420 with CNW – Recreational Pot Sales Launch in Maine Delayed Till June

Recreational marijuana sales in Maine will be launched in June, which is three months later than what the state regulators expected. Recreational marijuana was legalized in 2016 through the ballot by voters. Adult-use cannabis legalization was done through the approval of the Marijuana Legalization Act and was expected to be effective in 40 days after its passage.

The delay in launching recreational marijuana sales was due to delays in licensing marijuana businesses and testing laboratories. Maine’s associate commissioner of tax policy, Michael Allen, said that after consultations with the Office of Marijuana Policy, the state’s revenue forecasting committee is expecting cannabis sales tax proceeds to start coming in June, which is three months later than it was previously expected.

However, before legal sales can be launched, the state needs to have at least one lab that is fully operational to make sure that the state is complying with Maine laws governing marijuana safety, purity, and potency. Currently, there is only one lab that is almost fully licensed and four more are considering venturing into the marijuana industry.

Adult-use marijuana businesses must possess licenses issued by the state to start operating, and so far, Maine has received 197 applications. And about 80 of the applications are due for regulatory review. The director of the Office of Marijuana Policy, Erik Gunderson, said that the agency is about to issue the first round of conditional permits.

The applicants must obtain the approval of the local government where they are planning their marijuana retail outlet once they have been issued with the conditional license by the state. Depending on the local government, approval can take from two weeks to one year. The applicants then have to go back to the state regulators to receive an active license once the local jurisdiction has granted permission.

Gunderson further said that after a testing lab has been issued with the permit, permission to operate would be granted once the state regulators have licensed more than one retail shop to be ready to run during the launch.

Gunderson further said that this would allow the products to go through the stipulated testing schedule, manufacturing process, and finally allow retail stores to fully stock their shelves with a wide array of marijuana products. He then noted that he hopes that there would be enough products to cater for the first day, first weekend, and first-week demand. He hopes that they won’t encounter marijuana product shortages like other states, such as Illinois.

Gunderson did not issue a clarification on the number of retail outlets that would be open for business before the permits are issued. Belinda Ray, a Portland City councilor, said that the licensing process is time-consuming.

State officials are expecting to collect a total of $500,000 in cannabis taxes this financial year which ends on June 30, irrespective of the delay in launching adult-use marijuana sales.

It is believed that sector players like Willow Biosciences Inc. (TSX: WLLW) (OTCQB: CANSF) may be unhappy that the people of Maine are being to wait a lot longer than is necessary to access the opportunities that come with cannabis legalization, such as employment opportunities.

420 with CNW – Canadian Survey Shows Teen Marijuana Use Has Dropped After Legalization

Although politicians keep issuing warnings about the consumption of marijuana amongst teenagers, surveys show that marijuana consumption among teenagers is dwindling after the recreational legalization of cannabis.

In February, Statistics Canada’s findings showed that marijuana consumption has significantly dropped in adolescents aged 15-17 years by about ten percent, a year after the country legalized adult-use marijuana.  And in the U.S., the state of Denver also has similar results.

In a survey carried out in 2019 involving 537 teenagers, Denver City officials were statistically measuring how their High Costs campaign, which is focused on educating the youth about marijuana, has affected marijuana consumption among the young adults. The survey findings revealed that 81% of teenagers in Denver between the age of 13-17 do not use marijuana. And only 18% of the male generation in that age bracket said that they were using cannabis, which is a decrease from the previous year’s findings, 27%.

The executive director of Denver Excise and Licenses, Ashley Kilroy, said that other cities and states turned to Denver to learn how to regulate marijuana after Denver successfully became the first major city to legalize retail marijuana. Kilroy has been responsible for overseeing marijuana regulation in Denver since 2014.

As we near the election day, marijuana legalization has become a hot topic of discussion, and during last week’s Democratic Presidential debate, marijuana legalization took center stage. The issue of teenagers having free access to marijuana and damaging their brain has been a bone of contention at both the state and federal level. Mike Bloomberg, the former Mayor of New York, said that the reason he is opposed to removing marijuana from the Controlled Substances Act is due to the damage it can inflict on the young.

Bloomberg further said that people should listen to doctors and scientists when they say to go slowly on marijuana since there is not enough research or evidence. He noted that it is nonsensical to move ahead with legalization when we do not know the science of cannabis.

A study conducted in Canada showed that adolescents who developed cannabis use disorder (CUD) later in life had increased levels of a brain protein which is connected to Alzheimer’s disease, depression, and neural inflammation. It was also found that consumption of marijuana among young people could lead to decreased cognitive function and that it could be worse than alcohol for young people’s brains.

JAMA Pediatrics published a study that showed that marijuana legalization might discourage teen marijuana consumption. The latest data released by Denver shows that 57% of the teens said that they had not used marijuana before, and 24% said that they have tried cannabis before but are not currently using weed.

Kilroy said that he is hoping that their effort to educate the youth to wait until they are above 21 can be an example that other states across the U.S. should adopt. Use facts instead of scare tactics to educate the youth about marijuana, he adds.

420 with CNW – First Utah Marijuana Dispensary Opens in Salt Lake City

On Monday, the state of Utah opened its first medical marijuana pharmacy. This has allowed patients to buy marijuana medicine legally within the state and without having to go to the other states to purchase medical cannabis and sneak the products illegally back to their homes.

The dispensary, which is known as Dragonfly Wellness located at 711 State in Salt Lake City, has marked a milestone for Utah’s medical marijuana program, which has been in the works for nearly 15 months since the voters and the lawmakers approved it.

Speaking at a press conference, the chief strategy officer at Dragonfly, Narith Panh said that for a long while they have been told what and what not to do, and now they have the chance of taking back control of their health, lifestyle, and how they manage their medical conditions.

The head of Utah’s Center for Medical Marijuana, Richard Oborn, said that the state is expected to open 14 dispensaries this year and Dragonfly is one of them.

The restauranteurs behind Sapa Sushi Bar and Grill own Dragonfly, and it is a vertically integrated pot business that has a marijuana farm and a processing facility.

On Friday morning, Oborn said that the state has started accepting applications for medical marijuana cards from patients, and the Department of Health in Utah has already issued 14 patients with medical marijuana cards. Oborn noted that about 300 patients have applied for medical marijuana cards so far.

One of the cardholders, Deanna Denmead, said that although people were using weed all around her in the 1950 and 1960s, she never tried using it because she was afraid of it and believed that it was addictive and acted as a gateway to other hard drugs. Denmead has been using opioids after her hip surgery, and they were making her sick and gave her headaches. She said that she was taking three or four ibuprofen pills at a time for knee osteoarthritis, but they did not manage to alleviate the pain completely.

On Monday, Denmead said that marijuana relieves her of the pain and that she is planning on buying a marijuana-infused salve to rub on the back of her knees and her feet to manage the pain.

An individual must have any of the conditions on the list of qualifying conditions such as cancer, epilepsy, HIV, autism, multiple sclerosis, and chronic pain to be eligible for medical marijuana cards or receive approval from marijuana certified doctors within the state.

Oborn added that they did not have any challenges with the state’s electronic patient portal over the weekend. He also said that the vendors are working together with state officials to fix problems related to website navigation and payment processing. He noted that they would keep improving the site to make it more intuitive and user-friendly.

The marijuana program manager for the Department of Agriculture and Food in Utah, Andrew Rigby, said that now that the sale of medical marijuana has been launched, the licensed marijuana cultivators in the state already have plants growing, and they are prepared to increase production as the program develops.

Dragonfly Wellness has 16 employees and will be open every day of the week from 11 a.m. to 8 p.m. It also has a community center where health professionals will host events to educate people about the use of marijuana as a medicine.

420 with CNW – Ohio Advocates File Measure to Put Pot Legalization on 2020 Ballot

On Monday, marijuana reform advocates in Ohio filed a motion to put a marijuana legalization bill on the 2020 ballot for the voters to decide.

The measure, which is referred to as Regulate Marijuana Like Alcohol, would permit people aged 21 and above to purchase, possess, and cultivate marijuana for personal use. However, possession of cannabis would be limited at one ounce, and individuals would be allowed to cultivate a maximum of six plants, out of which three could be mature.

The petition to put marijuana legalization on the November ballot was filed with the state attorney general a week after it was reported for the first time. The office of the attorney general has ten days to certify the language.

The legislation stipulates that the regulation of the marijuana market and issuing of permits to marijuana businesses would be the responsibility of the Department of Commerce in Ohio.

The bill also authorizes the legislature to impose a special excise tax on all marijuana sales. Twenty-five percent of the tax proceeds would be allotted to the commission whose work is to promote social equity in the marijuana sector. Fifty-percent of the tax revenue would assigned to the State Local Government Fund, and ten percent would divided amongst the jurisdictions that allow marijuana businesses to operate.

During the 2020 elections, the voters would also decide whether through enactment of an ordinance, initiated or referred measure municipalities and towns within the state would be allowed to prohibit marijuana businesses from operating within their region.

The legislation also has a provision aimed at enhancing social equity where the Department of Commerce would be allowed to research to determine whether in the past there was discrimination when the department was issuing marijuana-related permits, as well as whether the effects of the war on drugs has prevented minorities from participating in the medical marijuana industry in Ohio.

In a press release, Tom Haren, the general counsel for the marijuana reform campaign, said that marijuana consumption should be allowed for adults.

For the petition to qualify for 2020, the advocates must gather about 443,000 signatures from registered voters within the state by July 1. The campaign for signature gathering will require extensive funding because of the vast size of Ohio and the fact that the initiative was launched late in the election year.

Since 2015, support for marijuana legalization has increased within Ohio.

The petition committee is comprised of a former NFL player, patients’ advocates, and a mental health specialist.

Anthony Riley, who is a member of the committee, said that for many years, people of color had been the primary targets for marijuana prohibition in Ohio as well as the sick, disabled, and the poor have been mistreated when they tried replacing opioid prescriptions with medical marijuana.

These activists now feel that voters should be given the chance to decide whether recreational marijuana should be legalized in the state or not. Industry watchers believe that cannabis companies like SinglePoint Inc.
