420 with CNW – Marijuana Production Legalized in Zambia

The Zambian government has approved a proposal seeking to legalize marijuana production in the African country. The marijuana cultivated in Zambia would be strictly used for medicinal purposes and exportation.

Annual license fees for companies looking to operate marijuana businesses in Zambia will be $250,000. Only those whose bids are successful will be awarded commercial permits to grow and export cannabis.

According to the Health Minister Chitalu Chilufya, the government would issue medical marijuana licenses once companies have presented evidence and assurance of their cultivation process to the point where patients can use the end product without inducing the psychoactive effect of adult-use marijuana. This is due to the large number of unsolicited proposals for cultivation licenses for medical marijuana received by the government.

Before legalization, a multi-sectoral team was selected to research the process of marijuana production from the farm to the lab, to the manufacturing plant, and finally to the end consumer who utilizes the products for medicinal purposes. Chilufya further said that the DEC and the Zambia police would be working together to punish people using marijuana illegally.

The Ministry of Health in Zambia would also be tasked with the responsibility of issuing licenses while the Zambia National Service would be strictly supervising the growth of marijuana crops.

The legislation legalizing marijuana production was passed on Wednesday during a cabinet meeting at State House. Several top officials at the Cabinet Office confirmed the passing of the bill, although they could not be identified since they were not allowed to speak to the media.

The unidentified officials further said that the Cabinet Memo seeking for marijuana legalization for medical purposes submitted by the Minister of Health, Dr. Chilufya, was approved by the Cabinet. Interestingly, the Ministry of Home Affairs, Ministry of Agriculture, and the Ministry of Commerce were all working together in an attempt to take over the process of issuing permits from the Health Ministry during the cabinet meeting. The Ministry of Health has been pushing for medical marijuana legalization for some time.

The reason why many Departments were interested in being assigned the responsibility of issuing the licenses is that the whole process was sponsored by wealthy organizations and companies that were initially promised permits, and after the final vote, the Health Ministry won.

Research conducted by The African Cannabis Report revealed that by the year 2023, the legal marijuana industry in Africa could be worth more than $7.1 billion annually. This is the first thorough report on the legal marijuana sector in Africa.

Despite the potential of African marijuana industries, apart from Lesotho, marijuana is prohibited in all the other African countries.

It looks like Zambia is paving the way for Africa to open up to the immense medicinal and economic potential of cannabis, and experts believe that this development is a welcome one to sector players like No Borders Inc. 420 with CNW – Florida Lawmakers Continue Debating Edibles and Other Marijuana Issues

The lawmakers in Florida approved the use of marijuana edibles more than two years ago, and this week, the health officials set in motion their plans of making the treats available in retail outlets. The most commonly used marijuana-infused treats by patients and recreational users include cookies, gummies, and lollipops in states that have already legalized the marijuana.

The Department of Health in Florida announced that they developed regulations for products that will be allowed and those that will not be approved; however, they have not released the details.

It will be a while before Floridians can access some edibles such as Space Brownies and Reef Jerky, which are popular among users in other states.

This week the Florida House included edibles in their “parade of horribles” as they continued to voice their opinions about the dangers of adult-use marijuana.

On Wednesday, the presentation made by the House Health Quality Subcommittee was an effort by the chamber to build opposition to the proposed constitutional amendment, which aims at legalizing adult-use marijuana.

“Make It Legal Florida” is the initiative seeking to legalize recreational marijuana in the state, and the bill’s supporters are hoping to include it on the 2020 ballot, but the measure’s timing is not ideal since the marijuana sector in Florida is facing financial upheavals.

Investors are flocking the marijuana industry in Florida with hopes of capitalizing on the emerging lucrative cannabis sector.

Floridians legalized medical marijuana through the ballot in 2016, which led to increased competition. However, intrinsic and extrinsic factors in Florida have led to less bidding for medical marijuana licenses despite the possibility of recreational marijuana legalization.

Trulieve Inc., based in Quincy, was sued for sending customers text messages alerting them about exclusive deals. This violated federal communication laws that prohibit sending of unwanted messages advertising sales of cannabis.

According to the lawsuit, the plaintiffs demanded damages that exceed the $5 million threshold for federal jurisdiction in a class-action trial.

According to Senate President Bill Galvano, the lawmakers are not to address vertical integration systems during the next parliamentary session. Vertical integration critics argue that the system would block out firms that could serve several aspects of the marijuana sector.

Speaking to The News Service of Florida on Thursday, Galvano said that the judiciary is handling the issue. However, lawmakers can still control the issue of psychoactive effects on patients in Florida by limiting the THC concentration in medical cannabis products.

Experts expect the entire marijuana industry, including companies like Hemptown USA and Cannabis Strategic Ventures Inc. (OTCQB: NUGS), to follow the adult-use marijuana legalization debates in the Sunshine State closely since they could have a bearing on events elsewhere in the nation.

420 with CNW – MLB Action Prompts Stakeholders to Expect a Marijuana Policy Shift in the NFL

Toward the end of last week, a top National Football League (NFL) team owner, Jerry Jones, and the New England Patriots quarterback player, Tom Brady, said that the league’s marijuana rules are bound to change after the MLB announced that it is eliminating marijuana from the list of banned substances for baseball players.

In an on-air interview with a Dallas radio station on Friday, Jones said that any issue regarding marijuana is a sensitive topic across the globe. He also noted that the leagues are excited about the possibility of being at par with the social and legal scene on marijuana.

Jones observed that they are not only looking at the issue of competitiveness when it comes to substance usage but also the law, as well as the societal focus on marijuana. It is also an important issue to discuss with the players.

In an on-air interview with Westwood One Sports on Thursday, Brady said that the MLB move to remove marijuana is a sign that times are changing, and progress is good.

Brady further said that there has been rumors that the NFL is going to follow in the MLB’s footsteps. He noted that the stigma against marijuana is being eradicated. Brady also added that he is hoping that before a decision is made, they will research the benefits that will ensue from the move.

Currently, the NFL teams and players associations are negotiating on a collective bargaining agreement; this will give the owners a chance to change the rules on drug testing and punishment.

Brady said that he does not know much about the issue, but he is sure there are experts present to provide them with advice.

Jones has always been against the NFL’s strict stance on marijuana. A recent survey on cannabis showed that 67% of Americans are in favor of marijuana legalization. Punishing players for consuming cannabis could be more harmful to the NFL public image than do any good.

In the annual drugs test, if an NFL player’s results are positive, several fines are imposed, suspension and rehabilitation, whereas a contracted player can be tested at a minimum notice of 3 hours. In 2018, the NFL collected $4,000,000 in fines due to positive drug tests.

Speaking to Los Angeles Times, the former Chargers offensive lineman Kyle Turley said that players are known to side-step the process, passing annual marijuana tests, and then smoking weed the rest of the year. Baseball is a brutal game, and marijuana could help other players as it saved his life.

Speaking to The Washington Post in October, sources close to league owners said that the owners are willing to amend marijuana policies by making them less punitive, and this would limit NFL Commissioner Roger Goodell’s disciplinary powers over cannabis. The league and union are willing to study how pot can be used to manage pain.

Currently, the NFL team owners and NFL players’ unions are negotiating, and neither of the parties can comment on their progress. Past agreement negotiations lasted for a period of 57 days.

420 with CNW – Senators Pressure DEA to Provide Update on Cannabis Grower Applications

Top federal drug and health agencies are under pressure from a group of senators to provide an update about the long overdue increase in the number of authorized marijuana manufacturers for study purposes.

Led by Senator Elizabeth Warren (D-MA), the lawmakers wrote a letter emphasizing the importance of expanding the supply of research-grade marijuana as more states move to legalize marijuana either for recreational or medical consumption. The letter was addressed to the Drug Enforcement Administration (DEA), Office of National Drug Control Policy, and the Department of Health and Human Services.

Although the DEA announced that it would approve additional marijuana growers for research-grade weed more than three years ago, it is yet to deliver on its promise since it keeps delaying the process. In August the agency said that it is in the process of approving the applications; however, due to the large number of applications, it will have to establish alternative rules before issuing new permits.

The DEA made that announcement before the deadline issued by the court previously, which required the agency to take action. The lawsuit against the DEA was filed by a researcher whose application for marijuana production for research purposes had been suspended. The court dismissed the suit in October since the agency provided an update.

However, the senators were not placated by the agency’s response, and they are seeking guidance on the process to be taken to ensure that the qualified researchers are granted licenses on time.

The letter which was sent on Wednesday last week said that the number of studies covering the therapeutic effects of cannabis is limited even though millions of U.S. citizens are legally permitted to consume medical or recreational marijuana. The letter further noted that the number of Americans seeking doctors’ advice on marijuana treatment for ailments, such as chronic pain, PTSD, or terminal illnesses is ever-growing; therefore, federal agencies should make an effort to increase the amount of credible information on marijuana health benefits and health risks.

Being classified under Schedule 1 of the Controlled Substances Act creates a barrier for researchers to conduct studies on marijuana.

The lawmakers also argued in the letter that inhibiting research opportunities and discouraging researchers who are independent and qualified from conducting studies on the benefits of marijuana is a hindrance to states looking to implement their marijuana laws.  Marijuana studies are vital to developing an understanding of marijuana, and the findings would be a gem to the doctors, patients, and lawmakers across the U.S.

The letter also poses five questions to the agencies, and they expected the response by January 10.

  1. The status and timeline of application approval by the DEA
  2. Information about the existing supply of research-grade marijuana and if the facility is cultivating more varieties.
  3. Information on whether the government would reschedule marijuana
  4. The application process guidelines.
  5. Their support for research on the therapeutic effects of marijuana

The senators also wrote that there is a need for evidence-based public policy, which is vital to securing the health of the citizens since millions of Americans can now access medical and recreational marijuana. They added that the federal government should provide the necessary leadership and tools required in developing research in cannabis.

Other senators who signed the letter include Ron Wyden (D-OR), Kristen Gillibrand (D-NY), Cory Booker (D-NJ), Ed Markey (D-MA), and Jacky Rosen (D-NV).

To what extent will such letters result in tangible results on the regulatory front? Experts cannot be certain that marijuana companies like Dama Financial and Grapefruit Boulevard Investments Inc.
