420 with CNW – Chicago Mayor Wants Marijuana Consumption Allowed in Some Public Places

On Wednesday, Chicago Mayor Lori Lightfoot introduced a proposed ordinance that would allow licensing of marijuana consumption sites that are safe and legal. This is an effort by the mayor’s office to expand the economic opportunities presented by the ever-growing marijuana industry across the city of Chicago by bringing in more entrepreneurs.

Illinois lawmakers approved the bill legalizing recreational marijuana which was later signed into law by the Democratic Governor J.B. Pritzker. Adult-use marijuana will be legal in Chicago as from January 1.

In a public statement, Lightfoot said that the city of Chicago is preparing for legalization ahead of the launch date by working together with the state to make sure that legalization will be implemented in a safe, responsible way and that it offers optimal opportunities for the residents of Chicago as well as businesses. The legalization of adult-use marijuana will provide a chance for more entrepreneurs to participate in the marijuana industry including those who have been affected by the war against drugs. The bill will also present the people of Chicago with safe marijuana consumption sites.

According to the proposal introduced by the Mayor, businesses operating specialty cigar outlets, such as cigar shops or hookah lounges, would be eligible to apply for marijuana consumption site permits. The consumption sites licenses allowing people to use marijuana on the premises would be issued by the Department of Business Affairs and Consumer Protection (BACP). The consumption permits would be granted to businesses deriving at least 80 percent of their proceeds from tobacco-based products.

The BACP Commissioner Rosa Escareno said that entrepreneurs looking to venture in the new business of adult-use marijuana consumption sites have an opportunity to participate through the Chicago consumption licensing program which has a robust regulatory system. Escareno further said that they are excited to be taking the first step in developing regulations that provide entrepreneurs with more economic opportunities while ensuring that the public has safe places where they can use cannabis responsibly.

The specialty tobacco businesses must fulfill several requirements before they can be issued with permits. For example, they must be in a standalone structure that is well ventilated. The companies must also establish a safety plan that is approved by the city, and also educate their staff on safe marijuana consumption. The business owners must also note that businesses located in areas that are excluded from conducting marijuana business, which covers the greatest section of the downtown area and Magnificent Mile, would not be granted licenses.

The businesses authorized for onsite marijuana consumption are not allowed to serve alcohol, and the customers are also not allowed to bring their own. The companies are to be located at a minimum distance of 500 feet from schools and other outlets licensed for marijuana consumption.

The proposed ordinance would make sure that small businesses benefit from the legal marijuana industry, said the executive director of Chicago NORML, Edie Moore.

In the coming year, Lightfoot’s administration is expected to develop a new proposal that would issue onsite consumption licenses to licensed marijuana dispensaries.

Industry watchers believe that it is this type of progressive policy making that many marijuana companies, such as VIVO Cannabis Inc. (TSX.V: VIVO) (OTCQX: VVCIF) and MCTC Holdings Inc. (OTC: MCTC), would like to see because it is strange tosee that people can buy weed in many jurisdictions but they aren’t allowed to consume it anywhere else apart from within the privacy of their homes.

420 with CNW – First 8 Days of Recreational Weed Sales Generate More Than $1.6 Million in Michigan

It looks like the newly legalized weed industry in Michigan is set to hit major milestones pretty quickly. The first eight days of legal adult-use marijuana sales at the five retail outlets that were open in Michigan amounted to $1.6 million. Three of the five shops either run out of stock or had an inadequate supply of marijuana products.

From the first to the eighth-day of sales, the total was $1,629,007. The 10% excise tax imposed on then recreational products amounted to $162,900, and the 6% state sales fee raised $107,514.

Once the recreational marijuana industry is stabilized by 2020, the state House Fiscal Agency estimates that the annual sales for adult-use cannabis will be $949 million, out of which the 10% excise tax charges on the sold products would be $94.9 million and 6% sales tax of $57 million.

The ballot proposal which was approved by the voters in 2018 stated that the first $20 million dollars from excise tax raised from the sale of recreational marijuana within the first two years after the launch of retail sales would be used to advance studies on the benefits of cannabis and how it is used to treat different medical conditions, such as PTSD.

The remaining excise fees would be divided between municipalities and counties allowing marijuana businesses within their jurisdictions to fund school and road infrastructure programs. The House Fiscal Agency projected that by 2020, the excise fee total would be $97.5 million and that by 2023, it would rise to $163 million. This amount is just a tiny fraction of the state budget of $60 billion.

For comparison purposes, Colorado recorded about $1 million in sales on the first day of recreational marijuana retail sales. However, these sales were made at 24 open retail outlets. Michigan had more than 2,200 customers on the first day in the five stores.

There were three stores open on the recreational marijuana sales launch day, which include, Greenstone Provisions, Arbor Wellness, and exclusive Brands. While Michigan Supply and Provision in Morenci opened on the evening of the first day.

Greenstone ran out of marijuana stocks for several days consecutively, while Michigan Supply had low supply. In the first two days of  retail sales, Lit Provisioning, the fifth store, run out of stock after servicing 750 customers, after each spent an average of $103.

The president and Chief Operating Officer of Lume Cannabis Company, Doug Hellyar, who is also the owner of Lit Provisioning, said that they were humbled that customers chose to buy products from their shop during the first week of recreational marijuana sales. He also noted that people traveled across the state, despite the chilly weather and stood in line for several hours to purchase cannabis.

The sales launch comes a year after voters legalized adult-use weed through a ballot. Michigan is the 10th state to allow the sale of adult-use marijuana.

The state of Michigan has issued 21 licenses to recreational marijuana businesses since it started accepting applications on November 1. It has also pre-qualified 73 applications. Out of the  1,771communities, 1,400 have vetoed the sale of legal weed in their towns, which has posed a challenge for weed businesses.

It is however hoped that those communities opposed to weed will come around as time goes by. Experts think this optimistic outlook may be exactly what industry players like LiveWire Ergogenics Inc. (OTC: LVVV) and VIVO Cannabis Inc. (TSX.V: VIVO) (OTCQX: VVCIF) are counting on for the success of their counterparts operating in Michigan.

420 with CNW – How Marijuana Can Improve Your Holidays

The holiday season is around the corner, and it is a time of festivities and gathering of families, friends, and relatives. To some, the season is a source of stress, anxiety, and insomnia. Are you nervous when attending a family gathering? Take a small dose of marijuana to take the edge off. Be careful not to indulge in excess since you do not want a noticeable high.

The consumption of marijuana during the following activities can help relieve some of the adverse effects of the festive holidays.

Family Get-Togethers

Sometimes it can be a challenge to be around relatives when all they want is to discuss controversial issues or do things that make you uncomfortable for an extended period. To make these visits tolerable, you can consume a microdose of marijuana while being careful not to induce an apparent high. If you want to be discreet while using marijuana, you can opt for consuming edibles as they are packed with a small amount of weed, which you can eat all evening discreetly. Since marijuana edibles do not have the smell of cannabis, you will not have “judgy” comments thrown your way.

Traveling

The month of December involves a lot of movements from one point to another since families want to re-unite either during Thanksgiving, Christmas, or New Year’s. The traveling means some people are going to be traversing long distances, mostly through the air, and most often, this leads to jet lag. For those who are traveling, they can take a light dose of cannabis beforehand as it will help them sleep throughout their flight.

Feasting

During the month of December, which is full of parties and celebratory activities, people indulge themselves in a variety of rich and delicious foods and beverages. If you find that your appetite is lacking, you can take marijuana as it is known to improve appetite. It also makes food taste better. Purchase the strains that are known to induce the desire for food. Take a small dose before meals, and you will find that the food is yummy.

Unwinding

If you want to break away from all the partying and the additional strain such holiday activities can cause, take a relaxing strain of marijuana through smoking, vaping, or a bong.

Marijuana does not address all conditions; therefore, if you are overwhelmed by all the activities in the holidays to the point of considering self-harm, seek the help of a friend or a qualified professional.

Industry watchers are convinced that marijuana companies like VPR Brands LP (OTCQB: VPRB) and VIVO Cannabis Inc. (TSX.V: VIVO) (OTCQX: VVCIF) can recommend the best product for the different situations in which you may find yourself during the holidays.

420 with CNW – Minnesota Marijuana Legalization Advocates Take Lessons from Colorado

This week, former Colorado public officials Stanley Garnett and Doug Friednash, who were opposed to marijuana legalization, shared their opinions with Minnesota legislators about the things to consider if cannabis is to be legalized.

The two are currently members of a Denver law firm with a department dealing with marijuana and industrial hemp. They said that they are sure they made the right decision by opposing legalization. At the time of their speech, they were invited to Minnesota by Ryan Winkler, who is the Minnesota House Majority Leader. Winkler is heading the cannabis legalization initiative in Minnesota.

The two said that the reason they accepted the invitation was to express their fears on the legalization of adult-use weed and regulations if Minnesota moves forward with the initiative. Friednash, who is the former chief of staff to Colorado’s Governor John Hickenlooper, said that other states that opt to follow Colorado could learn from their experience.

Friednash went on to say that the process of legalization was scary because no other state had done it and were afraid of the implications since they were being watched internationally.

Garnett, who served as the district attorney in Boulder County for three terms, said that he was in favor of adult-use marijuana prohibition before the voter approval in 2014.

Garnett has had a change of heart because he is now in favor of recreational marijuana legalization, as it ensures public safety. He noted that Colorado’s experience with marijuana has revealed that with proper rules in place, legalization is better than criminalization.

Garnett further said that he was initially doubtful of the success of the 2012 referendum in Colorado which required legislators to allow for the legal cultivation, possession, use, and sale of cannabis to adults.

Garnett also said that marijuana prohibitionists claimed that the legalization of adult-use pot would lead to the collapse of the western civilization because of increased crime rates, deaths, as well as deterioration of public safety. But, none of these have happened since legalization.

In Minnesota, they have a medical cannabis program that permits patients with a limited set of illnesses to use marijuana. The drugs can be accessed only in the form of a pill, oil, or vapor.

Winkler, together with other broader marijuana advocates, are drafting a bill for the next legislative session and the majority of the Democrats are in favor but the Republicans are against the legalization of marijuana for non-medicinal use. He says that they aim at creating a legal and regulated market while still enforcing action against illegal activities such as underage use and the black market.

The two officials also attended other functions during their stay in Colorado, such as the citizen meeting at the town hall, and they also met with leaders of the Minnesota Police and Peace Officers Association (MPPOA).

The Executive Director of MPPOA, Brian Peters, appreciated the Colorado officials’ willingness to talk about the challenges they faced during legalization.

Friednash said that states need to change the packaging and labeling of edibles to make them less attractive to children. He also noted that stringent control of plant products should be implemented.

Friednash further said that before licensing, the state has to consider agricultural, revenue, and public safety impacts in addition or marijuana’s effects on the education system and human rights.

Industry watchers say cannabis entities like VIVO Cannabis Inc. (TSX.V: VIVO) (OTCQX: VVCIF) and Organigram Holdings Inc. (TSX: OGI) (NASDAQ: OGI) could be pleased that the Minnesota lawmakers opted to listen to both sides of the legalization debate from the perspective of Colorado.

420 with CNW – What Women Should Know About Marijuana and Breast Cancer

Breast Cancer Awareness is held in the month of October. Chances are, you know someone who has been diagnosed with breast cancer. According to U.S. breast cancer statistics, there is a probability that one in eight women in America will develop breast cancer over their lifetime.

The Centers for Disease Control and Prevention states that not factoring in other types of cancers, the most common type of cancer among women in the U.S is breast cancer. It does not discriminate on race or ethnicity, and anyone can develop breast cancer.

Women can now use marijuana to manage the side effects and pain caused by breast cancer treatment. Listed below are the benefits of using medical marijuana for breast cancer:

  • Eases pain by reducing inflammation.
  • Manages chemotherapy side effects such as nausea and vomiting.
  • Stimulates appetite suppressed by rounds of chemotherapy.
  • Relieves anxiety.
  • Induces relaxation thus stimulating sleep.
  • It inhibits the growth of cancer cells and reduces the size of the tumor.

It is essential to understand that women and men’s health differ; therefore, the medical community has tried to develop treatment tailored to meet the needs of each individual instead of thinking one size fits all.

Cannabinoid receptors in women are sensitive, especially those located in the uterus, and since they are concentrated, they help in relieving pain, regulating mood, improving appetite, and inducing sleep more effectively than in men. Also, women require lower doses of marijuana because the presence of cannabinoid receptors enables their bodies to absorb marijuana quickly and efficiently. This provides them with better pain relief and management of other symptoms they may experience.

The regular use of marijuana can lead to marijuana tolerance, and this would require women to up their dosage over time.

The menstrual cycle causes estrogen levels to fluctuate, which makes women more sensitive to the effects of marijuana. Therefore, they should adjust the doses according to the level of the estrogen to achieve the desired impact. For example, lower doses should be taken around ovulation when estrogen is highest.

Hormonal therapy is prescribed for women to slow the growth and spread of breast cancer cells. This therapy can either add or remove hormones, which eventually affects the body’s response to marijuana. A recent study on cannabis that used animal subjects shows that CBD, one of the compounds found in marijuana, helps to shrink breast cancer cells and reduce tumor growth.

Experts think that different groups of patients need specialized information to help them understand how medical marijuana can be of help to them, and that could be the reason why marijuana companies like VIVO Cannabis Inc. (TSX.V: VIVO) (OTCQX: VVCIF) and Organigram Holdings Inc. (TSX: OGI) (NASDAQ: OGI) emphasize the provision of information so that customers make informed decisions when selecting products.

420 with CNW – Poll Shows Americans Still View Marijuana as Safer Than Alcohol and Electronic Cigarettes

A new poll released on Tuesday by POLITICO and Harvard’s T.H. Chan School of Public Health shows that the majority of Americans believe that alcohol and tobacco are more harmful than marijuana.

Only 1 in every 5 Americans believes marijuana to be harmful to its consumers while 2 in 5 Americans believe alcohol is detrimental to its users. 52% of Americans consider cigarettes to be very dangerous, while 80% say that tobacco is very harmful.

Robert Blendon, the Harvard professor for health policy and political analysis who conducted the poll of 1007 Americans, said that in the past decade, people were being jailed for marijuana, but today, they are saying marijuana is not harmful.

Since the 2012 ballot referendum authorizing recreational marijuana in Colorado and Washington, marijuana legalization is rapidly being adopted by different states across the U.S. Currently there are 33 states in the U.S. that have legalized the use marijuana medically or recreationally. However, marijuana is still categorized as an illegal drug at the federal level.

The poll shows that despite the outbreak of the vaping-related lung illnesses which left 37people dead, people’s perception of marijuana was not affected. THC was present in the vaping products linked with the lung ailments. THC is a compound of cannabis that gives the high effect. According to the survey, some of the vaping products were purchased from the black market, and only a few of the products were purchased through legal channels.

The poll was conducted in October, a month after the outbreak of the vaping related lung illnesses. Blendon said that people have termed vaping as very dangerous, but the same is not true for cannabis.

During the poll, almost half the participants did not know what CBD is. Among the 8% of the adult participants familiar with the product, 5% said that the product is very harmful. Most of those familiar with CBD said that the federal government should not interfere with the product. And half of those said that the Food and Drug Administration should oversee the safety of products infused with CBD.

Fifty-five percent of those familiar with CBD said they would buy CBD over the counter regardless of whether those products passed or failed clinical trials. And, 3 out of 5 Americans said that they would still use their favorite products, even after the FDA confirms that it does not fulfill its intended purpose.

Blendon said that people do not perceive CBD as harmful; so, the FDA regulations of this cannabinoid should not be stringent.

Federal legalization of marijuana is supported by 67% of the Democrats, 69% of the independents, and 45% of the Republicans, which translates to 62 percent of all Americans. This is a marked increase from 44% in 2009, said Blendon.

Analysts believe that it is opinion poll findings like these which make marijuana companies, such as LiveWire Ergogenics Inc. (OTC: LVVV) and VIVO Cannabis Inc. (TSX.V: VIVO) (OTCQX: VVCIF), to wonder why the federal government is so out of touch with the sentiments of the citizens.
