420 with CNW – DEA Announces Plan to License More Marijuana Producers for Research

In a move that’s sure to lift some moods in these trying times, the Drug Enforcement Administration (DEA) recently announced that it will be taking steps to expand the scope of marijuana research. The rule changes proposed by the agency will allow it to approve additional cannabis growers and diversify the types of marijuana available for use in studies.

“The Drug Enforcement Administration continues to support additional research into marijuana and its components, and we believe registering more growers will advance the scientific and medical research already being conducted,” said the Acting Administrator Uttam Dhillon in a press release.

“DEA is making progress to register additional marijuana growers for federally authorized research, and will continue to work with other relevant federal agencies to expedite the necessary next steps.”

Back in 2016, the DEA announced that it was accepting applications for additional marijuana manufacturers, and 37 institutions submitted their applications. However, the agency was slow to review the applications, and one of the applicants filed and won a lawsuit that mandated the DEA to take action.

The DEA argued that the high volume of applications, coupled with the complications arising from international drug treaties which the U.S. is a party to, meant they would have to develop new regulations before approving the applications.

“This is an important step and a byproduct of the legal action we filed last summer. The agency indicated it would propose new rules to govern approving new applicants to manufacture marijuana for research, and these appear to be those rules,” says Sue Sisley, a researcher with the institution that filed the lawsuit.

For countries growing cannabis for research to comply with United Nations rules, they have to meet five requirements. Currently, the DEA follows three of the requirements, but the proposed rule would amend the agency’s regulations so that the DEA directly carries out the two remaining requirements.

They are; requiring cultivators to deliver their cannabis directly to a government agency in a timely manner, but no longer than four months after harvest, and; ensuring that the agency holds the “exclusive rights of importing, exporting, wholesale trading, and maintaining stocks of cannabis and cannabis resin,” except as it concerns medical marijuana preparations.

As per the DEA’s notice, the agency “may accept delivery and maintain possession of such crops at the registered location of the registered manufacturer authorized to cultivate cannabis consistent with the maintenance of effective controls against diversion.”

The notice states that in such cases, the DEA shall designate a secure storage mechanism at the registered location in which the DEA may maintain possession of the cannabis, and the DEA will control access to the stored cannabis.” It will also control importing, exporting, wholesale trading, and maintaining stocks, and it may “exercise its exclusive rights by authorizing the performance of such activities by appropriately registered persons.”

This news that more growers are about to be federally licensed is likely to be welcomed by sector players like Lexaria Bioscience Corp. (CSE: LXX) (OTCQX: LXRP) who would like to see more research being done by the academia and other entities whose findings will not be doubted by the public.

420 with CNW – Marijuana Businesses Plead to Access Federal Coronavirus Business Relief

A little over two months after the novel Coronavirus first appeared in Wuhan, China, it has spread to every continent except Antarctica and left over 10,000 people dead in its wake. The World Health Organization has declared the virus a pandemic, and it’s safe to say most of us haven’t experienced anything of this magnitude in our lifetimes. Fearing an outbreak of black plague proportions, most countries have been going into lockdowns to prevent the spread of the virus.

However, while social distancing and self-isolation have been found to be the best preventive measures, the long term effect it could have on the economy is catastrophic, especially if the lockdowns last a while. Businesses all over the country are already feeling the pinch, and to help alleviate this, the U.S. federal government has pledged to provide financial assistance to keep the economy going in these trying times.

This has left the cannabis industry between a rock and a hard place. Cannabis businesses are required to comply with Coronavirus related measures that will without a doubt affect their cash flows, but since cannabis is still illegal at the federal level, they will not have access to federal business relief. On Friday, a coalition of major cannabis industry associations sent a letter to the leaders of the House and Senate asking them to ensure cannabis businesses qualify for assistance.

“Our members follow strict regulations, create jobs, generate millions of dollars in tax revenue, including federal corporate tax revenue, and act as good corporate citizens, yet it appears as if these businesses will not be eligible for the same loans available to other businesses in this country at rush due to the global pandemic,” states the letter.

It was jointly sent by the National Cannabis Industry Association, National Cannabis Roundtable, Minority Cannabis Business Association, Global Alliance for Cannabis Commerce and Cannabis Trade Federation.

“The ineligibility of cannabis businesses for disaster assistance loans is especially inequitable given that these same cannabis businesses are required to comply with other Coronavirus related measures. We are not seeking special treatment for state-legal cannabis businesses. We only seek to have them treated on an equal level as all other job-generating, tax-paying companies in this country.”

Non-profit group NORML has suggested that the Families First Coronavirus Response Act could help extend some benefits to the legal marijuana industry which employs an estimated 240,000 people in the U.S. Signed into law this week, the act directs federal funds to state governments to help them deal with the pandemic.

After conferring with experts, NORML believes the act “provides the individual states with authority to decide for themselves which industries are legally eligible to receive benefits.”

The group has stated that it will “continue to work with our federal allies to call for an end for such discriminatory practices against the cannabis industry and those whose livelihoods depend upon it.”

Analysts agree that cannabis sector players like ChineseInvestors.com Inc. (OTCQB: CIIX) are feeling the full impact of the economic slowdown resulting from the Coronavirus outbreak, so it is only fair that any relief available to other industries should also be accessible by the legal marijuana industry.

420 with CNW – Is Marijuana Use Advisable During Coronavirus Quarantine?

At the moment, millions of people all over Asia, the U.S. and Europe have been forced into self-isolation. In the few months that it has been active, the Coronavirus has wreaked havoc, with more than 300,000 people infected and at least 12,944 dead, according to a tally by Johns Hopkins University. The virus is very communicable, and the best preventive measures are self-isolation and social distancing.

However, that’s easier said than done. And for those who aren’t used to working from home or long periods of isolation, it’s going to be quite tough. As more and more U.S. states go into lockdown to curb the spread of the condition, there has been a spike in demand for marijuana as people stock up. There is plenty of evidence that marijuana can help reduce stress levels and anxiety, and it could be the perfect companion during a long period of isolation.

Researchers have found that high-CBD/high-THC strains reduce stress while high-CBD/low-THC strains help limit depression. If you’re planning on using marijuana to help cope with the anxiety and stress of self-isolation, here are a few things you should keep in mind.

For starters, if you’re smoking with other people, do not share joints, pipes, bongs, vape pens, or anything that will touch your lips. “Community has always been central to cannabis culture, but given the health crisis we find ourselves in, it is best we think of community a little differently,” says Erik Altieri, Executive Director of the National Organization for Reform of Marijuana Laws. He suggests moving any group sessions to FaceTime, Zoom or Skype.

Secondly, make sure you keep your smoking equipment clean. A study conducted by Moose Labs, a Los Angeles-based cannabis accessories company, found that cannabis equipment can collect a staggering amount of germs. According to co-founder Jay Rush, the average gas station toilet has about 900 bacteria per square inch, while the average bong has about 3,000 bacteria per square inch.

Altieri says to regularly clean and disinfect your equipment with high percentage isopropyl alcohol (rubbing alcohol) to ensure they stay sterile.

Lastly, experts advise against smoking as it affects lung health. The Coronavirus attacks respiratory systems, and smoking puts you at greater risk. New York City Mayor, Bill de Blasio, recently stated that smokers and vapers are indeed more vulnerable to the Coronavirus. “If you are a smoker or a vaper, this is a very good time to stop that habit,” he said.

Instead, opt for edibles, oils, and tinctures as they don’t need to be combusted and inhaled. If you’re a little adventurous, there are plenty of marijuana recipes that are sure to keep you busy.

The entire cannabis industry, including companies like HTC Extraction Systems (TSX.V: HTC) (OTCQB: HTPRF), is hoping that people adhere to all the recommendations provided by health experts so that everyone can come out of this crisis stronger.

CBDNewsBreaks – No Borders, Inc.’s (NBDR) MediDent Begins Air Freight Shipments of Medical Supplies into the U.S.

No Borders (OTC: NBDR) on Friday announced that its subsidiary, MediDent Supplies, has begun expedited air freight shipments of medical equipment and supplies into its operations center in Phoenix, Arizona. Due to national demand for medical equipment such as ventilators, respirators, touchless thermometers, and autoclaves as well as municipal and hospital demand for PPE and disposables such as DTC3X-N95 surgical masks, SMS isolation gowns, latex & nitrile gloves, and ammonia disinfectant wipes, in addition to the recent launch of the Company’s “MediDent Supplies Viral Specimen Collection Kit” to support the #StayHomeSaveLives efforts across the country, MediDent executives determined that expediting delivery of these items to its distribution facility to begin filling immediate volume demands would serve the national interest while positively impacting the Company’s revenues. “Even with the investments, our Board approved before COVID-19 took hold in the USA we have simply been overwhelmed with demand for testing, PPE gear and many other items,” MediDent Supplies CEO Joseph Snyder said in the news release. “While we have been able to continue delivering to new and existing customers so far, these efforts to quickly bring large volumes of items to market while expanding our product lines based on the needs of municipal and healthcare groups will increase the impact our company has and the growth of shareholder value. Not even a week ago we talked about managing the spike in demand for medical equipment and today our company has multiple additional products such as surgical masks and isolation gowns being flown in for immediate distribution.”

420 with CNW – New York Legislators File Revised Cannabis Legalization Bill

Compared to other states, cannabis legalization efforts in New York have been slow. Both hemp and marijuana bills have been held up in various stages of the legalization process, and the emergence of the coronavirus has thrown a wrench into the works. For instance, Governor Cuomo had been planning on carrying out benchmarking visits to legal cannabis states, but he has stated that the tour has been delayed as the country deals with the coronavirus pandemic.

However, there is still a glimmer of hope after lawmakers recently rolled out a revised bill to legalize marijuana in the state. Filed last week on Thursday, the bill would allow individuals 21 and over to purchase cannabis from licensed retailers and grow up to six plants for personal use.

Cannabis sales would be subject to an 18% tax which will be used to cover the costs of implementation. The remainder will go towards three areas: 25% will go to a state lottery fund designated for the Department of Education, 25% will be used for a drug treatment and public education fund, and 50% will go to a community grants investment fund.

Governor Cuomo has in the past stated that the budget should be the vehicle to enact reform, and he has included legalization in his budget proposal for the second year in the row. And despite the current state of world affairs, he has insisted that pushing reform through the budget is the best way to move forward.

Melissa Moore, New York deputy state director of the Drug Policy Alliance states that in an ideal world, language from the revised bill would be inserted into the budget before it arrives at Governor Cuomo’s desk. “But that prospect seems dimmed in light of the current crisis, which has shifted legislative priorities,” Moore says.

“We have to make the political decisions. The budget is the time to make the political decisions,” stated Governor Cuomo, adding that “without the budget, the easiest thing for a legislative body to do is to do nothing.”

The measure hasn’t received overwhelming support, with some wondering whether the bill will be passed in its entirety. According to Senate Deputy Leader Mike Gianaris, issues like marijuana reform could be delayed as lawmakers ‘try to be incredibly effective this week, to only come in as necessary.’

“I think at this point it’s pretty unlikely that adult-use moves in the expedited budget the NY legislature is working on. Sounds like they’re focusing on essential items and policy provisions like this are falling out as they try to close the budget by Friday,” says Moore.

The Senate version of the bill is currently sitting at the Finance Committee and the Assembly version is in the Codes Committee.

It would be interesting to hear what sector players like Willow Biosciences Inc. (TSX: WLLW) (OTCQB: CANSF) have to say about this latest move to legalize marijuana legislatively in New York State.
