420 with CNW – USDA Publishes Report on the Status of the Canadian Hemp Industry

The U.S. Department of Agriculture (USDA) has released a report that provides details about the status of the hemp industry in neighboring Canada.

The six-page document which was authored by the Agriculture Attaché Evan Mangino indicates that while hemp was legalized in Canada close to 20 years ago and the U.S. only did so last year, the two countries are facing identical regulatory challenges.

Last year, Canada exported approximately 5,400 metric tons of hemp seeds. About 70 percent of those exports were to the U.S., but this figure is expected to drop a great deal once U.S. hemp farmers start harvesting their crop this year.

Until recently, farmers in the U.S. complained that it was hard for them to access viable hemp seeds from Canada. This prompted the USDA to write a clarification in April that under the 2018 Farm Bill, it was legal to import this planting material.

The report also states that most of the hemp grown in Canada is for nonviable hempseed. This is used to make hemp protein powder, hemp meal, hemp flour, hemp-based snacks and hulled hemp seeds.

The current regulatory framework in Canada doesn’t allow hemp or its products to be used as animal or pet food, and CBD isn’t allowed to be used as an ingredient in health supplements. However, the country plans to allow the manufacturers of livestock feed single ingredients (hemp seeds or hemp oil, for example) to apply and get approval to use the product for that purpose.

The hemp and natural products’ industries in Canada have continued to campaign so that the country designs a separate regulatory mechanism for products containing CBD, according to the status report published.

Veterinary associations in Canada have also been pushing for a legal pathway through which the members of those associations can start prescribing products containing cannabinoids, such as THC and CBD, to animals.

However, Canada has only approved one company to conduct clinical trials into the use of CBD and THC to manage anxiety in pets.

Despite the full legalization of cannabis in Canada, there are only three ways through which people can obtain CBD products.

First, residents can buy these products from retailers that have been licensed by provincial governments. This is similar to what happens for marijuana.

Secondly, Canadians can buy CBD products from medical marijuana dispensaries if those interested people are patients registered for the program and they have a prescription from a medical professional.

Alternatively, one can buy drugs containing CBD if the individual has a prescription for that drug and the specified drug has been vetted or approved by the appropriate health care authorities.

These ways to access CBD seem to be identical to what is currently prevailing in the U.S., and since the FDA has suggested that Congress may have to step in or else the agency takes years to develop alternative rules, there seems to be no quick solution to the regulatory challenges.

420 with CNW – Israel to Triple Medical Marijuana Production

According to Israeli media, the government has issued an additional seven medical marijuana cultivation licenses. This decision will result in the tripling of the amount of medical marijuana grown in the country.

The seven companies granted cultivation licenses are Elpis Flora, Briev Agricultural Crops, Medical Cannabis Growing, Rami Sela, Shavit Agro, Natali Buskila and S. Sydan. It is expected that these seven entities will be in position to avail medical marijuana products to Israeli pharmacies by the end of this year.

This week also marks the overhaul of the medical marijuana program in Israel as new regulations come into force. These regulations require medical marijuana producers to sell their products to licensed medical marijuana pharmacies instead of selling those products directly to the certified patients. This move has added the layer of a middleman (the pharmacies) to the industry.

To make the transition smooth, regulators have said that starting with September, medical marijuana producers in the country will be expected to sell at least 10 percent of what they produce to pharmacies.

The volume sold to pharmacies must increase by 10 percent every month so that come January 2020, the entire volume of products grown by licensed cultivators is sold to pharmacies.

Medical marijuana patients and medical marijuana producers in the country have vehemently protested against these changes because the most likely outcome will be an increase in the price that patients have been paying for these products since pharmacies will add a markup to the price at which they buy the products from producers.

However, the government is adamant that the changes will go ahead because they want all products to go through an official distribution channel through which their quality can be checked to confirm that those products meet international standards.

True to the carrot and stick method of management, the government has dangled a juicy carrot to producers who make the necessary changes quickest. Those producers who are the fastest in selling all their products through pharmacies will be considered first when the country starts issuing medical marijuana export licenses.

That bait is irresistible because medical marijuana companies have been crying out for the process of issuing export licenses to be expedited. The companies know that with a limited Israeli population, long-term success can only come when they are allowed to access international markets.

President Reuven Rivlin has called a meeting this week in which the concerns of patients will be discussed so that the anticipated product shortages as strict standards are enforced so quickly can be minimized or avoided. Prime Minister Netanyahu will also attend that meeting.

At the moment, analysts believe that cannabis industry actors like Organigram Holdings Inc. (TSX: OGI) (NASDAQ: OGI) and Plus Products Inc. (CSE: PLUS) (OTCQB: PLPRF) are hoping that their industry counterparts in Israel have a smooth transition to the new rules so that patients aren’t unnecessarily inconvenienced.

420 with CNW – Study Finds the Presence of Marijuana Reduces Local Crime Rates

Many opponents of marijuana legalization have often argued that legalization would open the door to higher crime rates within the neighborhoods where cannabis dispensaries are located. However, a study done in Denver has shown that in the neighborhoods where cannabis dispensaries are opened, crime rates tend to reduce in comparison to the neighborhoods without marijuana dispensaries.

The researchers write that when a marijuana dispensary is opened in an area, a crime reduction rate of 19 percent is noted relative to the overall crime rates within the period under study. This monthly reduction in crime was computed on the basis of neighborhoods with 10,000 residents.

The data used in this study was taken from the monthly crime-related data released by different localities in Denver, Colorado between January 2013 and December 2016. Recreational marijuana sales started in 2014 across the state, and this provides a detailed data set for analysis.

The researchers also took a close look at the location of medical and recreational marijuana dispensaries that opened and those that later closed in different parts of Denver. The team concluded that there was a tendency for marijuana dispensaries to open in the poorer neighborhoods or those with larger populations of minorities.

The team also found that during the period of inquiry, crime rates in Denver increased by about 1.7 percent. The exception to this general rule were neighborhoods in which marijuana dispensaries were opened.

While the researchers admitted that the positive effects of opening a marijuana dispensary were localized in terms of the reduction in crime rates, they were however convinced that when these good effects in different neighborhoods hosting marijuana dispensaries are aggregated, a general benefit can accrue to the entire city.

As for the actual crimes for which a reduction was noted, nonviolent crime was the most noticeable. These included simple assault, trespass, criminal mischief and public disorder, among others.

Regarding drug-related crime, the research revealed that there was a reduction of 2.3 such crimes crimes each month for a neighborhood having 10,000 residents. There were also slight declines in the number of crimes related to heroin, cocaine and methamphetamine.

The researchers were of the view that the increased presence of police in areas with marijuana dispensaries could explain why the crimes related to other drugs like cocaine may have reduced in those areas.

These results give further proof to the conclusions of an earlier study in 2017 which showed that the opening of alcohol retail establishments brought more crime to an area when compared to the opening of marijuana retail facilities.

Analysts believe that marijuana industry actors like Nabis Holdings (CSE: NAB) (OTC: NABIF) (FRA: 71P) and Neutra Corp. (OTCQB: NTRR) feel the industry is vindicated when such research findings are made showing that some of the negative effects attributed to the industry aren’t true.
