420 with CNW — Study Finds Marijuana Users Less Prone to Complications Caused by Spinal Fusion Surgery

A new study carried out by orthopedic specialists has looked into the relationship between the use of marijuana and surgical outcomes. The specialists, who are associated with SUNY Downstate Health Sciences University, found that patients with a history of marijuana use were less likely to experience unfavorable medical outcomes after a spinal fusion surgery, in comparison to nonusers.

The study’s findings were published in the “Iowa Orthopedia” Journal.

For their research, the specialists recruited about 700 patients aged 18 and older, all of whom had undergone lower back spinal fusion surgery for adult spinal deformity. Adult spinal deformity includes disorders such as primary degenerative sagittal imbalance, iatrogenic spinal deformity and adult spinal scoliosis and usually presents in late adolescence or adulthood.

One-half of the study sample participants revealed that they were marijuana consumers while the other one-half admitted to not consuming cannabis. The study’s objective was to compare 90-day readmission, 90-day complication and two-year revision rates between nonusers and users of marijuana.

The researchers found that marijuana consumers experienced considerably lower rates of medical complications during the 90-day period following surgery, recording 2% for users of cannabis and about 4% for nonusers. They also found that overall, complication rates were higher among nonusers in comparison to users of marijuana, at 4.8% and 2.4% respectively. This is in addition to finding that those with a history of marijuana use weren’t as likely as nonusers to seek post-op readmissions.

In their report, the researchers stated that more research into the effects of marijuana in neuropathic pain management was needed. They explained that with expanding decriminalization and shifting public sentiment, it was vital to identify how baseline marijuana use influenced post-op outcomes of patients with adult spinal deformity who had undergone spinal fusion surgery.

The researchers added that the results, which showed that marijuana was negatively associated with 90-day medical complications, were consistent with some prior studies.

However, the results weren’t consistent with one 2020 study, which demonstrated no significant difference in complications between nonusers and marijuana users who had undergone lumbar spinal fusion. The researchers noted, however, that this particular study was performed with patients from one surgeon.

They also noted that as life expectancy increased, the prevalence of adult spinal deformity would increase, with more surgical corrections expected to take place in the future. Furthermore, they argued that randomized-controlled studies could help to identify the impact of the isolated use of marijuana on the post-op course of patients who had undergone complex procedures.

420 with CNW — New Bipartisan Bill in Congress Would Expunge Cannabis Criminal Records

For most cannabis reform activists and lawmakers, cannabis legalization has been a matter of criminal justice reform. Most, if not all, state cannabis reform bills contain some sort of social justice provisions and have invested monies toward undoing the harms of the failed drug war. One such social justice effort has been expunging the records of people who were convicted of low-level marijuana offenses.

To that end, bipartisan lawmakers have filed a bill that would design a procedure for the expungement of federal misdemeanor cannabis convictions and give courts the authority to recommend eligible cases for presidential pardons. Introduced by Democratic and Republican representatives Troy Carter and Rodney Davis, the Marijuana Misdemeanor Expungement Act would require the chief justice of the United States to enact rules to expedite the “review, expungement, sealing, sequester and redaction” of low-level federal marijuana offenses from people’s records.

According to the legislation, several criminal codes can be considered “expungable events,” meaning people who were convicted under these codes are eligible to have their records expunged. This includes criminal codes that criminalize the possession and distribution of small amounts of cannabis without financial compensation. It also covers any nonviolent federal infractions, civil penalties, petty offenses and misdemeanors that involve cannabis and cannabis-related equipment.

In a press release, Davis said given that dozens of states have legalized cannabis use for either medical or recreational purposes, the country’s criminal justice system has to keep pace to ensure that people aren’t being penalized for low-level misdemeanor offenses that are no longer criminalized. Davis said that misdemeanors can prevent people from becoming employed and essentially prevent them from participating in society.

The new legislation would deliver much-needed justice to thousands of citizens who have had their lives disrupted by a misdemeanor cannabis offense and suffered inordinate collateral consequences, said Carter. He noted that these misdemeanors, even if they don’t result in a conviction, can have severe lifelong consequences such as limiting people’s access to housing assistance, educational aid and occupational licensing.

As per the legislation, the chief justice will have 12 months from the bill’s passage to put forth procedural expungement rules. Every federal district will be given two years to run a thorough analysis and issue expungement, sealing and sequestering orders pursuant to the chief justice’s rules. Once an individual’s record has been expunged of low-level cannabis misdemeanors, the legislation states that any legal proceedings related to cannabis will be treated as if they never happened.

These are badly needed changes to the criminal justice system. Enacting them would go a long way toward showing how legalizing marijuana at the state level and letting companies such as Advanced Container Technologies Inc. 420 with CNW — New Comments Suggest That Cory Booker May Be Warming Up to Marijuana Banking Reforms

Sen. Cory Booker is the lead sponsor of a cannabis legalization measure that was recently filed in the Senate. The measure was cosponsored by Ron Wyden, chair of the Senate Finance Committee, and Senate Majority Leader Chuck Schumer.

Booker has, in the past, resisted calls to approve marijuana banking bills, citing that before this is done, comprehensive legalization needs to be enacted. The legalization measure was discussed at the hearing before the Senate Judiciary Subcommittee on Crime, which is chaired by Booker. Toward the end of the meeting, the bipartisan SAFE Baking Act was also discussed, with Booker making comments that left many with the impression that he did see a path forward for a version of the banking measure in the short term.

He discussed an experience he’d had in Illinois, where he met with Black marijuana entrepreneurs who had sold their belongings, been forced to take out mortgages on their homes and essentially crippled themselves financially just so they could stay afloat in the cannabis industry. He also talked about concerns with the economic status quo of the marijuana industry, particularly as it relates to the inadequate representation of businesses run by minorities.

Booker explained that unlike economically and socially disadvantaged entrepreneurs, larger cannabis corporations were still thriving despite prohibition because they had access to financial services and capital. He noted that it was frustrating to see communities that were most affected by the prohibition of cannabis being excluded and not being adequately represented in this industry, which was still growing.

He also talked about how allowing the SAFE Banking measure to be approved would hinder larger corporations and individuals who already have resources from squeezing out individuals with past cannabis convictions and those from lower income backgrounds.

In the past, Booker and his colleagues have suggested that the banking bill would primarily benefit large companies, which lacks the equity component they are championing for in broader measures such as the Cannabis Administration and Opportunity Act. Thus far, the SAFE Banking Act has been approved in the House seven times but stalled in the Senate consistently, largely because of Booker’s opposition in bringing it to a vote. Last year, Booker stated that he would do everything to stop an easy banking measure that would enable corporations to make more money off this, instead of focusing on the aspect of restorative justice.

Booker revealed in an interview after the hearing that he understood the banking bill’s urgency but was hopeful that they could get the SAFE Banking Act with restorative justice principles added, approved.

The entire cannabis sector, including companies such as Prime Harvest Inc., would see some relief when tangible reforms are enacted at the federal level so that the marijuana industry attains some measure of normalcy in its operations relative to other industries in the economy.

Cannabis is one of the fastest-growing industries in America for good reason. Thailand, which recently decriminalized the private cultivation of cannabis and sanctioned the use of cannabis leaves and extracts in foods, drinks and cosmetics, is beginning to rake in profits from the cannabis market. Consumer demand for cannabis products exploded as soon as the country lifted restrictions on cannabis, with Thai companies earning big bucks from the sale of products such as cannabis-infused skin-care products, bubble tea and desserts.

Thailand was the first Asian country to decriminalize the private cultivation and consumption of the entire cannabis plant. It was also the first nation in southeast Asia to legalize cannabis for medical use and research when it passed medical marijuana regulations in 2018. Thailand’s medical cannabis industry has boomed since then, and officials are hoping to turn the country’s cannabis industry into a money-making machine.

According to Thai Health Minister Anutin Charvirakul, Thailand’s cannabis industry is projected to achieve a valuation of more than $4.33 billion in the next five years. Speaking to Reuters, he said that his wish was for people to get rich from selling cannabis products in a positive way. A major driver behind cannabis reform in the country, Charvirakul emphasizes that his cannabis policy only involves healthcare and medical purposes.

Charvirakul stated that anything beyond medical use was inappropriate and that the country needed laws to control cannabis use. Thailand’s government even issued new cannabis regulations after decriminalization reforms led to fears that there were no restrictions on age and public use. The new regulations restricted cannabis use to people older than 20 years old as well as forbidding minors, pregnant women and breastfeeding mothers from smoking cannabis; the regulations also ban all public smoking of the drug.

Since recreational cannabis isn’t legal under Thai law, commercial cannabis products can only contain cannabidiol (CBD). Unlike THC, cannabidiol is not psychoactive and will not make users feel high. For products to be approved, they have to contain less than 0.2% THC. Charvirakul states that due to public health laws, recreational cannabis use isn’t permitted in the country.

420 with CNW — House Approves Cannabis Research Measure, Senate Expected to Follow Suit

Earlier last week, the House passed a bipartisan cannabis research measure that would make it easier to conduct necessary medical research on this plant. The Senate is expected to pass the measure soon, which will make this bill the first standalone marijuana reform proposal to be advanced to the president’s desk.

The measure, dubbed the Medical Marijuana and Cannabidiol Research Expansion Act, was considered on the U.S. House of Representatives’ floor under the suspension of rules of parliamentary procedure. This procedure is a motion reserved for noncontroversial initiatives that limits debate in the chamber and allows no amendments. For this procedure to be used, no less than two-third support of the House is needed to approve a measure.

The bill, which was sponsored by Rep. Andy Harris and Rep. Earl Blumenauer, was approved by the House in a 325-to-95 vote. Ahead of the vote, some bipartisan legislators spoke favorably about the bill, with the results showing that all Democrats and the majority of the Republicans were in favor of its passage.

On the floor, Harris stated that this measure would make it easier to carry out more studies on cannabis as the American public deserved to know what medical cannabis was useful for. He noted that it would protect patients as well by modernizing the research techniques used and bringing medical cannabis up to the scientific standards set for every other type of drug sold as medication in America.

In a press release, Blumenauer stated that research was a foundational element of marijuana policy, explaining that it was crucial that scientists were able to fully conduct research on the health benefits of marijuana. He also noted that the federal government had stood in the way of progress and science for a long time, which had imposed barriers for scientists who would like to obtain resources and approval to study marijuana. This bicameral bipartisan measure, he declared, would help to change that.

Frank Pallone, chair of the House Energy and Commerce Committee, also stated on the floor that the bill brought Congress to an overdue historic moment, explaining that studies on cannabis had been regulated in a restrictive way because of the plant’s status as a Schedule I substance. This, he explained, meant that the existing research wasn’t an accurate representation of the products available to most individuals in the country.

Meanwhile, Harris and Blumenauer have also advocated for a separate marijuana research initiative, which cleared the chamber a few months ago.

Once the recently passed cannabis research bill gets the nod from the Senate and is signed by the president, studying marijuana could get a little easier for entities such as Cannabis Strategic Ventures Inc. The U.S. Departments of Veterans Affairs recently confirmed that a key position in the department had been filled after the Senate voted to confirm President Joseph Biden’s nominee: Shereef Elnahal. In the past, Elnahal has served as the state health commissioner in New Jersey. He helped expand the medical cannabis program in the state while also advocating for the federal legalization of cannabis.

Elnahal, who has been appointed as the Undersecretary of Health at the VA, will be in charge of leading a central division of the VA that has, up until now, prevented doctors from issuing medical marijuana recommendations to military veterans. In a statement, Elnahal talked about how he had run the medical cannabis program in New Jersey, making it easier for veterans to enroll in the program. He has in the past made it clear how he feels about the status of cannabis as a Schedule I drug under the Controlled Substances Act.

In 2018, he tweeted that marijuana needed to be descheduled at the federal level; he also listed complications of the state-federal policy conflict, which include limited access at health care facilities, inadequate research funding and high costs for patients.

During Elnahal’s confirmation hearing, Senator Dan Sullivan spoke about his marijuana regulatory background and also expressed frustration over the VA’s opposition to legislation, which would promote research into the therapeutic potential of cannabis for conditions which commonly affected the veteran population. Sullivan also asked Elnahal whether he’d observed any benefits from his cannabis regulatory work.

Sen. Jon Tester, who cosponsored the VA marijuana research bill with Sullivan, stated that he was aware of the many health conditions that individuals used cannabis to treat. He noted that he’d be fully on board if there was evidence that supported the use of marijuana as an alternative to dangerous medications, but he added that science needed to support the plant’s medical uses.

Despite the VA testifying against modest marijuana initiatives time and again, this hasn’t stopped legislators from filing and advancing measures and amendments to revise the department’s directives and force policy changes. For instance, the House recently approved an amendment that tackled the issue of permitting VA doctors to issue medical marijuana recommendations to veterans. However, it remains unclear which direction the Senate will take on the matter.

Meanwhile, other bipartisan legislators have directed attention toward veteran and cannabis-related issues, with the House taking up an Appropriations and Defense Bill for the 2023 Fiscal Year.

If the federal government continues on this trajectory of appointing progressive people to key policymaking positions, it may not be long before marijuana prohibition is ended and the sales of ancillary entities such as Advanced Container Technologies Inc. Cannabis has proven to be extremely lucrative for states with legal markets. In 2021 alone, states collected more than $3.7 billion in recreational cannabis taxes, a 34% jump from the taxes legal states received the previous year. Illinois, which launched recreational cannabis sales in January 2020, has seen impressive sales in recent months. For FY 2022, the state has recorded around $1.5 billion in cannabis sales compared to $1 billion last year.

Illinois collected a total of $445.3 million in taxes from cannabis sales, a nearly 50% increase in revenue compared to the 2021 fiscal year when it collected $297 million. In addition, $146.2 million in cannabis tax revenue was deployed to local governments, up more than 70% compared to the previous year. On the social justice front, state regulators approved 149 social equity cannabis retail licenses.

This is three times the number of cannabis storefronts that are currently operational and will allow the state to significantly expand access to cannabis in the coming months, which could, in turn, impact cannabis sales and tax revenue numbers. In a press release, Governor J.B Pritzker noted that Illinois has done more than any other state in the country to put social justice and equity at the center of its cannabis industry.

Furthermore, he said that the state has made efforts to ensure that communities that were disproportionately affected by the war on drugs have been given the opportunity to participate in the cannabis industry. Thanks to the 50% increase in cannabis sales, Illinois saw a significant increase in cannabis tax revenue, Pritzker said, with a portion of every cannabis tax dollar being reinvested into these communities.

Illinois state law requires that 25% of cannabis sales tax revenue go toward programs designed to support communities that were historically impacted by the failed war on drugs, were economically distressed, or have higher-than-normal rates of violence. Senate Majority Leader Kimberly A. Lightford said that the recreational cannabis market has been a boon for Illinois’ economy, providing consistent cash flows to essential programs for mental health, violence prevention, and local governments.

According to State Representative Jehan Gordon-Booth, the cannabis taxes are vital and provide much-needed resources for marginalized and disenfranchised communities that suffered the brunt of the drug war. He noted that state policymakers are aware of the pain and trauma these communities have experienced and that they are working to repair the harms of the drug war.

420 with CNW — Colorado Firm Set to Conduct Marijuana Research for Alzheimer’s Patients

Over the past decade or so, plenty of studies have found marijuana to be effective at treating the symptoms of a variety of medical conditions. However, most of this research is in its infancy, and experts unanimously agree that we need a lot more clinical trials to definitively prove marijuana’s medical potential.

In Colorado, MedPharma Research, a leading research company in the medical cannabis field, recently announced that it had been granted funding to research the efficacy of marijuana in Alzheimer’s patients. The company submitted a proposal to the Colorado State University Institute of Cannabis Research’s (ICR) FY23 Cannabis Research Opportunity and was ultimately selected for funding.

A panel from the ICR reviewed MedPharma’s proposal and scored it based on approach, significance, environment, broader impact and data analysis. Titled “Isolation and Pharmacological Evaluation of Phytocannabinoids for Alzheimer’s Disease,” the proposal received praise from the ICR panelists due to its novelty, type of training scientific interns received, and the clarity with which it defined evaluation metrics for every data analysis goal.

Given that Alzheimer’s affects millions of Americans and still has no cure, plenty of people stand to benefit if the research from MedPharma uncovers concrete proof of marijuana’s effectiveness. As it stands, there are a variety of treatments that can be used to alleviate Alzheimer’s symptoms and change the progression of the disease. However, there is no cure for the neurodegenerative disease.

The condition is associated with increased levels of inflammation and oxidative stress in the brain. Cannabidiol (CBD), which has anti-inflammatory and anti-oxidant properties, could be used to treat Alzheimer’s by addressing the inflammatory and oxidative mechanisms behind the disease. Scott Karolchyk, MS, RPh, MedPharma director of formulation and development, notes that CBD also has neuroprotective properties, has proven to be effective in vivo in previous studies, and is nonpsychoactive, making it an even more suitable candidate for research into treatments for Alzheimer’s.

He states that the study will give MedPharma the data it needs to develop innovative, bioavailable and bioequivalent dosage forms. MedPharma President Albert Gutierrez said that undertaking such an unprecedented study is what sets his company apart from other companies in the marijuana research and development game. MedPharma will pursue any means it can to develop therapies to treat Alzheimer’s, he said, and studying how compounds such as CBD function will bring the company one step closer to understanding Alzheimer’s.

MedPharma Director of Pharmacology & Experimental Therapeutics Duncan Mackie, PhD, called the announcement a big win for the cannabinoid research community as a whole, stating that it will offer the first clear cellular and mechanistic evidence on the efficacy of cannabis and cannabinoid products against Alzheimer’s.

This and other ongoing marijuana studies are likely to be followed closely by the cannabis industry and its established actors such as Cannabis Strategic Ventures Inc. (OTC: NUGS) since they will add onto the scientific documentation debunking the thinking at the DEA that marijuana has no medical value and should therefore remain a highly controlled substance.
