Teens in Europe are drinking less alcohol, smoking less tobacco and increasingly turning to cannabis, a new continent-wide study has found. Teens aged 15 and 16 year olds are drinking and smoking less than they were in the nineties and early 2000s, but the increasing rates of cannabis consumption have raised fears that youth may be engaging in different but equally damaging addictive behaviors. The study was carried out by the European School Survey Project on Alcohol and Other Drugs (“ESPAD”).

In what was its seventh such study since 1995, ESPAD interviewed 99,647 15- and 16-year-olds from 35 countries on their attitudes towards drug use; the interviews were conducted via questionnaires. Comprised of a network of autonomous research teams across 40 European countries, EPSAD is the largest international research project on substance abuse among adolescents in the world. The study was coordinated by the EPSAD Italian team at the National Research Council of Italy (“CNR-IFC”), with the results published in collaboration with the European Monitoring Center for Drugs and Drug Addiction (“EMCDDA”).

After collecting data on teen drug use over the course of 2019, the researchers found that more than three-quarters (75%) of the respondents had consumed alcohol in the past, with 47% doing so within the past month. This is down from 90% and 68% in 2003, and it can be partly attributed to recent legislation banning the sale of alcohol to minors. Only 10% of the respondents said that they smoked tobacco on a daily basis, down from the 20% who smoked daily 25 years ago.

The researchers also found that only one in five teens smoke every so often compared with the one in three who did so in 1995. Additionally, 40% of the respondents admitted to having tried e-cigarettes while only 14% smoked e-cigarettes daily. Of those who had never smoked before, 14% stated that they had tried e-cigarettes within the past month. However, while alcohol and tobacco use has been on a steady decline, the researchers found that cannabis use among European teens has been on the rise.

Approximately 16% of the respondents admitted to having tried cannabis in the past compared with 11% in 1995. Another 15% of Italian teens admitted to monthly use, with 24% of French teens saying they had used illicit drugs in general on at least one occasion. The study found that 2.8% of French teens were most likely to have tried cocaine. It also noted that 6.6% of the respondents had used sedatives and tranquilizers, stating that the “non-medical use of prescription drugs among adolescents remains a concern.”

420 with CNW — GrowDiaries Mishap Leaves Millions of Cannabis Grower Passwords Exposed

GrowDiaries is an online community of cannabis growers that allows its members to ask questions, interact with other members and blog about their crops. In September, the company suffered a major security breach that left millions of users’ posts, passwords and other data exposed. The unprotected database was discovered by researcher Volodymyr “Bob” Diachenko on Oct. 10, 2020. Diachenko, who is known for pointing out unsecured databases, said the company was responsible for the vulnerability.

He reports on LinkedIn that two Kibana apps, which are usually used by IT and development staff to manage Elasticsearch databases, were left unsecured without a password since September 22. Through these two unsecured apps, attackers could access two sets of Elasticsearch databases. According to Diachenko, the databases consisted of around 1.4 million records containing IP addresses and email addresses and another 2 million records containing hashed account passwords and user posts.

The MD5 hashed format that the passwords were stored in is notoriously vulnerable, says Diachenko, and attackers could easily crack it and access the plain-text passwords, allowing them access to the users’ data. The exposed IP addresses spanned a wide range of provinces and countries, including a couple that still outlaw cannabis. After Diachenko reported the unsecured Kibana apps to GrowDiaries, the company secured its database but did not offer any further communication.

He states that since he probably wasn’t the only one looking for databases vulnerable to attackers, it is very likely that someone else was able to access and download user data from GrowDiaries’ Elasticssearch databases. Although the company has not replied to any inquiries on the matter, the website’s FAQ portion assures customers that their data is safe. “GrowDiaries is entirely safe and sound to use and retail outlet information on. We do not shop or share any particular information and facts. All meta-knowledge is erased.”

Diachenko advises GrowDiaries users to change their passwords across all platforms, not just on GrowDiaries, to avoid “stuffing” attacks. These kinds of attacks employ an automated bug that plugs in different combinations of stolen passwords and usernames in an attempt to break into other websites and apps.

Community members should also keep an eye out for phishing attacks where an individual is sent an email, text or instant message with a malicious link. Clicking on these links allows attackers to install malware onto your system, freeze it as part of a ransomware attack orsteal funds and sensitive information.

420 with CNW — Marijuana Extracts Could Alleviate Burning Mouth Symptoms, New Research Finds

A group of Italian researchers has discovered that the use of a marijuana extract daily decreased pain and other symptoms brought about by burning mouth syndrome. The study’s results were published in the journal October issue of “Pain Medicine” journal.

Burning mouth syndrome is defined by the International Headache Society as an abnormal or burning sensation, which recurs daily for more than two hours every day for more than a three-month period. While its origin remains unknown, the condition can affect the sides of cheeks, lips, and tongue as well as the roof of the mouth.

To carry out the study, scientists in Turin enlisted 17 patients who had been diagnosed with burning mouth syndrome and treated them using a full-plant marijuana extract every day over a four-week period. Every dose that was administered was made up of 1 gram of the pharmaceutical cannabis extract that had been diluted with 10 g of olive oil.

The authors reported that until now, no studies had given evidence of a safe and reliable treatment for the management of burning mouth syndrome for the long term, both in terms of quality of life and symptom relief. Their study was the first that examined the role of cannabinoids in managing unresponsive burning mouth syndrome. The background and rationale of the study on the medicinal attributes of marijuana were reported in an international directory of research studies. The listing of the study states that hemp or cannabis sativa and its components, particularly cannabinoids, have been the center of a considerable amount of research.

The researchers observed the intensity of pain in their study participants to measure the effectiveness of the marijuana extract. They evaluated this using four different clinical measurements. Levels of depression and anxiety were also considered, in addition to any unexpected or adverse effects reported by the participants of the study. Additionally, pain intensity was evaluated both before the study, after the marijuana extract had been given to the patients and during the six-month period after the protocol was administered.

The study’s findings state that the participants exhibited steady significant improvement with regard to the remission of the condition’s symptoms. A favorable improvement in the levels of depression and anxiety was also recorded. Furthermore, no patient had to stop the treatment because of adverse events.

The authors of the study therefore concluded that the treatment was not only safe but also effective and called for bigger and controlled trials with placebo control or different therapeutic approaches to be done.

Despite the controversy surrounding its use, cannabis has proven itself to be an effective alternative to some pharmaceuticals. Chockfull of potent medicinal properties, cannabis is believed to treat numerous conditions such as chronic pain, anxiety, stress and insomnia. One group of individuals that could greatly benefit from medical marijuana but hasn’t always been given access would be veterans, as they are more likely to suffer from conditions such as anxiety, chronic pain and PTSD.

Despite its history, cannabis saw a couple of wins during the November 2020 elections. Fifteen states had already legalized adult cannabis use as of election night, and voters in Arizona, New Jersey and Montana approved measures to legalize adult use. Voters in South Dakota voted to legalize both recreational and medical marijuana while Mississippians approved medical marijuana.

According to Eric Goepel, founder and CEO of Veterans Cannabis Coalition, and Justin Strekal, political director of the National Organization for the Reform of Marijuana Laws (“NORML”), these wins will aid veterans in four ways.

Increased access to marijuana. Since the drug is illegal at the federal level, states had to opt into medical marijuana programs for their citizens, including veterans, to gain access to the drug. Veterans living in states that didn’t allow cannabis would either have to use pharmaceutical alternatives, putting them at risk of side effects and addiction, or practice cannabis tourism. But with voters in more states legalizing cannabis, veterans will have more access and, according to Goepel, they won’t have to deal with potential “gatekeeping” by local public health officials or doctors.

Reduced prices. As cannabis’ medicinal properties came to light, its demand skyrocketed. However, plenty of states classified it as a controlled substance, and the ones that had a legal cannabis market tended to have high barriers to entry, leading to a bottleneck in supply. As we know, high demand coupled with low supply usually leads to higher prices, and veterans sometimes had to pay hundreds of dollars a year in fees. With more cannabis cultivators, manufacturers and retailers in the market, Goepel says, veterans may be able to purchase cannabis at much cheaper prices.

Change in federal law. At the moment only 15 states in the entire United States have not legalized cannabis, and as more states jump on the bandwagon, there is less incentive for the federal government to continue classifying cannabis as a controlled drug. Leaders in the Department of Veteran Affairs have used this classification as reason against prescribing cannabis to veterans, and this will likely change in the face of federal legalization.

Reduced stigma. After decades of prohibition, marijuana has garnered a tainted reputation. But as more states legalize it and create programs to allow recreational and medical use, veterans will be able to access cannabis without any fear of social stigma.

420 with CNW — Senate Committees in Mexico Pass Marijuana Legalization Bills

During a joint hearing last week, several committees of the Mexican Senate provisionally approved a modified bill to legalize cannabis; a formal vote is scheduled for the coming week. The bill, which had been circulated in provisional form and was revised before the meetings, aims at establishing a controlled marijuana sector in Mexico.

Additionally, adults aged 18 years and above would be allowed to grow up to four plants of cannabis for personal consumption as well as buy and possess a maximum of 28 grams of cannabis. The panels voted to waive an earlier version of the bill, which had been advanced by lawmakers on the Senate’s United Commissions of Justice, Health and Legislative Studies, during the last week’s session.

Eduardo Ramirez, Senate president, stated that there’s general agreement to actualize the reform before the date mandated by the court. Therefore, a Senate vote should be expected soon. This is despite advocates hoping for more revisions to be made that ensure social equity and consumers’ rights in the newly created marijuana market. The existing deadline to pass this law remains Dec. 15, 2020.

On a separate note, a marijuana advocacy group voiced concerns about some provisions it  considers to be extremely restrictive. An example is the limitations on the cultivation of marijuana outdoors. The legislation, however, attempts to reduce how much influence huge cannabis corporations wield. For instance, the legislation stipulates that within the initial five years after the legal market is launched, a minimum of 40% of marijuana licenses have to be awarded to applicants from historically marginalized, low-income and/or indigenous communities. The issuance of licenses as well as the regulation of the cannabis market would be performed by the Mexican Institute of Cannabis.

In addition to this, consuming cannabis publically will be permitted, with the exception of large gatherings at which individuals under the age of 18 years can be exposed and places where the use of tobacco is prohibited.

Furthermore, the proposed legislation states that people shouldn’t consume marijuana in homes in which underage individuals reside or are present. The possession of marijuana exceeding 28 grams yet less than 200g would not be punishable by jail time and would instead be considered a violation punishable by a fine.

If the Senate signs off on the cannabis legalization bill, the legislation would then be advanced to the Chamber of Deputies.

While legislators work to complete the marijuana reform legislation, there’s been a wave of lighthearted pushes to center attention on this matter by activists and members. This has mostly taken the form of gifting and planting marijuana.

For example, earlier in September, Interior Ministry Secretary Olga Sánchez Cordero, was offered a marijuana plant as a gift by Emilio Álvarez Icaza, a Senator, during a Senate floor discussion. She said she’d make it one of the plants in her own personal garden.

420 with CNW — Recreational Marijuana Could Be Legally Available in Israel Within Nine Months

An inter-ministerial committee charged with studying how a recreational marijuana market can be established and regulated in Israel has concluded its four-month long process of weekly meetings. The committee has agreed that marijuana should be legalized for adult use in the country. If all goes as expected, recreational marijuana could be available to residents and tourists in by late next year.

On Thursday, the committee handed its report to the country’s justice minister, after which he pledged that a draft legal memo was going to be written in the coming days for presentation to cabinet. Once the Cabinet approves that memo, a legalization bill will be presented to the Knesset (Israeli parliament) before the end of this year.

Amit Merari, the deputy attorney general, said during a special discussion of the report that there were a number of grey areas on matters of legislation and research on marijuana. Therefore, different government departments would need some time to fill those gaps before a regulated cannabis market can be established. The nine-month interval would be sufficient to address those gaps.

The committee cited the example of Colorado, which established its recreational marijuana market in 2012 before finding solutions to many of the potential problems that could arise, such as challenges in tracking marijuana from seed to sale.

Israel plans to avoid such pitfalls by investing in tracking systems, public education (on issues of impaired driving, for example) and addiction rehabilitation. Canada was credited for having a good model for preventing teen access to recreational marijuana, and the committee recommended that Israel follow best practices from that North American country.

Another issue that will be carefully considered before a regulation is adopted is how much marijuana people should be allowed to possess legally. It is noteworthy to observe that while the committee recommended that the home cultivation of marijuana should remain illegal, this issue too will be revisited after the regulated market is in place.

The committee report seems to be agreeable to marijuana policy reform advocates for three key reasons.

First, the plan is built around the harm-reduction principle, with provisions addressing the problems created by marijuana criminalization while also anticipating those problems that could come as a result of legalization.

Secondly, the plan would make it possible for the scientific community to study the health and societal effects of marijuana, thereby availing data upon which policy decisions can be made.

The third reason given to support the legalization report is that marijuana has been illegal since Israel came into being, and such criminalization hasn’t reduced the number of people who access and use marijuana. Legalization would open the door to better prevention and treatment programs.

What is now left is to see how the legislative process will go so that people can finally be able to access marijuana legally.

The company believes this trial may be the first to analyze the efficacy of a combination CBD-aspartame product in the treatment of herpes labialis. JUPW’s topical cream, JW-100, features a dual mechanism of action and relief combined with CBD’s potential ability to induce apoptosis in epithelial cells infected with Kaposi sarcoma-associated herpes virus, with aspartame’s analgesic and anti-inflammatory properties. The study will include 40 patients enrolled through clinical sites in both Europe and Asia. Patients will have been diagnosed with recurrent herpes labialis infection (“HSV”) with initial infection at least a year previously. “We are rapidly advancing our clinical pipeline with our third indication,” said Jupiter CEO Brian John. “Herpes cold sores are common, with an estimated 48% of Americans aged 14-49 having had the HSV-1 virus. This exploratory clinical trial is in line with a Phase I FDA study, and therefore we believe the resulting data will be a valuable addition to the Investigational New Drug (‘IND’) application we plan to file with the FDA for advanced stage trials in the U.S.”
