420 with CNW – Marijuana Legalization Bill Introduced in Pennsylvania Senate

Lawmakers in Pennsylvania have renewed their efforts for recreational cannabis legalization. The Senate Bill 350 was introduced on October 15 by Senator Daylin Leach and Senator Sharif Street. The purpose of the bill is to allow marijuana home delivery and the expungement of past marijuana criminal charges. Within the next 12 months, the supporters forecast that the bill will generate 500 million dollars in tax revenue.

The legislation also has a policy that allows permits for growing marijuana for personal use as well as the establishment of lounges where people can consume cannabis legally.

Senator Street said that legalizing weed will be the end of the prohibition era. He further said that it is high time Keystone State joined the emerging marijuana economy by legalizing recreational marijuana. Consumption of pot is not a crime when adults use it responsibly, he asserted.

Senator Leach said that the marijuana policy in Pennsylvania is cruel, irrational, and expensive. He also noted that the war on marijuana destroyed the lives of many youths while at the same time wasting millions of taxpayer money.

Senator Leach feels that it is high time the state government stopped arresting young kids and bankrolling violent drug cartels. He also noted that the process of legalizing adult-use marijuana would be challenging, but he is optimistic since the state previously approved medical marijuana.

Senator Leach’s press release outlined several points in his proposal. It stated that people with limited resources in the state would be issued permits that give them little or no barrier to entering the marijuana industry. People with past marijuana convictions would be cleared, those whose charges are pending would be dismissed, and custodial sentences would be reduced to a fine.

In the first fiscal year of marijuana sales, the tax revenue generated, which is estimated to be $500 million, would be allocated to school districts. The spending of the appropriated money would be at the discretion of each school district where they may build more schools, employ more teachers, or provide local tax relief to the locals in the region.

Only people who are 21 years and above are allowed to use marijuana, according to the bill. The proposed law also has provisions regarding the issuance of home delivery permits, companies conducting deliveries on behalf of other companies and dispensaries are permitted to deliver their products using any form of transportation such as cars, bicycles or public transit. And it also allows people to cultivate up to 10 plants for personal use in their homes.

Despite the public support for marijuana legalization, an uphill battle awaits Senate Bill 350 because, in Pennsylvania, the political leadership does not favor marijuana reforms. Past efforts to legalize adult-use marijuana failed due to a lack of bipartisan support.

Industry watchers are convinced that cannabis companies like Canopy Rivers Inc. (TSX: RIV) (OTC: CNPOF) and Earth Science Tech Inc. (OTCQB: ETST) are hoping that the people of Pennsylvania can finally be allowed to access legal pot.

420 with CNW – Poll Shows Americans Still View Marijuana as Safer Than Alcohol and Electronic Cigarettes

A new poll released on Tuesday by POLITICO and Harvard’s T.H. Chan School of Public Health shows that the majority of Americans believe that alcohol and tobacco are more harmful than marijuana.

Only 1 in every 5 Americans believes marijuana to be harmful to its consumers while 2 in 5 Americans believe alcohol is detrimental to its users. 52% of Americans consider cigarettes to be very dangerous, while 80% say that tobacco is very harmful.

Robert Blendon, the Harvard professor for health policy and political analysis who conducted the poll of 1007 Americans, said that in the past decade, people were being jailed for marijuana, but today, they are saying marijuana is not harmful.

Since the 2012 ballot referendum authorizing recreational marijuana in Colorado and Washington, marijuana legalization is rapidly being adopted by different states across the U.S. Currently there are 33 states in the U.S. that have legalized the use marijuana medically or recreationally. However, marijuana is still categorized as an illegal drug at the federal level.

The poll shows that despite the outbreak of the vaping-related lung illnesses which left 37people dead, people’s perception of marijuana was not affected. THC was present in the vaping products linked with the lung ailments. THC is a compound of cannabis that gives the high effect. According to the survey, some of the vaping products were purchased from the black market, and only a few of the products were purchased through legal channels.

The poll was conducted in October, a month after the outbreak of the vaping related lung illnesses. Blendon said that people have termed vaping as very dangerous, but the same is not true for cannabis.

During the poll, almost half the participants did not know what CBD is. Among the 8% of the adult participants familiar with the product, 5% said that the product is very harmful. Most of those familiar with CBD said that the federal government should not interfere with the product. And half of those said that the Food and Drug Administration should oversee the safety of products infused with CBD.

Fifty-five percent of those familiar with CBD said they would buy CBD over the counter regardless of whether those products passed or failed clinical trials. And, 3 out of 5 Americans said that they would still use their favorite products, even after the FDA confirms that it does not fulfill its intended purpose.

Blendon said that people do not perceive CBD as harmful; so, the FDA regulations of this cannabinoid should not be stringent.

Federal legalization of marijuana is supported by 67% of the Democrats, 69% of the independents, and 45% of the Republicans, which translates to 62 percent of all Americans. This is a marked increase from 44% in 2009, said Blendon.

420 with CNW – UK Parliamentary Committee Calls for Drug Decriminalization

A United Kingdom parliamentary Committee is calling for the decriminalization of drug possession. It is also requesting the government to establish places where people can smoke marijuana as this will go a long way in preventing death from drug overdoses.

On Monday, the Scottish Affairs Committee concluded that instead of the UK government viewing drug use as a criminal justice challenge, they should address it as a public health issue. This is after they consulted with health professionals, government agencies and scholars, as well as visiting other countries such as Portugal, whose drug policy reforms are advanced.

In a press release, the chair of the Scottish Affairs Committee (SAC), MP Pete Wishart, said that while conducting the inquiries, the panel heard devastating tales of how drug use is causing pain and suffering to the citizens. The people further observed that if any other illness were causing the death other than drugs, the government would have termed it as a public health issue and taken immediate action to minimize the incidences.

Wishart said that criminal justice has failed in curbing drug use. According to the SAC, the UK government should transfer the responsibility of developing drug policy from the Home Office to the Department for Health and Social Care.

Decriminalization of drugs is a move to try and solve the issue of drug use by reducing the stigma surrounding drug use and addiction and at the same time, encouraging people to go to rehab.

Last month, the Health and Social Care Committee said that drugs should not be categorized as a criminal justice matter. The panel further noted that the government should set up safe consumption sites and access to the anti-overdose medication, naloxone, should be extended. This makes the UK Scottish Affairs Committee the second in supporting drug decriminalization.

The establishment of safe consumption sites, for instance, like the one in Glasgow, would help in reducing the number of deaths caused by drug overdoses. They can also act a means through which the users can seek further help by, for instance, identifying the reason why they are using drugs. Safe consumption sites could help in fighting the drug crisis in Scotland, said the panel.

The government has been ignoring evidence of the importance of improving the drug policy. However, to reduce drug use and loss of life, the government must listen to the advice of the experts, starting with the committee’s report.

Drug decriminalization is gaining support because last month, the ruling party in Scotland voiced its support for the change in policy.

A report urging the government to work together with the provinces, municipalities, and law enforcement agencies to decriminalize drugs was released by the House of Commons Committee on Health.
