420 with CNW — Bill to Remove Regulatory Grey Area for CBD in Drinks, Supplements Filed in Congress

Although CBD has been legal since the 2018 farm bill legalized the cultivation and growth of industrial hemp and its derivatives, the young industry is largely unregulated. Hemp stakeholders have urged the federal government to craft comprehensive regulations for CBD as sales of CBD-infused products ramp up, but the responsible agencies have dragged their feet. As a result, the cannabidiol industry has attracted plenty of dishonest entities that have flooded the market with subpar CBD products which can even put consumers’ health at risk.

After years of back and forth, a bill that would remove the regulatory gray area for CBD-infused supplements and drinks has finally been unveiled. Introduced by bipartisan House lawmakers, the CBD Product Safety and Standardization Act would compel the U.S. Food and Drug Administration (“FDA”) to develop regulations for the lucrative CBD market.

The FDA will also have to hold a public comment period for information gathering on the maximum amount of cannabidiol that can be added to a beverage or food item per serving. The public comment period will also be instrumental in helping the FDA determine proper packaging and labeling requirements as well as the ‘conditions of intended use,’ which refers to what the label claims a product is to be used for.

The bill is sponsored by Representatives Kathleen Rice, Morgan Griffith, Dan Crenshaw and Angie Craig. According to a press release from Rice, CBD’s popularity has increased exponentially in the recent past, but the industry has been held back by the absence of federal regulations. The murky regulatory landscape puts customers at risk by providing minimal protections against subpar and often contaminated products and leaves businesses clamoring for some clarity. The new bill will create a comprehensive regulatory framework that will ensure unsafe products stay off the shelves and provide cannabis businesses with the stability they need to succeed, Rice says.

Griffith says that the FDA still hasn’t caught up with the reality that CBD is massively popular and isn’t going anywhere anytime soon. Like Rice, he says that the lack of regulation has put consumer health at significant risk and filled cannabis businesses with uncertainty. The CBD Product Safety and Standardization Act would fix these issues by compelling the FDA to act on CBD swiftly. As expected, the new bill has been met with support from the U.S. Hemp Roundtable and Consumer Brands Association. Jonathan Miller, general counsel for the roundtable praised certain aspects of the bill and said the hemp industry is thankful to its sponsors.

A law regulating the use of cannabidiol in drinks and supplements would be of great help to sector players such as BevCanna Enterprises Inc. (CSE: BEV) (OTCQB: BVNNF) (FSE: 7BC) since it would be clear what rules everyone in the industry is playing by.

CannabisNewsBreaks – Lexaria Bioscience Corp.’s (NASDAQ: LEXX) Study Results Expected to Demonstrate DehydraTECH-CBD’s Effectiveness Against Hypertension

Lexaria Bioscience (NASDAQ: LEXX, LEXXW), a global innovator in drug delivery platforms, today announced that its human clinical study HYPER-H21-3 is expected to complete all dosing and sample collection this week. The study, undertaken to examine the effects of DehydraTECH-CBD upon acute pulmonary hypertension, used a blinded design with administration of a single 300mg dose of a specific DehydraTECH 2.0 CBD formulation compared to placebo in a target group of sixteen enrolled volunteers. Subject to pending analysis of samples collected from the study, blood pressure results are expected to be reported soon. Exposure to acute reductions in oxygen tension (i.e., hypoxia) causes rapid hypoxic pulmonary vasoconstriction (“HPV”) and pulmonary arterial pressure increases as a consequence of this HPV response. If the increase in pressure becomes too high, an excess of fluid in the lungs can occur that causes difficulty with breathing. The extent to which CBD may act as a novel treatment for HPV and potentially as an alternative treatment for pulmonary hypertension is unknown. Therefore, the primary objective of the study is to evaluate the effect of DehydraTECH-CBD on pulmonary vascular function in normotensive individuals exposed to hypoxia. Results from HYPER-H21-3 are expected to add to Lexaria’s growing body of evidence for the effectiveness of DehydraTECH-CBD against hypertension, and findings will be submitted to regulators such as the FDA as Lexaria pursues its planned investigational new drug research program.

About Lexaria Bioscience Corp.

Lexaria’s patented drug delivery technology, DehydraTECH(TM), improves the way active pharmaceutical ingredients (“APIs”) enter the bloodstream by promoting more effective oral delivery. Since 2016, DehydraTECH has repeatedly demonstrated the ability to increase bio-absorption with cannabinoids and nicotine by 5-10x and, in some instances with cannabinoids by as much as 27x compared to standard industry formulations, reduce time of onset from one to two hours to minutes, and mask unwanted tastes. The technology is also being evaluated for orally administered anti-viral drugs, non-steroidal anti-inflammatory drugs (“NSAIDs”), PDE5 inhibitors and more. DehydraTECH has also evidenced an ability to deliver some drugs more effectively across the blood brain barrier. Lexaria operates a licensed in-house research laboratory and holds a robust intellectual property portfolio with 23 patents granted and over 50 patents pending worldwide. 420 with CNW — California Starts Process to Standardize Marijuana Testing

Regulators in the state of California have begun to standardize marijuana testing as mandated by a new law in the state. The objective of this is to eliminate inconsistencies observed in operational cannabis laboratories in the state.

Advocates believe that the law will improve reliability and quality as well as discourage laboratory shopping and other practices that produce inauthentic test results. Officials involved in the industry claim that some cannabis businesses look for labs that will produce the results they’d like to see with regard to contaminants and THC potency.

Critics also assert that the absence of standards is also affecting the marijuana testing industry, as it undermines consumer confidence in cannabis products and makes it harder for some laboratories to operate. Christina Dempsey, spokeswoman for the state’s Department of Cannabis Control, stated that the initiative would bring additional accountability and consistency among licensed marijuana testing labs.

She explained that with standardized tests, labs could more easily identify and rectify issues, noting that standardization would also ensure integrity. The department has designated a pair of laboratories managed by the state to create procedures that will be used as a blueprint for every cannabis testing laboratory in the state.

The law will also ensure that testing labs are more transparent about their operations and provide more accurate results. This initiative makes California the latest state to have standardized cannabis testing methods. Other states in this category include New York and New Jersey.

The new law, dubbed Senate Bill 544, was signed by California Governor Gavin Newsom in October. The law requires that the state’s  Department of Cannabis Control establish criteria and guidelines for the testing of marijuana compounds, residual solvents, microbiological contaminants and pesticides.

The bill states that by January 2023, said department should have established standardized operating procedures and testing methods for cannabinoids that all laboratories will be using. Every testing laboratory in the state will be required to implement the department’s operating procedures, which advocates believe will cut down on laboratory shopping.

Currently, state law mandates that distributors act as liaisons between growers and cannabis dispensaries. Distributors are also required to hold inventory until tests are conducted as well as arrange for testing.

The state legalized the growing, sale and use of recreational marijuana in 2016. Jeffrey Raber, an organic chemist who launched one of the first marijuana testing laboratories in the state more than 10 years ago, believes that developing standardized cross validation and methodologies will eliminate bad actors in the market.

Once the uniform testing standards are implemented, the entire sector, including companies such as American Cannabis Partners, is bound to benefit as the industry will climb a notch higher.

420 with CNW — Hemp or Cannabis: Does the CBD Source Matter?

The past few years have seen cannabidiol (“CBD”) grow from an obscure product that was only known to niche consumers to a worldwide phenomenon worth billions of dollars. This was partly thanks to the 2018 farm bill, which legalized industrial hemp and its derivatives after decades of prohibition, and partly to growing reports of CBD’s medical potential.

Despite cannabidiol’s growing popularity, however, plenty of people don’t actually know what CBD is or where it comes from. CBD is one of more than 100 chemical compounds that are produced by the cannabis plant called cannabinoids.

What we call industrial hemp is simply a variety of cannabis that has minimal levels of a cannabinoid called THC. This is the main psychoactive agent in marijuana and is responsible for intoxicating users. As per the farm bill, legal hemp is defined as cannabis with less than 0.3% THC. Consequently, hemp and CBD products cannot intoxicate users since the products do not have enough THC to elicit such a biochemical reaction. However, lack of proper regulation has made it easy for unscrupulous companies to sell subpar products, meaning users can buy a CBD product that’s contaminated with THC.

Although a significant portion of the CBD products on the market are made using hemp-derived cannabidiol, plenty of states also allow cannabis-derived CBD. This includes full-spectrum products with CBD, terpenes, flavonoids and all other cannabinoids except THC, and isolate products that only contain concentrated CBD. Since the only difference between hemp and cannabis is THC levels, hemp-derived CBD has minimal to no THC levels while cannabis-derived CBD may have some THC. You can also expect the health benefits associated with taking CBD such as pain relief and reduced anxiety with both hemp and CBD-derived CBD.

Generally, hemp contains higher CBD and less THC compared to cannabis, making it perfect for CBD extraction. Companies can maximize CBD extraction and minimize the amount of residual THC that ends up in their products, something that can be difficult with cannabis-derived CBD. With slightly more than 20,000 farmers cultivating hemp across the country, manufacturers can be sure of a rich, lucrative source of CBD. The fact that it is sanctioned by the federal government means companies along the supply chain will deal with significantly fewer legal issues.

On the other hand, full-spectrum CBD extracted from cannabis has a larger entourage effect compared to hemp-derived CBD thanks to the presence of THC, which is also chock-full of potent medicinal properties. The substances is allowed in 47 states under varying conditions while hemp-derived CBD is legal in all 50 states, unlike marijuana-derived CBD. At the end of the day, both hemp and cannabis-sourced CBD can get the job done. Just make sure you talk to your doctor before you start using CBD, especially if you are on other medication or are pregnant.

It is also helpful to find out from your supplier of choice, such as Simply Sonoma Inc., whether they source their CBD from marijuana or industrial hemp. An accompanying third-party lab report would confirm whether the product you wish to buy contains traces of THC or not.

Slated to take place at the Brooklyn Expo Center on Feb. 4-5, 2022, the two-day gathering was created for those looking to add cannabis to their business (such as lawyers, marketers, accountants and HR) or those looking to start a new one (such as farmers and dispensaries). Established cann-business providers or those interested in entering this new and dynamic industry will find critical resources at BizCann Expo, which is designed to connect potential canna-entrepreneurs and innovators and provide necessary tools to help propel ventures into full-blown successful businesses. The BizCann Expo will feature some of the industry’s biggest and best exhibitors and address topics including dealing with federal regulatory agencies, branding and advertising, investing, banking and licensing in New York, payroll and commercial real estate. Expo content and presentations were carefully selected to cover a wide range of subjects and deliver insightful material that will impact everyone who attends.
