420 with CNW – Study Shows Smoking is the Most Preferred Marijuana Consumption Method

A new study conducted by the United States Centers for Disease Control and Prevention (CDC) found that smoking weed is the most preferred mode of consumption among those who use cannabis regularly. The National Institutes of Health also published the research findings.

The study researchers used data of more than 6,100 adults from twelve states in the U.S. who consume marijuana. Ninety-one percent of the participants said that they smoke marijuana on a regular basis, while 59% said that smoking was their only mode of consuming cannabis.

The study also found that 25% have used marijuana edibles, while only 20% have used marijuana vaporizers. It is quite shocking to realize that three fourths of marijuana consumers have never had a marijuana edible while four fifths have never used a vaporizer.

Five percent of the respondents said that they use marijuana edibles only, such that they have never smoked or vaped marijuana while 2% use vaporized cannabis exclusively.

The title of the study is “Modes of Marijuana Use: Smoking, Vaping, Eating, and Dabbing- Results from the 2016 BRFSS in 12 states.”

The frequency of different modes of marijuana consumption, such as vaping, smoking, edibles, and dabbing, and of multi-modal use has not been evaluated across multiple states and can be a useful source of information about prevention and education work, provided that certain modes of consumption are associated with specific public health risks.  The study aimed to evaluate the frequency of different modalities reported of marijuana consumption among adults in 12 states.

The data that was evaluated during the study was collected from 12 different states with various marijuana policies. The study comprised of 6174 respondents who were 18 years and above. The respondents answered questions about the past month and their modes of marijuana consumption. The study used weighted frequencies for descriptive analyses, and logistic regression to identify correlates of multi-modal use.

The study found in the past one month, the frequency of consumption among adults in the 12 states was 9.1%, with the males at 12.0% while the females were at 6.3% consumption rates. Thirty-three percent reported having used different modes of marijuana consumption, while 90.1% said they smoked marijuana through either joints, blunts, bongs, and bowls. Those who exclusively smoked marijuana were 58.3%, while 24.5% reported having used a marijuana edible, and 4.5% used marijuana edibles exclusively, 19.4% used only cannabis vaping, while 2.1% vaped marijuana only. Those who use any form of dabbing were 14.5% (flash vaporization or inhalation of highly concentrated marijuana), and 0.4% used dabbing only. They also examined the correlates of multi-modal consumption.

The study concluded that consumption of cannabis through multiple modes is frequent and that the use of other methods of consumption (vaping, edibles, dabbing) other than smoking occurs in conjunction with different ways of consuming weed. There is an ongoing investigation on the methods of marijuana consumption and multi-modal use to educate the public.

In a report, the Drug Enforcement Administration acknowledged that state-level marijuana legalization minimizes illicit interstate trafficking. The DEA was giving an overview of its enforcement efforts in its performance budget submission to Congress for the 2021 fiscal year. The DEA also predicted the upcoming future trends. In the report, the DEA admitted that allowing consumers to access marijuana legally means that the demand for cannabis products sourced from the black market would decrease.

The DEA further said that after the legalization of medical marijuana in Florida in 2017 resulted in retail distribution centers throughout the allowed location, it is expected that the legalization of less than 10% HTC smokable medical marijuana bud in March of 2019 would lead to a growing market for low-THC weed.

The document further states that until Florida legalizes marijuana products with high THC concentration, the residents of Florida will continue buying marijuana products with higher levels of THC from California and other states. And the potential of abusing Florida’s law remains a possibility because of the difficulties facing law enforcement when it comes to detecting THC potency.

The DEA recognizes that people prefer buying marijuana legally, and this disrupts the illicit market, thus the use of the word “until” when discussing the possibility of recreational marijuana legalization within the state.

The political director of NORML, Justin Strekal, said that the DEA conclusion is obvious. He also noted that smuggling of black market marijuana in a legal and regulated market would decline just as the practice of bootlegging moonshine declined after alcohol legalization. He then stated that over the years, they have seen this trend in the country.

The use of the word “if” shows that the Department of Justice is aware of the possibility of marijuana legalization, Striekal observed.

Striekal also noted that the days of marijuana prohibition are nearly over and what we are living through is the death rattles of the ban.

Federal data of the Border Patrol drug confiscation shows that the legalization of marijuana at the state level has reduced the demand from the black market. A report published by the Cato Institute in 2018 revealed that state-level marijuana reforms are associated with the decline in marijuana trafficking.

Besides, state-level legalization of marijuana seems to be helping to minimize the number of federal cannabis trafficking prosecutions.

Last month, the head of the labor union that represents the U.S. Border Patrol agents also acknowledged that cartel activities are being disrupted by states that have legalized marijuana since people can now access weed legally.

420 with CNW – Mexican Senate Committees Sign Off on Marijuana Legalization Bill

On Tuesday, Mexican Senate committees approved legislation seeking to legalize marijuana across the country.

The revised reform legislation that was circulated during the weekend was approved during a joint meeting held on Tuesday by the Justice, Health, Legislative Studies, and Public Safety committees.

The legislation would permit individuals aged 18 and above to possess and grow marijuana for personal use. The people who are of legal age are also allowed to cultivate a maximum of 20 registered plants as long as their overall yield does not exceed 480g per year.

People are also allowed to carry with them a maximum of 28 grams, and the law would also decriminalize possession of up to 200 grams.

The legislation was approved in a majority vote of 26-7.

The next stage for the bill is either for the committees to continue discussing it, and pass the amended version, or proceed to the Senate floor. The legislation will head to the Chamber of Deputies after clearing the Senate.

Under the measure, the Mexican Institute of Regulation and Control of Cannabis would be established to regulate the market and issue marijuana businesses with licenses.

Under the legislation, a tax of 12% would be imposed on all marijuana sales, and the tax proceeds would be used towards a treatment fund for substance abuse.

The measure also allows public consumption of marijuana, but only in consumption lounges. Regulations that apply to products with THC would not be applied to hemp and CBD.

The measure was passed irrespective of the fact that in February, the Mexican President Andres Manuel Lopez Obrador said that his administration is focused more on medical marijuana reform instead of recreational marijuana legalization.

The legislators are dedicated to reforming marijuana laws concerning medical, adult-use, and industrial purposes of cannabis.

Senator Julio Menchaca of the MORENA ruling party said that the vote is a representation of the significant step the country has made in the fight against violence and fair enforcement of human rights.

Although some issues must be first resolved, Senator Migue Mancera said that he voted for the legislation enabling the country to take the essential step in regulating medical, adult-use, and industrial pot in the country.

The PRI party legislators abstained from voting while the members of the PAN party opposed the bill.

The legislators started working on the wide-ranging draft legislation after the Supreme Court ruled that prohibiting marijuana for personal use is unconstitutional in 2018.

Last year, before the court’s deadline, which was in October, the Senate committees approved the bill, but the lawmakers requested a deadline extension before it reached the floor, which was granted by the court. Now they must pass legislation to end the ban before the end of April.

Marijuana advocates are frustrated with the revised version because it does not address their concerns, such as enhanced social equity, protections for marijuana consumers, as well as ensuring that the market empowers local farmers, particularly those affected by prohibition.
