This has forced these companies to require cash-only payments, meaning they usually have large amounts of money on hand. Additionally, cannabis itself is a valuable commodity with near-constant demand, and offloading it in the black market is fairly easy for those who know their way around. As such, cannabis retailers and dispensaries have become prime targets for burglars and robbers.

Armed guards are quickly becoming a necessity for any cannabis business with reasonable turnover, and veterans with firearms training are taking up the mantle. Paul Ballenger, a Marine veteran and an Army reservist, is the chief executive officer of Invicta Solutions, which has approximately 400 armed guards stationed in five states. His company provides guards for shopping malls, religious institutions and cannabis companies, among others. With the wave of cannabis reform steadily sweeping across the country, Ballenger’s goal is to have guards stationed in New York, New Jersey and Florida by the end of the year as these key states launch their markets.

In Fresno, California, Operational Security Solutions (“OSS”) hires about 100 armed guards, a lot of them veterans, for cannabis-related businesses. Ryan Hale, the company’s chief sales officer, says OSS has a strict no-drugs policy, stating that marijuana and guns should not mix. Veterans often have a hard time finding work after coming back home, with more than half of them finding it difficult to utilize their military skills in a civilian setting. With the cannabis industry poised to see major growth, especially after weathering the coronavirus pandemic like a champ, plenty of vets may finally be able to land employment. Even if lawmakers finally pass cannabis banking legislation allowing financial institutions to work with cannabis businesses, the precious product they sell will need protection.

420 with CNW — Congress Gears Up to Consider Spending Bills Touching on Marijuana, CBD and Hemp

Just a day after the House Appropriations Committee released a report urging federal agencies to reconsider firing employees for past cannabis use, several cannabis and hemp-related spending bills have advanced in Congress. As the 2022 midterms approach, Democrats have limited time to advance cannabis legislation before the Republican Party challenges their tenuous hold on Congress. If these bills are successful, they could have far-reaching effects on the cannabis and hemp industries.

For starters, the House Appropriations Committee approved a bill with an attached report acknowledging clarification from the U.S. Department of Veterans Affairs (“VA”) that veterans who work in the state-legal cannabis industry are eligible for home loan benefits. The report notes that despite its acknowledgment, VA still hasn’t communicated this policy to borrowers and lenders. As such, the VA is to facilitate that communication and report back to Congress within 180 days of the legislation’s enactment.

Also, a spending bill that will provide the Department of Homeland Security’s funding for fiscal year 2022 includes a provision that prevents component agencies from using past cannabis use of low-level offenses as a pretext for denying immigration benefits or protections. The bill also protects them from being penalized in an application.

A standalone bill has been introduced this session to prevent U.S. Citizenship and Immigration Services. The bill, which considers anyone who has consumed even state-legal cannabis as “morally unfit” for citizenship and denies qualifying individuals citizenship based on past cannabis use, has not been acted on yet.

Another spending bill for the U.S. Department of Agriculture (“USDA”) the Food and Drug Administration (“FDA”) cover hemps and its derivatives such as CBD. Lawmakers argue that the 0.3% THC cap for legal hemp products, which was introduced by the 2018 Farm Bill, is arbitrary and may not be supported by science. The report directs the USDA to work with the Drug Enforcement Administration (“DEA”) and the U.S. Department of Health and Human Services (“HHS”) to study whether there is any credible scientific basis to the THC cap.

Additionally, lawmakers pointed out that language that forbids individuals with felony drug convictions from taking part in the hemp industry for 10 years after being released may act as a barrier to entry for communities that were disproportionately affected by the war on drugs. Consequently, the USDA is to analyze these and other barriers that keep impacted communities from joining the industry and report recommendations on how to make sure the sector is equitable.

If this growing awareness by Congress of the need to make cannabis reforms galvanizes into the enactment of enabling federal laws, it has potential to greatly reduce the contradictions that companies such as Sonoma Biologics Corp. have to navigate as they try to adhere to both federal and state marijuana laws.

It is known that a driver who has been awake for more than 20 hours drives with the same impairment level as an individual with the aforementioned blood-alcohol content. However, the stance on marijuana impairment keeps shifting because while it is known that the plant does cause impairment, establishing an acceptable limit seems to be a challenge.

The fact that marijuana metabolites also remain in the human saliva or blood long after the plant’s effects have worn off is also a challenge as it makes it harder for cannabis breathalyzer tests to conclusively measure the impairment level of a driver who’s been using cannabis.

Despite this, some states, including Colorado, have still imposed limits on the level of THC metabolites that can be found in a driver’s blood.

The study, which was conducted by University of Iowa researchers, found that marijuana compounds that give rise to other effects, apart from being high, could probably help individuals drive a bit better. The study, which was reported in the “Traffic Injury Prevention” journal, involved 10 drivers who were each evaluated on their road abilities two hours after they had  consumed marijuana.

Each driver was asked to rate their perceived level of impairment before they performed some simulated tasks. Prior research had discovered that drivers who were stoned took fewer risks and were more aware of their impairment when compared to drivers who were inebriated and took more risks.

The authors of the study explained that with regard to longitudinal and lateral control, a growing perception of stimulation gave rise to a positive effect on the drivers’ performance. They added that the study results offered a better understanding of how various strains of marijuana, which gave rise to different experiences for users, could affect driving safety.

The researchers also noted that drug effects that produced more high or stoned feelings resulted in a greater negative impact on driving while those that caused more stimulation had a lesser effect on driving. This isn’t to mean that driving after consuming marijuana is safe, it just means that the level of impairment may not be as pronounced, depending on the marijuana strain consumed.
