420 with CNW – Marijuana Legalization Bill Introduced in Pennsylvania

Just a few days after Gov. Tom Wolf (D) announced that he was now in support of legalizing recreational marijuana, a bill has been filed in the state Assembly seeking to create a state-run system through which recreational marijuana can be brought to the state.

Under the legislation introduced by Rep. David Delloso (D), adults 21 or older can possess, consume, purchase and even cultivate marijuana through a stores system run by the state through the Liquor Control Commission.

The text of this proposed law states that the legalization of marijuana is being sought in order to enhance the best use of law enforcement resources, promote personal freedom and avail more revenue in the state purse.

The proposal also includes suggested tax rates for recreational marijuana products. The 19 percent tax collected on sales would be put in the general fund of the state, and a separate regulatory program would be established to oversee industrial hemp.

One notable provision of this draft law seeks to create an avenue through which Pennsylvania would import recreational marijuana products from other states or even countries. However, the existing federal law regards marijuana as a controlled substance that cannot be moved across state lines, which is why companies that operate in different marijuana markets in the U.S. build entirely new systems instead of moving products from one state where they operate to another.

The import provision also creates a condition that other states or countries must meet if they are to engage in recreational marijuana trade with Pennsylvania; those jurisdictions must accept marijuana exports from Pennsylvania.

Oregon was the first to pass such a law providing for interstate commerce in marijuana, but their law had a provision that this mechanism could only be triggered once the federal government changed its laws on marijuana.

In June, Rep. Earl Blumenauer and Sen. Ron Wyden, both Democrats from Oregon, filed similar bills in Congress and the U.S. Senate respectively that would make it possible for states where marijuana is legal to trade in the substance with each other. However, these bills have never been scheduled for hearing.

If this bill is passed, the Liquor Control Commission would be given up to July 1 next year to have regulations ready for the implementation of the recreational marijuana program.

It isn’t yet clear how much support this proposal to run the marijuana program using a state cultivation and distribution model would work since it could put state employees directly in conflict with the federal government that would regard them as “drug traffickers.”

Experts are of the view that industry actors like VIVO Cannabis Inc. (TSX.V: VIVO) (OTCQX: VVCIF) and VPR Brands LP (OTCQB: VPRB) will be watching to see whether Pennsylvania becomes the first state to run a recreational marijuana system.

420 with CNW – Five Reasons Pennsylvania is Experiencing a Medical Marijuana Drought

A 21-year-old Dalton Hunsberger, who has Perkasie man’s epilepsy, uses medical marijuana to treat his seizures, nausea, and anxiety. However, according to his mother, it has been a challenge accessing the medicine for the past two months, because it sells out the minute it gets to the dispensaries.

According to several dispensary owners, Pennsylvania is on the brink of medical marijuana drought, which has prompted dispensaries to ration marijuana sales. A dispensary in Fishtown, Restore Integrative Health Care, has issued a limit of 7g limit per patient every day, 14g limit per day at Keystone in South Philadelphia and 28g in TerraVida Holistic Centers in Abington caps.

According to the CEO of Keystone Dispensaries, rationing was instituted so that more people could get access to medicine. The Department of Health in Pennsylvania is responsible for overseeing and regulating marijuana markets. Nate Wardle, the spokesperson of the department of health, say that Cannabis shortage is due to the ever-growing state medical marijuana program.

In Pennsylvania, there 60 plus cannabis retail shops which cater to more than 200,000 registered patients. According to the patients and patients’ advocates, the Department of Health which regulates marijuana markets is to blame for not anticipating the rise in demand; and for not ensuring that there are enough marijuana growers to meet the patients’ needs.

According to industry observers, medical marijuana drought is not only as a result of lack of expertise in regulating the fast-growing industry by state officials but also because;

  1. Some Marijuana Growers are not Cultivation the Crop

The number of growers in the state stays constant, while the number of patients and dispensaries continues to increase. In a state where there should 25 medical marijuana growers, only ten growers are active two years after attaining grower permits.

Pennsylvania awarded the first 12 permits in June to farmers, but only a few were qualified to proceed as some lacked the expertise while others did not have the financial capability to maintain plant growth.

Agrimed LLC was among the first to get the permit; however, the state has no plan of renewing the license because the company has not supplied the state with marijuana citing theft of the marijuana plants. Another company was Readings Franklin Lab who immediately after getting the permit tried to flip it for $20 million. Currently, the two companies are controlled by Harvest Inc. of Arizona, a beleaguered marijuana company.

The second round of permits was issued in July 2018, where the awarded companies promised to start supplying in a period of six months. However, none of them has shipped marijuana in over a year.

  1. Increased Number of Dispensaries

The number of approved dispensaries continues to skyrocket from the initial 43 at the beginning of the year to the present 67 of which 60 are fully operational. All dispensaries must be stocked with all the medicines from buds, vapes, oils, and concentrates. The dispensary owners are struggling to maintain inventory due to the increased competition.

  1. Increased Number of Registered Patients

When medical marijuana was approved, there were 17 qualifying conditions, but currently, there are 23 conditions. Among the qualifying conditions added are anxiety, opioid-use disorder, and Tourette’s syndrome. More than 3,000 patients registered when anxiety was approved. This put pressure on the existing supply of medicine.

Patients are ordering buds since they are cheaper than vapes. More so, because vaping has been linked to a lung ailment, even those who could afford the vape products are switching to dry flower, a reality that has caused a supply shortage.

In the months of July and August, Pennsylvania experienced a sudden onset of humidity which affected their crop significantly, resulting in little or no product to take to the market due to the damage by mold.

420 with CNW – A New Study Aims to Find if Marijuana Can be Used to Treat Symptoms of Autism

Montefiore Medical Center in New York is conducting a clinical trial which will examine the effects of cannabidivarin (CBDV) on the level of irritation and repetitive behaviors in autistic children. Cannabidivarin is a compound of marijuana that is nonpsychoactive and does not induce highness upon consumption.

GW Pharmaceuticals grows the cannabis to be used during the research. The company occupies 47-plus acres in the English countryside and is the first drug company to develop cannabis-related medicine which was approved by the U.S. Food and Drug Administration. Two rare types of epilepsy are treated using the drug.

Dr Sanjay Gupta, who is a CNN Chief Medical Correspondent, got exclusive access to the clinical trials In Montefiore Medical Center and GW Pharmaceuticals company.

While reporting for Weed 5 on the cannabinoid craze, Gupta had an exclusive look at GW  cannabis greenhouses. The greenhouses occupy the 47 acres allowing for consistent breeding of different strains of the marijuana crop for medicine. According to David Cooper, head of manufacturing in the company, the process of developing and mastering different strains of the cannabis plant is challenging. During the tour, David showed Gupta the process of turning different strains of the plant into medicine for the large pool of patients.

Gupta also found that GW Pharmaceuticals has been in operation for the last 20 years. Moreover, towards the end of 2018, the company launched Epidiolex.

Epidiolex is the first cannabis-related oral medication to be approved by the FDA. It is used for treating two rare epilepsy disorders. During the clinical trials, Epidiolex reduced the severity of seizure in patients with Dravet Syndrome by an average of 45%-50%. Epidiolex is made of cannadidiol, which is an extracted compound of the cannabis plant.

Epidiolex’s success in treating epilepsy motivated GW Pharmaceutical to manufacture another cannabis-based drug for treating people with a neurological disorder known as autism. Epilepsy and autism have similar symptoms such as loss of cognitive function, poor language skills, and poor socialization skills.

The Director of the AOCD (Autism and Obsessive Compulsive Spectrum, Anxiety and Depression) Program at Montefiore Hospital, Dr Eric Hollander, gets CBDV (cannabidivarin) from GW Pharmaceuticals in UK for the clinical trials. Based on the success of CBDV to reduce seizures, he believes that the hope for treating autism symptoms is in the extract.

Hollander further says that CBDV could help in reducing aggression, self-injury or temper tantrums in autist patients. The clinical trials are headed by Hollander who has 30 years’ experience researching autism. According to Hollander, autism and epilepsy have simiar symptoms.

Autism has no cure. Therefore, Hollander’s focus is on treating the underlying causes of autism, and use of CBDV could help remedy the symptoms.

When CBDV was administered in animals having similar symptoms to autism, the researchers saw that it had significant effect on social functioning, increased cognitive function, less seizures and a reduction in compulsive and repetitive behaviors, thus their application of CBDV on autistic patients.

The clinica trials involve 100 participtants, who are aged between 5-18 years. The treatment takes 12 weeks and will be finalized in September 2021.
