420 with CNW – Finnish Government to Consider Petition to Decriminalize Marijuana

Possession and cultivation of marijuana for personal use is being considered for decriminalization by Finland’s government after marijuana advocates collected the 50,000-plus petition signatures required to prompt the parliament to review the measure.

The proposal stipulates that people found in possession of 25 grams of marijuana or farming a maximum of four plants would not face criminal charges.

The yields of a single marijuana plant are equivalent to the 25 grams permitted under the proposal; therefore, people are urged to dry one plant at a time.

According to Yle, the collection of signatures was started last month by a group called Kasvua Kannabiksesta. Most of the signatures were gathered last month by the Kasvua Kannabikseat group. And, they credited their success to their social media campaigns.

The activist Janne Karvinen said that it is natural for people to do things at the last minute. Recently the group has been promoting the measure through social media. She believes that there are more than 50,000 people in Finland supporting their proposal.

According to the measure, people who consume marijuana in a public space would be charged under new penalties.

A translated explanation of the petition states that the current policy goal is harm reduction, but it has not succeeded. The anti-drug policy is the motive behind the prohibition of marijuana possession and consumption. The ban only targets the minority, and it is harmful to people, and a big waste of law enforcement resources.

The advocates said that imposing criminal charges on marijuana consumers is harmful because no matter how minor the charges are, the misdemeanor offense stays on the person’s records. The advocates also cited the decriminalization model in Portugal, which helped in reducing the number of drug overdoses and people infected with HIV.

The group said that instead of legalizing marijuana, Finland’s government should decriminalize it, as this ensures that it is still adhering to the United Nations rules that stipulate that member countries should not allow marijuana to be legally regulated and sold. However, this has not hindered member countries such as Canada and Uruguay from legalizing cannabis.

According to the proposal, decriminalization is the process of abolishing the criminal aspects of an act that is illegal and punishable by law. The abolished criminal sections may be transformed into a minor offense punishable by a fine.

The Finnish lawmakers will formally debate and consider the decriminalization proposal, but it is still too early to predict whether they will approve or reject the petition.

Analysts think that industry players like Plus Products Inc. Kriegshauser is one of the 150 students who are the pioneers of the marijuana masters graduate program at the University of Maryland, Baltimore, in the U.S.

This is a standalone program. However, some universities are providing students with one-off classes on marijuana, and two others have created an undergraduate degree in medicinal plant chemistry, but none has gone as far as Maryland by offering a master’s degree in cannabis.

The program is carried out over a period of two years, and the highest percentage of the courses are online-based. The program comes at a time when the number of states legalizing marijuana for both medical and recreational use is on the rise.  This is creating ever-expanding opportunities for people looking to grow in the cannabis industry, and given the dynamism of the marijuana industry and laws related to weed, the possibilities are bound to keep expanding.

Expertise in marijuana is gained through experience as the industry continues to grow. Those looking to make a career in the marijuana industry are taking a risky gamble because the likelihood of finding a job can be tasking in such fluid circumstances.

Kriegshauser says that she loves everything marijuana, but quitting her job to work at a marijuana dispensary to learn about marijuana was out of the question. She wanted to learn the properties of cannabis, all the compounds such as CBD, and how they interact with the body. She also wanted to learn about dosing and medical marijuana qualifying ailments.

According to the program director Dr. Leah Sera, the university officials at the school of pharmacy noticed that most of their graduates were entering a professional world where marijuana was viewed as an alternative medicine used for treating several illnesses.

Studies show that there is an educational gap when it comes to medical marijuana. Health professionals are requesting that more education on marijuana be availed since patients turn to them when they have a question related to cannabis and therapeutic uses, said Dr. Sera.

Several cannabis programs are being launched in different states across the U.S, and it would be irresponsible if the pharmacy professionals do not act on it.

The idea for the program was first conceived by the school’s dean, Natalie D. Eddington. She received the go-ahead from the Board of Regents and the state’s higher education authorities in May and June, respectively. The Attorney-General gave his go-ahead after he was assured that the students would not be handling marijuana in the school compound.

The university intended for the inaugural class to consist of 50 students, but they were forced to increase the number to 150 after an overwhelming number of 506 individuals applied. The class has students from different states and countries such as Hong Kong and Australia. The required number of courses is four and some electives.

Kriegshauser said that although there is much uncertainty when it comes to getting a job, she is confident that her master’s degree will enhance her professional career.

420 with CNW – Expelled Student Using Medical Marijuana Sues College for Discrimination

In America today, the conflict between federal and state marijuana laws has turned colleges into a battleground as students who are on medical marijuana come together to challenge campus policies that were formed in a different era.

Students disciplined for using medical marijuana in legal states are filing lawsuits against their schools. College officials argue that if the colleges fail to adhere to the federal law that terms marijuana as an illegal drug that is not accepted for medical use, their college could lose federal funding.

Sheida Assar has polycystic ovary syndrome whose symptom is chronic pain. She uses medical marijuana to manage her pain. Last month, she was expelled from Gateway Community College in Phoenix after testing positive for marijuana, which violated the school’s drug policy, said Assar.

According to Assar, an instructor told her that as long as she presented her medical marijuana card, she would have no problems. She further said that she was studying diagnostic medical sonography and never attended class under the influence and that she uses medical marijuana to help with insomnia.

The 31-year-old Assar said that she was yanked out of class like a criminal in the middle of school and escorted to administration. She further said that under the Arizona medical marijuana law, the act was outright discrimination and violation of her rights.

Nursing students and other medical specialties who must undergo compulsory drug testing as per the school policies are the ones raising the legal challenges.

The college employees who serve the students with their health-related needs are the ones who issued Assar and other students with the right to use medical marijuana, only for the higher ranking officials to issue disciplinary action later on.

Assar said that she is suing Gateway for the money spent on tuition, which was $2000 and other educational expenses. She also intends to seek more money in damages. She further said that her lawyer contacted the school.

A 2012 state law that termed it illegal and criminal to possess or consume marijuana in college campuses was overturned last year in a ruling by the Arizona Supreme Court.

Christine Lambrakis, the Gateway spokeswoman, said that she could not comment on Assar’s status at the school and that the college is still prohibiting the use of marijuana. She further noted that although the policies will not change in the meantime, the school is working on reviewing them.

Experts expect the entire marijuana industry, including Organigram Holdings Inc. (TSX: OGI) (NASDAQ: OGI) and Dama Financial to follow these cases brought against colleges since the outcome is likely to prompt states to compel higher education institutions to bring their policies into alignment with the current medical marijuana laws.

420 with CNW – Bernie Sanders Releases His Proposal for Legalizing Marijuana at 4:20

On Thursday, Senator Bernie Sanders released his proposal for legalizing marijuana at 4.20 pm EST. Among weed users 4.20 is referred to as weed or marijuana day.

Senator Sanders is a Democratic presidential candidate, and he proposes to legalize marijuana through executive action within 100 days. His proposal also addresses the potential problems of marijuana and criticizes the method some states have used to legalize the drug. His plan also limits the size and scope of the cannabis industry by implementing procedures that ensure that marijuana legalization offers benefit to the people of color.

He says his first move will be to give a direct order of marijuana declassification as a controlled substance to the Attorney General. Declassification of marijuana is the process of removing it from the list of controlled substances and legalizing it at the federal level.

Senator Sanders’ intention is to push Congress to legalize marijuana permanently at the federal level after which the states would be permitted to legalize cannabis within their states.

Marijuana remains illegal federally despite being legalized in Washington DC and 11 other states.

The federal law has imposed several barriers on state-legal marijuana businesses and among these barriers is that the businesses operate on a cash-only basis since banks would be breaking federal law if they conducted business with marijuana businesses. Furthermore, the inability of marijuana businesses to file several deductions causes their income tax to increase to 90 percent-plus. The classification of marijuana as a controlled substance is also a reason why the restrictions are there. However, compared to other drugs, federal punishment for marijuana is lenient.

His administration plans on rallying the state and federal authorities to decriminalize past marijuana convictions. He also plans on setting up an independent clemency board responsible for granting early release to those who are federally convicted, as noted in his criminal justice reforms.

In his proposal, he promises to create a $20 billion grant program from marijuana tax revenue for black entrepreneurs who have challenges accessing capital for their businesses and an additional $10 billion grant program for companies in disadvantaged areas owned or controlled by people who have been arrested for marijuana crimes.

He also promises a $10 billion grant program for former marijuana convicts to start growing marijuana in their rural or urban farms and a development fund of $10 billion for the communities most affected by the War on Drugs.

Sanders also plans on sensitizing marijuana businesses to transition into non-profits, to ban products and labels meant to attract the young generation as well as ban other companies producing products that cause cancer such as tobacco companies.

Except for Joe Biden, all other Democrats are in support of marijuana legalization. A recent survey by Gallup showed that 66 percent of Americans are in favor of legalization, and this includes 76 percent of Democrats and 51 percent Republicans.
