American Cannabis Partners Has Vested Interest in Cannabis Act Just Passed by U.S. House

The government is making moves once again to remove cannabis from the list of banned controlled substances, with the U.S. House of Representatives passage of the Marijuana Opportunity Reinvestment and Expungement (“MORE”) Act (https://cnw.fm/9gXLk). The bill now moves to the Senate, and cannabis companies such as American Cannabis Partners (“ACP”) will be watching closely to see what happens next.

The U.S. House of Representatives has passed the MORE Act before, a “Forbes” article reported, a bill that would end the federal prohibition on cannabis by removing it from the list of banned controlled substances. The article noted that the MORE Act was introduced by House Judiciary Chairman Jerrold Nadler, a Democrat from New York, and passed the House with 220 “yea” votes to 204 “nay” votes.

“Cannabis is legal for adult use in 19 states and for medical use in 36 states,” the article reports. “This bill would end the federal ban but leave legalization up to the states. The legal industry generated $25 billion in sales last year, a 43% increase over 2020, and is expected to hit $65 billion in 2030.

“During his opening statement, Nadler said that the bill, if made into law, would reverse decades of injustices waged on Americans, and especially those from communities of color,” the article continued. “‘Whatever one’s views are on the use of marijuana for recreational or medicinal use, the policy of arrest, prosecution and incarceration at the federal level has proven both unwise and unjust,’ Nadler said. ‘For far too long, we have treated marijuana as a criminal justice problem, instead of as a matter of personal choice and public health.’”

During debate on the bill, Troy Carter, a Democrat from Louisiana, stated that 91% of Americans want some form of cannabis to be legal and that there are more important priorities cops should be focused on. Carter noted that “law enforcement cannot afford to chase small pot offenders when violent crime is on the rise nationwide. . . . The war on marijuana is a costly relic of the past.”

For decades, law enforcement has used standardized equipment called breathalyzers to determine the blood-alcohol content of drivers and police-impaired driving. These tests take mere seconds to administer and can give police a decent estimation of how impaired a driver is. As cannabis reform has swept across the country and more states have legalized recreational cannabis, law enforcement and cannabis legalization opponents have argued that legalizing cannabis will inevitably lead to higher levels of impaired driving and road incidents.

We still don’t have a standard test to quickly measure delta-9 THC blood levels. Furthermore, there is relatively little evidence that the level of THC in the breath or blood from recent marijuana use is even associated with impaired driving. With at least a dozen states now allowing recreational cannabis use among adults aged 21 and older, the need to understand the correlation between recent cannabis use and impaired driving as well as develop ways to effectively measure impairment has become even more urgent.

recent study published in “Scientific Reports” did just that, peering into the cannabis plant to study how cannabinoids impact impairment. Two researchers from California ran a one-year clinical study with 74 users who reported using cannabis daily for approximately nine years. The participants had an average age of 25 years, and most of them reported that smoking or vaping were their most preferred methods of consuming cannabis.

One group of study participants had a baseline THC blood level that surpassed THC limits in five U.S. states, even when they were completely sober. This means that in these five states, the study participants were not legally allowed to get behind a wheel even if they had not used any cannabis. Previous studies from Michael DeGregorio, one of the researchers behind the recent study, and other researchers had found that marijuana use could result in short-term functional impairment.

The extent of this impairment depends on factors such as frequency of use and age. Building on previous research, this study found that 16 cannabis users had more than 5ng/ml of delta-9 THC in their blood even though they had abstained from cannabis and were not impaired. Breath and blood samples indicated high THC levels despite no recent cannabis use and no impairment.

Participants who had used cannabis for longer periods had higher baseline THC concentration levels, which in many cases exceeded state limits. However, their duration of impairment was decreased, meaning they were impaired for shorter periods of time even though their baseline THC levels remained elevated. The researchers concluded that THC levels in exhaled breath and blood were not reliable indicators of THC impairment.

420 with CNW — Health Canada Panel Gives CBD the Nod for Mainstream Retail

Cannabis extract cannabidiol (CBD) has become extremely popular over the past decade due to claims of its medical efficacy. CBD is said to be effective against a wide variety of medical issues, and it has even been approved as a major ingredient in a drug used to treat seizures in pediatric epilepsy.

Additionally, the cannabinoid is so versatile in its applications that it can be infused in a range of foods and beverages and still be effective. However, there have been questions about whether approving CBD for mainstream retail would have adverse medical outcomes, especially considering the fact that it is an active ingredient in an approved drug.

CBD retailers and users in Canada will now be happy to know that the country’s top regulator has deemed CBD use by healthy adults without a prescription as “safe and tolerable.” A nine-member Health Canada panel, the Science Advisory Committee on Health Products Containing Cannabis, ruled that short-term CBD use (30 days maximum) at a dose of 20 to 200 mg. per day is safe and tolerable.

This decision comes three years after Canada’s top health regulator formed a team of experts to review whether or not CBD-infused products should be approved for mainstream retail sale without the need for a doctor’s prescription or in a recreational cannabis store.

Health Canada may not have any legal obligation to act on the panel’s recommendation, but it could prove to be a boon for Canada’s nonexistent legal CBD market. As it stands, the country considers CBD a controlled substance and regulates it like delta-9 THC, the main psychoactive component in cannabis. The result is that most of the CBD sellers in Canada operate in the illicit market. This has led to an influx of untested and unregulated CBD products that could be putting consumers at risk.

According to Paul Pedersen, CEO of Nextleaf, Vancouver-based cannabis extraction company, Canada’s black market for CBD products is pulling in an estimated $4 billion per year. If Health Canada decides to act on the panel’s recommendation and approves mainstream retail sales of CBD, Pedersen envisions CBD products will be sold next to other dietary supplements in drug and grocery stores. Speaking to MJBizDaily, he said that he is looking forward to moving CBD sales to any location that sells vitamins.

As per the panel, there are plenty of Canadians who would like to access cannabis-infused products without the need for a physician’s oversight. Still, the panel encouraged CBD manufacturers to put warning labels on their products.

The panel also noted that, unlike THC, cannabidiol was not psychoactive and won’t get most adults high. Furthermore, the panel did not distinguish between hemp or marijuana-derived CBD and did not conclude that CBD was therapeutically effective.

Given that Canada has blazed a trail that other developed countries have followed, it isn’t far-fetched to expect that the recommendations made on selling CBD in mainstream retail outlets will be taken up so that companies such as American Cannabis Partners can have the leeway to market these products as dietary supplements or any other form they choose.

420 with CNW — Federal Health Agencies Consider Funding Research into Minor Cannabinoids

If you ask the average American if they know what cannabinoids are, they’ll probably mention delta-9 THC, the main psychoactive component in cannabis, or cannabidiol (CBD). These are the most abundant cannabinoids in the cannabis plant as well as the most popular. As a result, they have received a lot of public and scientific attention in the past couple of years amid sweeping cannabis reform.

What many people don’t know is that the cannabis plant produces more than 100 cannabinoids, although most of them occur in small quantities. Cannabis also produces a variety of terpenes and flavonoids that significantly impact the quality of the final product. A group of federal health agencies is now looking into funding research on the possible therapeutic benefits of minor cannabinoids and cannabis terpenes.

The announcement was made via a notice of special interest (NOSI) posted by the National Institutes of Health (NIH) and eight of its component agencies; the NOSI was titled  “Promoting Mechanistic Research on Therapeutic and Other Biological Properties of Minor Cannabinoids and Terpenes.”

Every cannabinoid except THC is considered a minor cannabinoid. While THC has been subject to plenty of research, especially in recent years, there is little scientific research on lesser-known or minor cannabinoids, including CBNCBG and delta-8 THC. The notice states that the agencies are interested in studies involving model organisms and human subjects that look into the impact of terpenes and minor cannabinoids.

The notice goes on to say there is specific interest in preclinical studies of minor cannabinoid-terpene combinations and combinations of minor cannabinoids and other natural products that could enhance health benefits and tamp down on side effects. The notice stated that terpenes and minor cannabinoids may be able to alleviate a wide variety of pathological diseases and conditions; it also encouraged experts from multiple fields to collaborate in this much-needed research.

As per the notice, the eight agencies under the NIH will be tasked with different research objectives and will have specific research requests for scientists. Those agencies include the National Cancer Institute (NCI), the National Center for Complementary and Integrative Health (NCCIH), the National Institute on Aging (NIA), the National Eye Institute (NEI), the National Institute on Alcohol Abuse and Alcoholism (NIAAA), the National Institute on Drug Abuse (NIDA), the National Institute of Dental and Craniofacial Research (NIDCR) and  the National Institute of Neurological Disorders and Stroke (NINDS).

NCCIH is interested in the impact of minor cannabinoids and terpenes on pain, NCI is looking to understand how minor cannabinoids and terpenes can affect cancer treatment, and NIAAA plans on researching how CBD and other cannabinoids can impact alcohol use disorder treatment.

This interest in studying the effects of minor cannabis compounds could signal that federal health agencies are beginning to recognize that marijuana does have therapeutic potential, and the time may not be far off when cannabis policy will be overhauled at the federal level so that legitimate companies such as Cannabis Strategic Ventures Inc. 420 with CNW — Governors’ Group Recommends Addressing Impaired Driving by Collaborating with Budtenders

As more states have passed cannabis legislation, cannabis reform opponents and even law enforcement have raised the question of how to police cannabis-impaired driving. This is a valid concern, especially when you consider the fact that there is no standardized test for cannabis blood levels.

If the government would like to successfully discourage people from driving while under the influence of cannabis, a report from a governor’s group recently posited, it would have to ditch cannabis stereotypes and work with budtenders. The new report, which was issued by a group with the backing of all 50 governors’ offices, emphasizes that public education campaigns on the harms of impaired driving should not stereotype or mock cannabis consumers. Rather, the report said, this messaging would be more effective if it comes from sources that are at the heart of the cannabis industry and have the trust of consumers.

We still don’t know a lot about cannabis-impaired driving and its impact on accident statistics. A June report from the Governors Highway Safety Association revealed that cannabis reform has had mixed results on road accidents and fatalities. The report showed that some studies have found a reduction in accidents after medical cannabis legalization while others have found an increase in traffic incidents post-legalization.

The report was funded by the National Alliance to Stop Impaired Driving and Responsibility.org. The Governors Highway Safety Association acknowledged that law enforcement’s ability to determine causation is limited by a lack of standardized tools to measure active THC impairment.  Even so, the report noted that the public is increasingly seeing cannabis-impaired driving as less risky, which has necessitated updated public education initiatives.

The aforementioned report provided a couple of recommendations to guide states with legal cannabis markets on how they can effectively address THC-impaired driving. One such recommendation was to use messengers who are essentially community-based industry insiders and who regularly interact with cannabis consumers rather than government representatives.

The recommendations provide an exception to law enforcement officials who have been trained to detect drug impairment. Furthermore, the report suggested that cannabis safety messages from law enforcement should ideally come from “less conventional law enforcement representatives,” such as native speakers, women officers and officers who are people of color.

The Governors Highway Safety Association also recommended working with budtenders or retail marijuana salespeople to push cannabis safety messaging to consumers because they will have a better chance of delivering these messages effectively. The organization emphasized that using nontraditional and diverse messengers, especially those trusted by the community, would improve cannabis-safety message reception.

Teaming up with cannabis industry actors, such as Prime Harvest Inc., could be a great step because consumers already trust these entities enough to buy their products, so any safety messages delivered by the personnel at these companies may elicit a better reception and stand a higher chance of being implemented to minimize impaired driving.

420 with CNW — Tennessee’s First Marijuana Restaurant Slated to Open This Month

The state of Tennessee will soon join the growing number of states that have launched markets for cannabis-infused products: Buds & Brews, the first cannabis business in Tennessee, is slated to open its doors to the public this month in Georgetown. The marijuana business first announced that it would be opening earlier this year, stating that it will provide traditional bar foods alongside cannabis-infused condiments that are manufactured and presealed in a facility before being sent to the restaurant.

Buds & Brews president and owner Michael Solomon says patrons will be able to order regular food and season it with THC and CBD-infused condiments. He said that the company has infused cannabis into the 25 most common condiments ranging from steak sauce and ketchup to ranch dressing and honey mustard. Using dosing spoons that are in line with the state’s legal cannabis limits, patrons will be able to receive one to five milligrams of cannabis-infused condiment per serving.

Solomon says these doses are so small that you could safely try a variety of condiments in one sitting. This controlled microdosing is especially beneficial for rookies who would like to give cannabis products a chance. On top of the condiments, Buds & Brews will also offer THC-infused desserts and mocktails on its menu. Solomon noted that the business will include novelty products such as deep-fried cannabis leaves on its menu.

Solomon has spent the past decade or so learning how to grow top-of-the-line cannabis, and he is now using his knowledge to enter the restaurant industry to bring top-shelf cannabis products to the public. He is also the founder and owner of Craft Cannabis, a marijuana company that develops THC-infused products, including the marijuana-infused condiments that will be available at Buds & Brews.

As per state law, Craft Cannabis only uses THC derived from industrial hemp with less than 0.35% THC. Craft Cannabis also handles the entirety of its operations locally, with Solomon saying that the firm cultivates, extracts and develops different cannabis-infused retail products in Tennessee.

Buds & Brews cofounder Dalton Crow has deep roots in the bar industry; his family owns 10 establishments in middle Tennessee, and he grew up steeped in the sector. While Crow’s family’s has been involved in the bar scene, Crow has not; Buds & Brews will be his first personal venture. In a news interview, Crow said that he was excited to team up with “some great guys” and make his own footprint in the bar and restaurant segment.

As more states and jurisdictions loosen their marijuana restrictions, industry players such as Flora Growth Corp. (NASDAQ: FLGC) are likely to come up with more innovative products targeting different segments of the market.
