420 with CNW – Florida House Panel Turns to Oregon for Lessons on Recreational Marijuana

There is a strong possibility of putting recreational marijuana legalization on the 2020 ballot in Florida and this has prompted the House panel to turn to Oregon to learn about the economic, environmental, and other changes that have occurred since the state legalized recreational marijuana in 2015.

The executive director of the Oregon-Idaho High-Intensity Drug Trafficking Area, Chris Gibson, told the House panel (House Health & Human Services Committee) that there has been an increase in tax revenue. The state has also experienced a rise in illicit use of drugs and that currently, Oregon is dealing with marijuana overproduction.

Gibson also told the panel that currently, the state has enough marijuana to meet the demand of consumers within Oregon for the next six-and-a-half years.

Gibson further said that due to the excessive supply of weed to the recreational market, it is believed to be servicing the black market sales in other states such as Florida. He also noted that some legal businesses are exporting marijuana out of state, which is considered illegal.

Although he refused to comment on whether marijuana is being used as a scapegoat for illicit drugs, he said that in the last five years, Oregon has reported an increase in drug use across the state.

Adult use and possession of marijuana were legalized in Oregon in 2015 through the ballot. The measure garnered 56% of the votes. According to the data from the Department of Revenue in Oregon, the state has collected marijuana tax revenue amounting to more than $275 million since 2016. And, the majority of it is from recreational sales, said Gibson.

Medical marijuana in Florida was approved in 2016 through the ballot. Supporters of recreational marijuana legalization are trying to include two measures in the 2020 elections so that adult-use recreational marijuana can also be available in the Sunshine State.

One of the campaigns to legalize pot is spearheaded by the “Make it Legal Florida” initiative and they are supported by medical marijuana operators in the state. This particular measure would permit people aged 21 years and above to possess up to 2.5 ounces of cannabis.

After the HHS committee meeting of Tuesday, the House panel Chairman, Ray Rodrigues, told reporters that the members of his committee should have all the information about the two proposals. Rodrigues further noted that if either of the proposals gets in the ballot, the constituents will need information and their position on the bills. Therefore, the HHS committee should be fully informed.

Rodrigues was intrigued by Gibson’s presentation on the environmental impacts of growing marijuana on Tuesday. According to Gibson, to produce a kilogram of weed, the plant uses as much energy as that of two refrigerators and release as much CO2 in the air as a passenger car in one year.

It is widely hoped that this information-gathering process will not be used by the House Panel to de-campaign legalization. Analysts believe such an act would be regarded as unfair by cannabis industry companies like Plus Products Inc. (CSE: PLUS) (OTCQB: PLPRF) and VPR Brands LP (OTCQB: VPRB) who have always looked for ways to be more efficient in all steps of the production, manufacture and sale of pot.

420 with CNW – Recreational Marijuana Could Be Available in Michigan Sooner Than Expected

Potential marijuana businesses in Michigan are eagerly waiting for recreational licenses to be processed. This will allow them to start cultivating, processing, and selling legal pot to the residents. Depending on the time the businesses are licensed, the current rules, and the duration of the growth cycle, it is estimated that recreational marijuana is likely to be available on the market in March or April.

The state’s recreational marijuana law is blind to any other existing marijuana products, so the recreational marijuana market must begin from zero unless the Marijuana Regulatory Agency Director, Andrew Brisbo, allows retailers to open their outlets earlier by permitting medical marijuana products to cross to the recreational market.

Last week Brisbo said that the agency should continue monitoring medical cannabis supply to see whether it can be available for recreational purposes as well. Previously, he had said that he would not reduce the supply of medical marijuana for patients to please the recreational market.

On November 1, Brisbo said there is an inadequate supply of medical marijuana in the regulated market to meet the demands of the patients. He also noted that consumer demand for MMJ is not at capacity and that the inadequate supply is contributed to by marijuana flower shortages.

Brisbo also explained that the imbalance between supply and demand is because the number of licensed dispensaries and the number of growers do not match.

A recent report released by the Marijuana Regulatory Agency (MRA) shows that by the second quarter of 2019, the number of licensed dispensaries was 120. And, the number of licensed growers supplying them with weed was 89, of which 78 of them were permitted to grow 1500 plants each, two 1000 plants, and nine could only plant 100 plants.

Brisbo is hopeful that the sales will increase as more growers are issued with licenses. Some are expected to be licensed by the end of this month and more before December 30.

Although no business has yet been awarded a recreational sales license, companies such as Exclusive Brands are ready to sell to other consumers other than registered MMJ patients.

Last week, the Exclusive Brands co-owner, Omar Hitesh, said that they were hoping that the rules and regulations for recreational marijuana would be ready by January 1 when they expected the market to be operational. But, the rumor is, it will be launched later in 2019.

Hitesh said that recreational customers have already entered their Ann Harbor dispensary, hoping to score some legal weed only to be turned away when they could not present their MMJ card. He further said that the dispensary has launched a waiting list for recreational customers to notify them when it becomes legal.

It is clear to analysts that demand is high for recreational weed in Michigan, and sector players like Hemptown USA and Neutra Corp. (OTC: NTRR) hope that the companies licensed to meet this demand will not let down the residents.

420 with CNW – Canadian Study Finds That Marijuana Could Treat PTSD-Induced Depression

People with PTSD (post-traumatic stress disorder) often suffer from depression and bouts of suicidal ideations. Research shows these people can treat this depression with marijuana.

The University of British Columbia and the B.C Centre of Substance use (BCCSU) conducted a study that shows that pot could be used to treat PTSD-induced depression.

The study researchers analyzed data of 24,000 Canadians from Statistics Canada. Their findings were published in the Journal of Psychopharmacology.

The researchers found that people who used marijuana did not suffer from PTSD-induced depression, but those who did not consume marijuana were found to have significant episodes of depression and suicidal tendencies. The BCCSU researchers suggest that people with PTSD should use cannabis for its therapeutic effects.

A PhD candidate at the University of British Columbia and research associate at the BCCSU, Stephanie Lake, said that due to the limited options for treating PTSD effectively, patients are self-medicating with marijuana to manage their symptoms.

Before this study, there was no evidence to show that the therapeutic effects of marijuana could be used for patients with PTSD. The study finding gives PTSD patients new hope when seeking alternative treatment options.

The researchers say that the data from Statistics Canada shows that there is a correlation between trauma from injury, violence, and disaster, and depression and suicide. The researchers further noted that Canada has one of the highest rates of PTSD, with 9.2 percent of the population suffering from the condition.

From 24,000 eligible participants, the researchers found that 420 (1.7%) had a current diagnosis of PTSD. Of the 420, twenty percent reported having used marijuana within the past year. 11 percent of the 420 did not use marijuana in the past year.

Compared to non-marijuana users without PTSD, chances of experiencing depression or suicidal thoughts were seven times more in people who did not use marijuana and were suffering from PTSD.

According to the study, PTSD sufferers who used marijuana were not associated with recent episodes of depression or thoughts of suicide.

The researchers also found that people using marijuana and have post-traumatic stress disorder comprised of more than a quarter of all Canadian citizens. The percentage of people with PTSD and using marijuana is estimated at 11.4 percent.

The study provides evidence of the effective use of cannabis in reducing the possibility of depression and suicidal tendencies among patients with post-traumatic stress disorder. These findings must be good news to marijuana industry players like Grapefruit Boulevard Investments Inc. (OTCQB: IGNG) and Mustgrow Biologics Corp. (CSE: MGRO) who have always known that the therapeutic uses of marijuana are yet to be fully documented.
