Last Saturday, medical cannabis dispensaries in Missouri made their first legal sales to qualified patients and caregivers. This comes less than two years after voters from Missouri approved a ballot measure to legalize medical cannabis.

N’Bliss Cannabis put up shop and opened doors in Manchester and Ellisville, two different St. Louis County locations. The director of the Missouri Department of Health and Senior Services, Dr. Randall Williams, stated in a press release that Missouri patients had always been the state’s north star as they worked towards implementing the state’s medical cannabis program. He added that they greatly appreciated how hard everyone had exerted themselves into ensuring that patients would be able to access a well-regulated and safe program.

Various officials have highlighted the speed at which they got the voter-approved marijuana program off the ground, stating that it was one of the fastest implementations of a medical cannabis program in the United States.

The director of the Section for Medical Marijuana Regulation, Lyndall Fraker, stated in a press release that a huge amount of work had been put in by the team and licensed facilities to get to the point they were at and that they heard from more facilities which were almost ready or ready for their commencement inspections. He added that they looked forward to seeing these facilities open their doors to serve both caregivers and patients.

The Missouri Medical Cannabis Trade Association was the first to announce on Friday that the launch of sales will happen the next day while the Springfield News-Leader was the first to report the good news of this announcement.

The state of Missouri has until now granted licenses to 192 dispensaries and expects that most if not all will have opened by the end of the year. The state also posted an interactive map that can be used to track the status of approved cannabis businesses.

For many months now, regulators have been immersed in appeals and lawsuits challenging the state’s licensing decisions, with revenues that should have been directed into veteran services being diverted and used to cover legal costs.

Furthermore, Missouri is not the only state that launched medical marijuana sales this past weekend. The state of Virginia also had its first medical cannabis dispensary grand opening on Saturday as well. Over in Maine, recreational sales of cannabis were introduced last week, roughly four years after voters had approved a legalization ballot measure.

Two years after recreational cannabis sales became legal in Canada, the industry is flourishing. Amidst the coronavirus pandemic, the Great White North’s legal marijuana industry is celebrating increased sales, more brick and mortar stores, and competitive pricing. Although the industry has struggled to compete with the black market ever since Canada legalized recreational cannabis in October 2018, it has recently been gaining ground.

According to David Soberman, a professor of marketing at the University of Toronto, this can be attributed to the coronavirus pandemic. “It’s been a boon for the legal industry,” he says. July, for instance, saw a 15% increase in sales from June, the biggest monthly jump in sales since Canada legalized cannabis. Terry Kulaga, the founder of Weed Me, a legal cannabis production company based in Pickering, Ontario says self-isolation and working from home policies have greatly benefited the industry.

“Because people are spending more time at home, they’re perhaps more comfortable with consuming cannabis. As people work from home, they probably have more time to actually consume cannabis,” he says. Statistics Canada reports that Canadians have been buying more marijuana, it’s just that they are now sourcing it legally. Compared to April-June 2019, people spent 74% more money on licensed cannabis during the same period in 2020.

“There’s been a downturn in the black market because people are more reluctant to go out and meet their regular cannabis dealer in the way that they were prior to the pandemic,” Doberman explains. Additionally, the country has also seen an increase in the number of brick-and-mortar retail shops. According to the Alcohol and Gaming Commission of Ontario, there are more than 180 licensed cannabis stores in the province of Ontario.

“More and more people are having a shop open up locally where they can access a safe and reliable product,” says Weed Me founder Terry Kulaga. “Moreover, I’ll mention that inside the stores themselves, the people selling the products are becoming more knowledgeable about the product and the suppliers,” he surmises.

With the legal cannabis market offering cheaper prices, consumers have even more incentive to ditch the black market and start buying legal marijuana. Back in the industry’s inception, the average price per gram for legal cannabis was $10.25 while on the black market it was around 4 dollars less. Now the average price per gram for legal dried flower is around $7.05.

“Legal cannabis is infinitely better than illegal cannabis,” says Steven Frys, president and co-founder of Sessions Cannabis, a chain of five stores across Ontario. “It’s a healthy and safe product that’s approved by Health Canada and it’s highly regulated. In the past, cannabis has gotten more than its fair share of bad press. However, research done has made us aware of the fact that cannabis compounds, like THC and CBD can be used to help manage addictive behaviors. So, can we use CBD to help treat nicotine addiction?

While the exact effect of CBD on nicotine addiction is yet to be fully understood, one pilot study noted a decrease in cigarette consumption with the administration of CBD.

The clinical study studied the efficacy of CBD to help treat tobacco addiction. The study involved 24 individuals who consumed more than 10 cigarettes in a day. Half of the group got an inhaler containing a placebo and the remaining 12 got an inhaler with CBD. The study lasted a week with researchers recording the individual’s anxiety levels and nicotine cravings daily.

Three weeks after the treatment, an interview was conducted that discovered that the consumption of tobacco in the group that received CBD inhalers had reduced by 40%. While the subjects had reverted back to their initial conditions by the 21st day, the study shows promise and indicates the need for more studies to be done on this, on a much larger scale.

When it comes to CBD and other stimulants, we recommend not mixing CBD with any stimulants. This is because interactions between the drugs may lead to weight loss, reduced appetite or insomnia. Sleeping disturbances may in turn lead to increased anxiety and mood swings. Therefore, we suggest either using CBD oil alone but not with other stimulants unless studies have shown otherwise.

These days, cannabis is used to alleviate everything from insomnia and chronic pain to stress and anxiety. Although experts concede that the hype around the controversial plant has far surpassed the science, preliminary results and anecdotal accounts have found cannabis to be an effective natural medicine. Over the years, an increasing number of older women have begun using cannabis to treat menopause symptoms.

One in four women are turning to cannabis to relieve the symptoms of menopause, a new study has found. This is more than the number of women who use traditional types of menopause symptom management such as hormone therapy, according to the study which was presented during the 2020 Virtual Annual Meeting of the North American Menopause Society (“NAMS”).

“This study highlights a somewhat alarming trend and the need for more research relative to the potential risks and benefits of cannabis use for the management of bothersome menopause symptoms,” cautions Dr. Stephanie S. Faubion, NAMS’s medical director and a clinician who specializes in women’s health. Other experts are more optimistic, however, stating that there’s good science behind the connection between menopause symptoms and the body’s natural endocannabinoid system.

Researchers examined data sampled from 232 women in Northern California with a mean age of 56 years. About 54% of the participants reported hot flashes and night sweats, 27% reported insomnia and 69% reported genitourinary symptoms. 27% of the women who reported symptoms of menopause said they currently use cannabis (in any form) to manage their menopause symptoms or have used cannabis in the past. Researchers found that the participants were more likely to use cannabis to address hot flashes and night sweats.

“These findings suggest that cannabis use to manage menopause symptoms may be relatively common,” says Carolyn Gibson, Ph.D., a psychologist and health services researcher at the San Francisco Veterans Administration (“VA”) and Health Care System and lead author of the study. “However, we do not know whether cannabis use is safe or effective for menopause symptom management or whether women are discussing these decisions with their healthcare providers, particularly in VA, where cannabis is considered an illegal substance under federal guidelines.”

However, experts advise women to tread carefully as cannabis hasn’t yet been proven to be effective at managing menopause symptoms. “Cannabis is known to have a sedating effect, so it may have a positive effect on sleep, disturbance, and reduce symptoms of anxiety, but there is also evidence that cannabis use can result in lethargy, increased anxiety, and can provoke serious psychiatric illness,” says Samantha Miller, spokesperson for Drug Helpline.

“Menopause is associated with cognitive changes, feelings of ‘brain fog’ and difficulty concentrating. These are also side effects of cannabis use, so using cannabis may actually make these symptoms worse.”

The program seems to be addressing some of the issues caused by Edelstein’s predecessor, Ya’acov Litzman’s 2018 reforms. Since they were enacted, they have been widely criticized for causing long lines, reduced product quality, and major product shortages. These reforms ended up turning Israel, once a major medical cannabis exporter, into one of the world’s largest cannabis importers.

Under the pilot program, companies in the Israeli medical cannabis space will have to offer their products at a discounted rate of NIS 140 ($41.45) per ten grams for adults and NIS 100 ($29.61) per ten grams for children. Additionally, cannabis companies will only be allowed by the ministry to export after they have reduced domestic prices and demonstrated they have enough inventory to supply local markets.

Health Minister Yuli Edelstein said in a statement that after medical cannabis consumers had to pay huge sums for the drug, he was glad they’ve started the product discounting process. “Much more work is needed to make the price accessible and reduce it further even after the pilot period and we will do so.” Deputy Health Minister Yoav Kisch stated after the announcement that he was “pleased” that they could address what he describes as the most urgent problem in need of fixing within the industry, price.

“This is an experimental pilot of three months that will provide an immediate price reduction with a continuous supply of inventory while opening up the export market to cannabis companies in the State of Israel. The success of the move and the burden of proof depend on the manufacturers. If the inventories and low prices are maintained, so will the ability to export after the pilot,” he says.

The move to reduce prices and increase local production and supply has been met with approval from Dr. Dadi Segal, CEO of Panaxia, Israel’s largest medical cannabis company, who announced that Panaxia’s price changes will start on Monday. “This is good news for the entire Israeli economy, for the companies that operate in it and for medical cannabis patients in Israel, which will subsequently have greater access to quality products at subsidized prices.”

420 with CNW – USDA Plans to Survey Nearly 20,000 Hemp Businesses About Their Experiences So Far

The U.S. Department of Agriculture plans to distribute a survey across the country in a bid to understand how thousands of hemp businesses are finding the production, marketing and sale of hemp. The insights gained will help the USDA to regulate the sector more meaningfully.

Together with the University of Kentucky and state agriculture departments, the USDA wants to learn about hemp production costs, production practices, as well as marketing practices.

However, the federal agency needs to seek permission from the White House Office of Budget and Management before sending out the survey. For this reason, the agency will open a 60-day window within which stakeholders can give feedback about the specific aspects that the USDA wants to include in its survey.

If the agency gets the authorization that it is seeking, it will encourage about 18,000 hemp farmers to take the survey and provide responses. The survey itself will be divided into four main parts, and it will take approximately half an hour to complete.

The first section focuses on gathering information about the location in which hemp production was done, the acreage for which a farmer obtained a license, the acreage they actually planted, and the acreage they harvested. This information will be categorized according to the end-purpose for which the hemp was grown, such as for fiber and CBD extraction.

The second section pays attention to the production practices and costs. Here, questions around fertilizers, seeds, labor, testing and licensing fees will be provided. Detailed questions about the various types of hemp will be presented in order to get insights about the different cost implications.

Marketing and contracting practices will be another section of the survey. Insights sought here include those about the farmgate prices of different end-use hemp crops, storage, contract structures and farmers’ impressions about contract farming of hemp.

The final section is intended to collect demographic information on issues like race, gender, age, education level household sizes and how much experience the farmer has in agriculture.

The USDA says that the data it collects from this survey will be useful in forecasting agricultural activity in the hemp sector and the attendant costs from a state level to the regional and national level. The University of Kentucky is expected to analyze the survey results and then compile a report which will be submitted to the USDA for further analysis and implementation.

The federal agency had recently closed an extension to the window within which hemp industry stakeholders could submit their comments about the interim final rules for hemp production. All indications show that the USDA is taking the pushback from the industry seriously, and the additional information it seeks could be instrumental in shaping how the agency responds to the concerns raised.
