In a press conference on Wednesday, Tom Wolf, Pennsylvania Governor accompanied by Lt. Gov. John Fetterman, announced his support for the legalization of adult-use recreational marijuana. In his announcement, he included the final report from Lt. Governor John Fetterman’s statewide tour on recreational marijuana legalization. He also proposed the next steps to be taken after reviewing the input submitted by the citizens from the 67 counties who attended their listening sessions or reverted via their online platform.

In his announcement, Governor Wolf said that Lt.Governor Fetterman fulfilled his promise of touring all the 67 counties in Pennsylvania to get the opinion of the citizens regarding the legalization of adult-use recreational marijuana. Moreover, the majority of the feedback received was in favor of recreational marijuana legalization.

Lt. Governor John Fetterman invited the public, media companies and local officials to the tour stops in each county, where the attendees indicated their interest in the bill by a show of hands.

The report comprises of two parts. The first part looks at the volume of messages sent to the online platform hosted on the governor’s website, the comments made on the platform and comment cards collected at the tour stops, as well as any additional message received by the Lt. Gov Fetterman in other formats.

During the announcement, the Lt. Governor voiced his appreciation for the Pennsylvania citizens who attended his tours and those who submitted their comments either physically or online. He also assured the Pennsylvanians that they will do their best to bring into effect the proposed changes.

Apart from announcing the report, the Pennsylvania Governor and Lt. Governor called for the legislature to get a bill that decriminalizes non-violent and cannabis-related offenses to the governor’s desk. They also announced that they are seeking justice by expunging non-violent and small cannabis-related crimes convicted in the past. Finally, they are asking the General Assembly to debate and pass the bill legalizing recreational marijuana.

Since the majority of Pennsylvania residents are in favor of recreational marijuana legalization, Governor Wolf says that he is looking forward to accomplishing many missions together. This includes the criminal justice reform that he is proposing as it will positively affect the people of Pennsylvania.

In his final remarks, Governor Wolf expressed his gratitude to Lt. Gov. John Fetterman for touring the 67 counties and conducting the research. More gratitude was directed towards the Pennsylvanians who attended the tour stops, wrote messages or called the headquarters to voice their opinion.

420 with CNW – A Historic Vote Approves the Marijuana Banking Bill in the House

On Wednesday, the House of Representatives made history by passing a standalone cannabis reform bill. The bill aims to protect financial institutions and ancillary firms that provide services to legitimate marijuana companies in the United States. The legislation would guarantee stability and security to the multibillion-dollar marijuana industry as well as ensuring public safety.

A vote of 321 passed The Secure and Fair Enforcement (SAFE) Banking Act. All Democrats but one voted for the bill while  91 Republicans voted for the bill and 102 opposed it. For the bill to pass, it required a two-thirds majority of the House to vote for it.

In the United States, recreational marijuana is legal in eleven states, including the Columbian District. Moreso, most of the states in the U.S have legalized the use of medical marijuana. However, at the federal level, marijuana is still considered illegal, making financial institutions and credit unions dread conducting business with marijuana businesses out of fear of being prosecuted or facing the consequences of not abiding by the regulations.  The SAFE Banking Act will protect these institutions from the effects of conducting business with marijuana companies and enterprises.

In March, the bill moved out of the House Finance Committee. Before the vote on Wednesday, the bill had tallied 200 sponsors of which 26 were Republicans. Several national banking groups are supporting the bill by pushing Congress to take action. These groups include American Bankers Association, Independent Community Bankers of America, and the Credit Union National Association. The National Association for State Treasurers, plus state attorneys general and governors from 20 different states all urged Congress to approve the bill.

Although some human rights groups are against the bill claiming that it would be a hindrance to other reforms and federal legalization; the cannabis trade groups, some human right groups, and people advocating for marijuana legalization are in favor of the bill.

Neal Levine, the CEO of the Cannabis Trade Federation (CTF), said that the federation applauds the House for passing the SAFE Banking Act and that they hope that the Senate will follow suit. He also said that the bill benefits the cannabis businesses and the communities that have chosen to embrace cannabis legalization. The Bill allows weed businesses to access banking services; thus, eliminating their reliance on cash. This will, in turn, improve safety within the community, transparency within the industry and adherence to cannabis-related regulations.

It is still not clear if the bill will be approved in the Republican-controlled Senate, but experts are in agreement that industry participants, such as Wildflower Brands Inc. 420 with CNW – Massachusetts Lawmakers Move to Address Vaping Dangers

Reports about illnesses and some fatalities possibly linked to the use of tainted vape cartridges has prompted lawmakers and state officials across the country to look for ways to address this challenge. Massachusetts is one of the states that has come out swiftly to confront this problem head-on.

On Thursday last week, the Cannabis Control Commission in Massachusetts voted unanimously to enforce new rules requiring marijuana cartridge manufacturers to list all the ingredients in their products.

Previously, those manufacturers were only expected to indicate the THC concentration and the other cannabinoids in the product. The new rules change this and require product labels to have information on all ingredients, including additives, terpenes and the thickening agents used.

The additives used in vape cartridges have attracted heightened scrutiny of late after health authorities in New York suggested that the spate of vape-related illnesses and deaths could be linked to Vitamin E acetate added to knock-off cartridges.

Steven Hoffman, the chairman of the Cannabis Control Commission, stated that one way that state regulators can help consumers is by giving them more information so that they consume products more responsibly. The added labeling requirements are intended to give consumers more information, he added.

The Cannabis Control Commission staff have also been directed by their Executive Director to collaborate more with testing labs in the state so that those facilities can develop testing protocols for all the additives included in vape cartridges.

The Cannabis Control Commission isn’t the only agency that is acting in response to the risks of tainted vape cartridges. The Public Health Department has also issued a directive to all healthcare providers to report to the department any illnesses linked to vaping cannabis cartridges.

So far, no such illnesses have been reported in Massachusetts, and the authorities want to do everything possible to keep it that way.

The same cannot be said for New Jersey which has so far registered 19 cases of the mysterious respiratory illness that has come to be linked to vaping marijuana. To contain that problem, Gov. Phil Murphy has created a special task force and given them sweeping authority to suggest any policy changes that can put the problem to an end and protect public health.

The governor doesn’t see how the problems associated with tainted vape cartridges will affect plans to legalize recreational marijuana in the state, so he wants the Assembly speaker and other Democratic leaders to move ahead with plans to table a new marijuana legalization bill.

420 with CNW – Mississippians Likely to Vote on Medical Cannabis After Ballot Measure Signatures Are Submitted

Voters in Mississippi are likely to be given a chance to cast their vote to decide whether medical marijuana should be legalized in the state after a group of activists submitted a list containing more than the minimum number of voter signatures required to put the matter on the 2020 ballot.

Though the signatures that were submitted on Wednesday this week still have to be verified by the Mississippi Secretary of State, Mississippians for Compassionate Care (MCC), the group behind the campaign to put the matter before voters, are confident that all is set after they submitted lists containing in excess of 214,000 voter signatures.

Out of that total number of signatures, clerks in different counties have already certified at least 105,686 signatures. This number alone exceeds the minimum number of voter signatures required by 20,000.

The office of the secretary of state confirmed that the medical marijuana petition had been filed and the process of verifying the signatures had started so that the department would be ready to submit that petition to the state legislature on their first day of business in 2020 if everything is as it should be regarding the signatures collected.

Hitting the target number in terms of voter signatures isn’t the only requirement that the activists had to meet. They also had to make sure that they obtained certain voter signature numbers from voters in the different congressional districts within the state if the petition was to stand a chance of making it onto the ballot.

The MCC is confident that all those requirements were met since the campaigners received overwhelming support from the people as the group collected signatures.

If the measure is approved by voters during the 2020 election, patients suffering from a variety of debilitating conditions, including cancer and chronic pain, would be eligible to use medical marijuana. The petition has a list of 22 conditions for which patients can apply to be certified and start using medical marijuana.

The patients would be allowed to purchase and possess up to 2.5 ounces of medical marijuana products within a 14-day timeframe before they can purchase more products.

Collecting signatures to put the matter on the ballot is one thing, and getting the majority of voters to support the measure is another thing altogether. However, the activists are confident that with opinion polls showing 77 percent support among Mississippians, the medical marijuana ballot measure is likely to sail through.

Before that happens, the Mississippians for Compassionate Care activists have to contend with opposition from the Board of Health in the state and from Gov. Phil Bryant (R).

420 with CNW – Federally Funded Journal Reveals How Prohibition is Endangering Marijuana Consumers

It is ironical that federal dollars were used to publish a journal report which blames the federal prohibition of marijuana for putting cannabis consumers at risk since there is no federal guidance on the safety standards that the industry should adhere to.

Environmental Health Perspectives, an open access journal whose work is supported by funding from the National Institutes of Health, published this damning report in its edition for this week.

The report observes that because marijuana is still considered an illegal drug by the federal government, regulatory agencies like the FDA and the EPA cannot provide guidance to the industry on how matters of consumer safety can be addressed.

Consequently, each state that has legalized marijuana in some form has been left to its own devices regarding how to protect the millions of marijuana users.

Concerns about heavy metals, the use of butane during the extraction of concentrates and the presence of microbial contaminants are issues that federal regulators like the EPA and FDA would look into if marijuana was legal federally.

A clear example of how this oversight would work was exemplified last week when the Environmental Protection Agency (EPA) announced that it would soon call for public comment as part of its process of considering applications for pesticides that can be used in hemp fields. Hemp was legalized last year, and that explains why the EPA is stepping in to provide guidance regarding the crop protection products which can be used during the cultivation of industrial hemp.

Because marijuana is still illegal federally, there is no consistency in the implementation of consumer protection since each state has its own laws on the matter.

The journal quotes Ben Gelt, the board chairman of the Cannabis Certification Council, as saying that consumers in non-legal states face the greatest safety risks since there is no regulation at all of the marijuana sold there illegally.

Gelt adds that not a single state that has legalized marijuana has got everything right in terms of the consumer protection measures embedded in the state laws. There is need for a lot of research so that all the gaps can be filled, Gelt stated.

The journal has a disclaimer stating that while it received financial support from the National Institutes of Health and other organizations, such support should not be construed to mean that those entities endorse or condone the views, products, services and any other information contained in the publication.

All the same, experts agree that industry actors like Wildflower Brands Inc. (CSE: SUN) (OTCQB: WLDFF) and Willow Biosciences Inc. (CSE: WLLW) must be chuckling at the irony of federal money calling out the federal government for not legalizing marijuana.
