifying before the subcommittee, Malik Burnett, a physician at the Johns Hopkins Bloomberg School of Public Health said that it was wrong to have two widely different situations on the subject of marijuana. He explained that the U.S. can be divided into two, with one half made up of whites who are minting billions from state-legal marijuana while the other half of the U.S. made up of poor people, especially blacks, are arrested in their thousands for the same marijuana that whites are getting rich from.

Marilyn Mosby, the State Attorney for Baltimore also told the subcommittee that the current lopsided enforcement of marijuana laws not only worsens the existing inequalities in the U.S. justice system but also alienates the community from law enforcement agencies. No public safety benefit accrues from the enforcement of marijuana prohibition, she added. She concluded by saying that full legalization is the way to go since decriminalization of marijuana isn’t enough. Mosby’s office is noted for announcing earlier this year that they would no longer prosecute marijuana possession cases.

Davis Nathan, the president of Doctors for Cannabis Regulation (a pro-marijuana legalization group of physicians) testified that the prohibition of marijuana has done more harm than any good that was anticipated. He also said that the drug should never have been criminalized since it is less harmful than tobacco and alcohol.

There was a heated discussion regarding the way in which cannabis reform should be made to happen after Neal Levine, the CEO of Cannabis Trade Federation) suggested that the process should be incremental, starting with the passing of the STATES Act currently before lawmakers.

For example, Rep. Steve Cohen (D-TN) wondered why full legalization shouldn’t be done in one fell swoop since prohibition had lingered for far too long. Other lawmakers disagreed and preferred the cautious approach of incremental policy adjustments in order to avoid passing bills that ultimately fail once they reach the Republican-controlled Senate.

Industry pundits strongly believe that the cannabis industry, including players like Willow Biosciences Inc. (CSE: WLLW) and Wildflower Brands Inc. (CSE: SUN) (OTCQB: WLDFF), is hoping that concrete action follows this hearing on the modalities of ending marijuana prohibition.
