420 with CNW – Vermont Marijuana Policy Reform Bills Sent to Governor’s Desk

A proposal to legalize cannabis sales in Vermont and another one that provides automatic expungements for marijuana convictions have been pushed to the governor’s desk after a final Senate vote was conducted on Tuesday.

The state Senate approved the negotiated legislation with a 23-6 vote after the House of Representatives had approved it.

In 2018, Vermont legalized the cultivation of 2 marijuana plants and possession of a maximum of 29 grams of marijuana. However, no regulations that allow retail sales were put in place.

The governor of Vermont, Gov. Philip Brian Scott (R) has yet to explicitly confirm or deny whether he will put his signature on the S.54 measure but he admitted to being impressed last week on how the measure was received in the legislative process and noted that he would take that into account.

Apart from the marijuana sales legalization bill, the Senate also approved a separate bill that will issue automatic expungements of cannabis convictions as well as allow individuals to possess and grow more marijuana without being arrested. The House had passed the proposal earlier this month, meaning it’s also headed to the governor’s desk as well.

The proposed marijuana sales bill states that cannabis would be subject to the state’s 6% sales tax and an additional 14% excise tax. S.54 also highlights a few social equity provisions like helping individuals who have been adversely affected by the drug war and making cannabis business licenses for minorities a priority. Additionally, an independent regulatory commission will be in charge of promoting small business participation in the market.

A cannabis control commission would be established and would be responsible for the issuance of licenses to growers, retailers, manufacturers, labs and wholesalers. This body will also assume the role of the Department of Public Safety in regulating the state’s medical marijuana industry.

Additionally, flavored vape cartridges would be banned and a 30% THC limit would be imposed on marijuana flower while marijuana oil may only contain at most 60% THC.

A fiscal analysis that was done on the final bill shows that Vermont will generate roughly $13.3 million – $24.2 million in annual marijuana tax revenue by the Fiscal Year 2025. The Joint Fiscal Office estimates that licensing fees may generate an additional $650,000 in revenue each year. Municipalities that have cannabis businesses will also be allowed to impose additional local fees.

420 with CNW – Recreational Cannabis Sales Increase Rapidly in Canada

In July, sales of adult-use marijuana in Canada were recorded at CA$231 million, which is a 15.2% growth. The retail sales, which equate to $175.6 million, beat the previous months’ sales record of CA$201 million ($151 million). This shows that the annual Canadian cannabis market may be worth about CA$2.8 billion ($2.1bn).

Statistics Canada reported last Friday that the monthly sales of regulated recreation marijuana had increased in all Canadian provinces. Ontario, which is the largest province with regard to population, recorded a 23.5% increase in monthly sales, which translates to CA$60.3 million ($45.3million). This increase comes after Ontario’s marijuana store license count exceeded 100 in the month of June.

CEO and co-founder of Sessions Cannabis, Steven Fry, has launched five retail outlets in Ontario thus far and is planning to open an additional 27 come April 2021. This will help address Ontario’s deficiency in marijuana retail stores. Earlier in July, two new Sessions outlets launched in Ontario. Fry stated that both stores experienced significant weekly sales increments.

He added that the growth trend would continue, as physical stores had proved to be far more popular in comparison with online sales stores in Ontario.

Fry stated that people preferred visiting the physical store locations and engaging with the staff, as they learnt more about the products and had any questions they had answered.

Alberta recorded sales of CA$51.8 million ($38.3million) in July, which translated to a 10.9% monthly growth. The province, which has many more marijuana outlets per capita as compared to any other province, beat out the more populated provinces like British Columbia and Quebec.

Quebec has relatively fewer stores in comparison to the other provinces but recreational marijuana sales in the province increase by 9.8%, which is roughly CA$11.9 million ($8.9million), on a monthly basis.

Additionally, the province of British Columbia recorded recreation marijuana sales of CA$34.6 million ($26million), which is a 17.6% increase.

In Manitoba, retail sales grew 10.8% to CA$9.1 million ($6.8million), while the Saskatchewan province recorded the smallest retail sales increase of 6.8%, an equivalent of CA$11.9 million ($8.9million).

July marijuana retails sales were as follows in eastern Canada:

  • In New Brunswick sales were CA$6.4 million, which is a +20.9% growth.
  • In Nova Scotia recorded sales worth CA$6.9 million; a 12.2% increase.
  • In the Prince Edward Island sales were worth CA$1.5 million; a remarkable 35.3% increment.
  • Lastly, in Newfoundland sales were recorded at CA$4.1 million, which equates to a 25.3% growth.

The figures above represent July sales and with the upward trend that is observed, retail sales are bound to grow as Canada’s marijuana market flourishes. 420 with CNW – Illinois Breaks Yet Another Monthly Cannabis Sales Record

According to a Department of Financial and Professional Regulation report from the state of Illinois, cannabis sales in the state this past month of August have yet again broken another monthly record.

The report which was released on Tuesday showed how marijuana sales in the state had been increasing each month, despite the ongoing coronavirus pandemic. Last month, consumers bought more than 1.3 million cannabis products whose value was calculated to be about $64 million. Out-of-state sales (to visitors) were recorded to be roughly $17 million. The previous sales record was $61 million, which was recorded in July.

The data collected seems to support the idea that the state’s cannabis market is not only pandemic-proof but also recession-proof.

Officials from the state have stated that despite the upward trend in cannabis sales, their primary focus at the moment lies in using the tax revenue generated to reinvest in neighborhoods and communities that have been the most affected by the drug war.

The state had announced in August that since marijuana retail sales began in January, it had recorded $52 million in tax revenue within the first six months of the year. 25% of this revenue will be directed to a social equity program.

A senior cannabis advisor to Gov. Jay Robert Pritzker, Toi Hutchinson, stated that the main aim of the state was not to make money but to help people, supporting the communities that had been most affected by the drug war.

Earlier in May, the state had reported that it was availing $31.5 million in marijuana tax revenue for restorative justice grants.

All things considered, making sure the market is equitable has not been a smooth ride. Dozens of individuals who had applied for social equity licenses recently sued regulators. They were denied the opportunity to take part in a licensing lottery as they reportedly had issues with their applications. Despite the state saying that they would approve 75 applicants, only 21 individuals qualified. Some critics protest that the resources one requires in order to turn in an acceptable application only bars those who actually need these special licenses from accessing them.

On the other hand, data of out-of-state sales supports the Governor’s prediction that marijuana tourism would reinforce the state’s reserves. Before its implementation, the State had pardoned about 11,000 individuals who had marijuana convictions.

In the State of Oregon, officials have also noticed a similar upward trend in the rise of sales amid the coronavirus pandemic. Data that was released earlier this year show that adult-use marijuana product sales had risen by 60%.

420 with CNW – Vermont Assembly Approves Expanding Marijuana Expungement, Decriminalization Provisions

Last Friday, the Vermont House gave an early approval to a proposal that would issue automatic expungements of cannabis convictions, thus allowing people to possess and also grow more marijuana without the risk of getting jailed for a longer time than is allowed.

In the bill, people who have been convicted for cannabis possession for amounts up to 2 ounces, 4 fully grown marijuana plants and 8 immature plants before January 2021 will have their records cleared automatically, and the individuals who are granted expungements will be notified through the mail.

Despite the state legalizing possession of up to an ounce of marijuana and the growing of 2 plants in 2018, possessing a second ounce of marijuana or 3 plants is still considered a felony. If the new bill is passed, this would change.

The legislation also states that from 2021, individuals who have basic marijuana possession convictions will be allowed to deny that record in license, civil rights or employment. This is regardless of whether they have obtained a notice of their expungement being processed or not.

This provision was included by the House Judiciary Committee, which acquired jurisdiction over this legislation after Senate approved the bill earlier in May this year.

Individuals who are caught in possession of the decriminalized amounts mentioned above may face a fine of up to $100 for a first misdemeanor, $200 for a second misdemeanor and $500 for any subsequent offenses.

Matt Simon, who is the political director of the Marijuana Policy Project, New England stated in a recent interview that Vermont had a chance to move forward in terms of cannabis policy and establish an equitable market if S.54 and S.234 were made into laws.

Furthermore, the Senate and the House both approved bills to create a tax-regulated model for cannabis sales. Up until now however, the bills have not been enacted and activists as well as legislators in the state are still calling for the legalization of cannabis sales.

In a draft platform for 2020, Democratic Party insiders from Vermont included plans to legalize cannabis sales and decriminalize drug possession. The document is still subject to change though, based on the comments from delegates and county committees at the party’s meeting Saturday.

Vermont is not the only state pushing for expungement of records. In Virginia, both chambers of the state legislature approved proposals last week that would help individuals expunge prior cannabis convictions from their records.

Twitter has partnered up with the Substance Abuse and Mental Health Services Administration to advocate for substance misuse treatment. When a Twitter user searches for “marijuana” or any other substance-related keyword, health warnings will appear. However, it turns out this only applies to marijuana.

In partnership with the same federal drug agency, Twitter began to add a notification above tweets on certain drug terms earlier this week. In addition to this, the notification also directs Twitter users to SAMHSA’s website and help line.

Advocates for drug policy reform have drawn attention to the fact that the message sustains the stereotype about drug use, which suggests that an interest in any of the ‘substances’ shows an indication that the users may have a problem with seeking treatment. Other than that, there are various reasons why people might have an online interest in marijuana, which may include wanting to follow news on policy debates that discuss its legalization. Additionally, a majority of people who consume marijuana are not dependent or addicted to it and many may not appreciate the suggestion that they may require professional help.

This is not to mean that advocating for substance misuse treatment is necessarily problematic. The problem lies in the fact that Twitter chose to attach these notices to marijuana and other drugs that are currently illegal while alcohol brands are still allowed promotions on their platform. For instance, when you search vodka in the search bar, alcohol companies pop up.

Similarly, when you search alcohol, wine or beer, no warnings are displayed alongside, which is a little worrying. This is because according to the World Health Organization, we lose more than 3,000,000 people due to the harmful use of alcohol, each year. On the other hand, the Drug Enforcement Agency has admitted that no reports of deaths have been made concerning marijuana overdoses.

What’s more interesting about this is the fact that only searches for “cocaine,” “marijuana” and “heroin” were flagged whilst searches for “LSD,” “cannabis,” “MDMA,” “pills,” “psilocybin,” “adderall” as well as other drug terms are not accompanied with invitations to seek help. This sheds the light on the arbitrary nature of this new feature on Twitter.

Its unexpected timing also coincides with Democratic presidential nominee Joe Biden calling for the promotion of compulsory drug rehabilitation treatment of persons who are charged with possession. Many advocates of drug reform feel this reinforces the misconception about substance abuse.

Furthermore, the effectiveness of mandatory rehabilitation programs is scientifically questionable. It would be interesting to hear what companies like The Alkaline Water Company Inc. (CSE: WTER) (NASDAQ: WTER) have to say about this seeming improper portrayal of marijuana users and the substance itself.

420 with CNW – Affordable Deals Drive Ohio Residents to Michigan to Purchase Medical Marijuana

Michigan has a new consumer market: Ohio’s medical cannabis patients and no, it’s not because their marijuana is better or of a higher quality. Only because it’s cheaper. Marijuana card holders from Ohio have revealed numerous times that they only travel to the cannabis clinics up north in Michigan to save money.

One medical marijuana patient recently stated in an interview that most Ohio clinics charged double the price that dispensaries in Michigan did. Another cannabis card holder, George McClure, admitted to going to Michigan dispensaries as they were far cheaper, even after factoring in the amount he’d spend to pay for gas to and from Michigan. He added that he signed himself up for text notifications that would inform him when Michigan cannabis clinics had sales, which would allow him to save almost 90% of what he’d pay in Ohio.

Most officials in Ohio’s medical cannabis industry hypothesize that once the cannabis industry in the state matures, the prices will decrease, making the herb more affordable to its consumers. State bodies who are tracking consumer costs support this notion.

It is estimated that approximately 9% of Michigan’s legal marijuana is sold to non-residents of the state, particularly individuals from Ohio and Indiana.

Michigan did have a head start though, seeing as they legalized medical cannabis over a decade ago and legalized recreational marijuana in 2018 for residents who are 21 years of age and above. Sales for recreational marijuana began in the state in late December of 2019.

This also makes Michigan a mature market in comparison to Ohio’s new market. However, buying medical marijuana in another state has its disadvantages. For instance, carrying cannabis across state lines, even legal cannabis, is illegal. Residents of Ohio can therefore, travel to Michigan and purchase the drug at any Michigan cannabis clinic of their choice but need to consume it before travelling back to Ohio.

Both states are however looking into an agreement that would allow cannabis cardholders who live in Ohio to purchase marijuana in Michigan and carry it back to Ohio. Nothing has been finalized though. Ohio issued a letter to medical cannabis cardholders that would allow them to bring cannabis products from Michigan for a period of 60 days after Ohio started a patient registry in 2018.

However, this appears not to apply to all Ohio residents who consume medical marijuana. Some residents of Ohio claim that prices in Ohio’s cannabis dispensaries are actually affordable. That is yet to be proven though.

It is such interstate activity that prompts analysts to think that sector players like The Alkaline Water Company Inc. (CSE: WTER) (NASDAQ: WTER) would be happier is the federal government legalized marijuana so that patients are free to buy and transport cannabis products anywhere around the country.

420 with CNW – Research Finds Cannabis Use Has Grown Among Baby Boomers

A recent study that was published in the Annals of Internal Medicine last Monday, shows that the use of cannabis among people aged between 56 and 74, is on the rise in America, with men in the lead. The baby boomer generation which makes up people aged between 56 and 74, refers to people who were born between the year 1946 and 1964. They make up about 20% of the world’s population, mostly in developed nations.

The study’s co-author, Bill Jesdale, suggests that the attitudes toward marijuana in the country seem to be changing. Bill Jesdale, who also works at the University of Massachusetts Medical School as an assistant professor of Population and Quantitative Health, also stated that the findings showed an increase in the use of cannabis in older people. This applies to states where cannabis has not been legalized for recreational use as well as in states where it’s been legalized.

The data used in the study was collected for a 3-year period (2016-2018) and focused on the use of marijuana in 171,507 grown-ups aged 55 and above, from 2 territories and 19 states.

Men aged 60 to 64 recorded the highest cannabis use rates, with 12.6% admitting to having used cannabis in the last 30 days in the year 2018, which is an increase from the 2016 rate, which was 3.7%. Over the same period of time, cannabis use is said to have almost doubled, to 8.2% in 2018 from 4.3% in 2016, in men aged 65 to 69 and in men aged 70 to 74, a rise to 6% from 3.2%. In women, a lesser change was recorded.

Despite the study itself not offering any explanations that would demonstrate why exactly more and more boomers are using marijuana, Jesdale as well as his colleagues suggest possible explanations, such as,

  • Lowered inhibitions against use
  • Increased availability of marijuana
  • Lower stigma linked to cannabis use
  • Numerous medical benefits coming to light

The researchers also added that other studies discovered that older people have been using marijuana to help with anxiety, pain as well as sleep problems.

In spite of this though, experts warn that marijuana use in people who are older might grow the risk of drug interactions, especially if combined with some types of medication. Researchers suggest that how marijuana affects older grown-ups may not be similar to what younger individuals experience when they use marijuana.

For instance, a review that was published earlier this year revealed that a combination of various heart medications and cannabis put consumers at risk. Dizziness, confusion, falls as well as other accidents have also been recorded.
