420 with CNW – Study Finds That Marijuana Use Disorder is Declining

According to a new study, the number of people diagnosed with cannabis use disorder (CUD) is not increasing. The results contradict the expectation of public health experts who thought that due to the legalization of marijuana, more people would consume more and more weed. The incidence of CUD is decreasing, and this could be attributed to the growing number of states that have made marijuana legal.

According to the report, between the years 2002 and 2016, the frequency of CUD decreased significantly across people of all ages. The decrease in cannabis dependence was noticed in adolescents, and young adults and stability in the use of marijuana were noted amongst adults aged 26 years and above who reported daily or almost daily consumption.

Recent studies on the use and misuse of marijuana had mixed results on the frequency of CUD in the last 20 years. This is because people who tend to use marijuana daily or almost daily are at the most risk for CUD. The researchers at Columbia University’s Mailman School of Public Health decided to study this group of consumers to get a better understanding of their general health.

Last month, the journal on Drug and Alcohol Dependence published the study findings.

The researchers used data from the National Surveys on Drug Use and Health for the years 2002 to 2016. This included 22,651 participants aged 12 years and above who reported having used weed at least 300 days within the past year.

The study authors used the Diagnostic and Statistical Manual of Mental Disorders, Fourth Edition, to measure problematic marijuana use for marijuana dependence and marijuana abuse. These include:

  • The time spent in a month procuring, consuming, and getting over the effects of weed.
  • Inability to stick to the set consumption limits
  • Failure to reduce the amount and the number of times of cannabis consumption.
  • The failure to fulfill significant responsibilities due to the frequent use of weed. And,
  • The continued use of cannabis even though you are faced with persistent, or interpersonal problems.

The study authors considered other factors such as the perceived need for mental health treatment among the participants, and whether the health provider indicated other health issues. They were also asked if they have participated in impaired driving from illicit drugs with or without alcohol.

During the study, the authors found that the rate of CUD decreased across all age groups. For those between the age of 12 to 17 years the reduction was26.8%; 18 to 25 years by 29.7%, and adults older than 26 years by 37.5%.

The study also noted that there was a reduction in the frequency of DSM-IV weed abuse across all age groups; adolescents, young adults, and adults for those with past-year daily/almost daily marijuana consumption. They also noted a decrease in the frequency of DSM-IV marijuana dependence in adolescents and young adults.

The researchers attribute the decrease in CUD prevalence to the increased legalization of marijuana, whereby 33 states have legalized medical marijuana, and ten states have legalized recreational marijuana, said one of the study authors, Silvia Martins, in a statement. Legalization has contributed to the reduction of marijuana stigma and the perception of problems associated with the consumption of cannabis. It has also improved the changes in social attitudes since consumers no longer quarrel with relatives and friends about marijuana usage.

Industry watchers are of the view that the findings of this study vindicate the cannabis industry, including companies like Willow Biosciences Inc. (CSE: WLLW) and Sugarmade Inc. (OTCQB: SGMD) that would never participate in an industry that wilfully gets people hooked on a substance.

420 with CNW – Congressional Committee Votes to Repeal Law Denying Students Aid Due to Drug Convictions

On Thursday, a Congressional committee approved legislation repealing the federal law that punishes college students who are ex-convicts of marijuana charges by denying or stripping them of their financial aid. The rule was enacted in 1998, by the Higher Education Act Aid Elimination Penalty. It has denied thousands of students’ access to means of paying tuition because of minor marijuana offenses.

Marijuana critics said that denying students access to financial aid is a counterproductive way of responding to drug use and misuse. According to the executive director of Students for Sensible Drug Policy, Betty Aldworth, the best intervention amongst the youth is providing them with quality education. She further noted that denying them access to means of furthering their education harms the students and the communities.

Apart from removing the penalty, the drug conviction question on the Free Application for Federal Student Aid (FAFSA) is also to be removed by the House Education and Labor Committee.

In 2006, the rule was amended from all past offenses to those convicted while on financial aid programs. Marijuana advocates said that the FAFSA question is unclear, and this has caused many eligible students not to apply.

The deputy director of national affairs for the Drug Policy Alliance, Grant Smith, said that they are aware that the question confuses students whereby those who have had an interaction with the police may not complete the FAFSA application process after deeming themselves unqualified.

The HEA legislation reform is to be eventually voted upon by the Senate, and it is uncertain if the Republican-controlled chamber will approve the drug penalty repeal.

Several advocacy groups are working to delete the drug conviction penalty and reinstate the financial aid accessibility to incarcerated college students. These include the SSDP, DPA and other stakeholders associated with Unlock Higher Ed Coalition.

According to Aldworth, young people’s opinions are crucial for the success of movements geared towards social change because they are the ones who are directly affected by injustice. He went ahead and said that SSDP has been working for the last 20 years to make education accessible to all Americans, particularly those who are caught using drugs.

The coalition brought those affected by the federal law to Capitol Hill to meet with the legislators and staffers to show how the rule affects criminally convicted students, and to show that only those who need the financial aid are affected, said Smith.

The advocates also noted that people from families that are financially stable do not have to worry about losing their financial aid over marijuana or any other drug conviction. They further argued that the law to be repealed is discriminatory because it is enforced more strictly on people of color, even though almost all people, irrespective of color, use drugs.

According to Aldworth, black youths are affected by the federal rules just as the black people are the main targets of war against drugs.

Earlier this year, Senator Cory Booker filed a legislation calling for the removal of drug conviction question from the FAFSA. On Thursday, Senator Bernie Sanders released his proposal for legalizing marijuana at 4.20 pm EST. Among weed users 4.20 is referred to as weed or marijuana day.

Senator Sanders is a Democratic presidential candidate, and he proposes to legalize marijuana through executive action within 100 days. His proposal also addresses the potential problems of marijuana and criticizes the method some states have used to legalize the drug. His plan also limits the size and scope of the cannabis industry by implementing procedures that ensure that marijuana legalization offers benefit to the people of color.

He says his first move will be to give a direct order of marijuana declassification as a controlled substance to the Attorney General. Declassification of marijuana is the process of removing it from the list of controlled substances and legalizing it at the federal level.

Senator Sanders’ intention is to push Congress to legalize marijuana permanently at the federal level after which the states would be permitted to legalize cannabis within their states.

Marijuana remains illegal federally despite being legalized in Washington DC and 11 other states.

The federal law has imposed several barriers on state-legal marijuana businesses and among these barriers is that the businesses operate on a cash-only basis since banks would be breaking federal law if they conducted business with marijuana businesses. Furthermore, the inability of marijuana businesses to file several deductions causes their income tax to increase to 90 percent-plus. The classification of marijuana as a controlled substance is also a reason why the restrictions are there. However, compared to other drugs, federal punishment for marijuana is lenient.

His administration plans on rallying the state and federal authorities to decriminalize past marijuana convictions. He also plans on setting up an independent clemency board responsible for granting early release to those who are federally convicted, as noted in his criminal justice reforms.

In his proposal, he promises to create a $20 billion grant program from marijuana tax revenue for black entrepreneurs who have challenges accessing capital for their businesses and an additional $10 billion grant program for companies in disadvantaged areas owned or controlled by people who have been arrested for marijuana crimes.

He also promises a $10 billion grant program for former marijuana convicts to start growing marijuana in their rural or urban farms and a development fund of $10 billion for the communities most affected by the War on Drugs.

Sanders also plans on sensitizing marijuana businesses to transition into non-profits, to ban products and labels meant to attract the young generation as well as ban other companies producing products that cause cancer such as tobacco companies.

Except for Joe Biden, all other Democrats are in support of marijuana legalization. A recent survey by Gallup showed that 66 percent of Americans are in favor of legalization, and this includes 76 percent of Democrats and 51 percent Republicans.

420 with CNW – Ruling Party in Scotland Supports Decriminalizing Drugs

On Sunday, Scottish National Party delegates, in a unanimous vote, approved a resolution calling for the decriminalization of drug possession and consumption.

The lawmakers representing the Scottish National Party, which is the third-largest party in the UK Parliament, in a conference in Aberdeen, argued that the parliament should remove criminal charges from drug offenses, and addiction should be addressed as a public health problem so as to control the overdose crisis in Scotland.

The resolution is an amendment to the 1971 Misuse of Drugs Act which states that we are in the 21st century and the current law is not apt; therefore, a provision should be added that permits removal of criminal penalties for possession and consumption of controlled medicine such as marijuana so that physicians can use it as treatment for those who need it.

The SNP Members of Parliament introduced the measure. These include Tommy Sheppard, Ronnie Cowan, and Alison Thewliss.

According to Sheppard, instead of the Scotland law enforcement agencies focusing on the organized criminals at the top, their primary focus is on the weak and vulnerable.

If the UK government does not pursue the proposed reform, then it should give the power to Scotland because they will take the necessary steps to approve the motion, added Sheppard.

Many people who have experienced trauma most often self-medicate, which eventually leads to addiction, notes Cowan.

Cowan said that decriminalization places drugs in a health area such as dispensary, thus demystifying the medicine. He further added that drug laws are all about one’s mindset, and once the drug is decriminalized, the mindset changes, and this allows you as a physician to treat people as human beings, and as a result, the recovery process is started.

Conferences held in the past by the Scottish National Party had seen the approval of proposed drug reforms, such as establishing safe consumption sites that would help people transition into treatment, thus, preventing overdoses, Common Space Reports. The UK Parliament has resisted such harm reduction policies, and this has frustrated reform advocates.
