420 with CNW — Poll Shows Most Americans Support Cannabis Legalization

Over the past couple of years, public opinion on cannabis has seen a significant shift. After decades of prohibition, anti-cannabis rhetoric and harsh sentencing, plenty of people didn’t look too favorably on the controversial plant. But as more states have launched medical cannabis markets and marijuana’s possible benefits have come to light, public support for cannabis legalization has been on the rise. This has been reflected in a couple of surveys, with a recent poll by Rasmussen Reports finding that a majority of Americans support the national legalization of cannabis.

More specifically, 62% of the survey participants said that they were in favor of national legalization. Interestingly, 54% of Republicans said they supported legalization compared to 68% of Democrats and 62% of those who claimed another political affiliation. When asked whether they thought legalization should be left to the federal, state or local authorities, 47% said they favored the federal government, 32% felt legalization should be a state decision, and 11% preferred to have local authorities in charge. In addition, 53% of the participants said that they lived in a state with a legal cannabis market, and 38% lived in states that didn’t allow cannabis.

Furthermore, 50% of the respondents said that they had smoked the substance in the past while 45% reported that they hadn’t. Most of the respondents who support cannabis legalization in the country skewed younger. Only those aged 65 and older (40%) and those with incomes of more than $200,000 did not report majority support for national cannabis reform. This is the second poll over the past week to demonstrate the support for cannabis legalization among the general public. A Gallup survey released a few days ago revealed that 68% of adults in America backed legalizing marijuana, similar to what a Gallup poll found in November 2020.

Lawmakers are currently hard at work on drafting federal legalization bills. Senate Majority Leader Chuck Schumer, Senate Finance Committee Chairman Ron Wyden and Senator Cory Booker are working on a bill that would federally deschedule cannabis, and Republican Rep. Nancy Mace is set to unveil a bill that would federally legalize and tax marijuana to the House.

In September the House Judiciary Committee approved the Marijuana Opportunity, Reinvestment and Expungement (“MORE”) Act a week after it voted in favor of a defense bill that contained language protecting banks that work with businesses in the state-legal cannabis sector.

Despite all the public support for cannabis legalization and efforts by lawmakers to craft cannabis reform, Biden still doesn’t support broad legalization. He prefers modest reform that would decriminalize cannabis at the federal level, legalize medical use and grant states the freedom to determine their own cannabis policies.

420 with CNW — Bill Allowing Researchers to Study Cannabis from Dispensaries Advanced to President’s Desk

Last week, the House of Representatives passed an infrastructure legislation that includes provisions which will permit researchers to conduct research on the cannabis that consumers purchase from state-legal dispensaries.

This bill, which has been advanced to President Joe Biden’s desk, also encourages states that have enacted laws to legalize marijuana to educate individuals on impaired driving. A study that was funded by the federal government found that the amount of THC in an individual’s system after they had consumed cannabis wasn’t a reliable predictor of impairment.

Despite this finding, however, the measure directs that the transportation secretary work with the secretary of health and human services and the attorney general to compile a public report in two years, which should include recommendations on permitting researchers to access retail-level cannabis to conduct research on impaired driving.

A provision in the legislation also states that the report should contain a recommendation on the establishment of a national clearinghouse, which will gather and distribute strains and samples of cannabis for scientific research, including cannabis and products containing cannabis that is lawfully available to consumers or patients on a retail basis in a particular state

In another interview, Sen. John Hickenlooper stated that citizens in the country supported the legalization of cannabis, noting that the measure being enacted into law would be a step forward toward researching how the government could regulate marijuana-impaired driving accurately as well as safely.

This move by the House comes as Democratic legislators in Congress work on advancing different cannabis legalization measures, including a federal measure that was approved in September by the House Judiciary Committee.

Separately, the House Veterans’ Affairs Committee also approved an initiative last week that directs the Department of Veterans Affairs to carry out clinical trials on the medical benefits of cannabis for military veterans with chronic pain and post-traumatic stress disorder.

Additionally, the DEA recently suggested that a significant increase be made to the production of psilocybin and cannabis for research purposes. The agency’s objective is to assist in the development of new therapeutic medications, which will be federally approved.

The agency has also released a notice announcing that it plans to approve the applications of different firms, which will allow said companies to become federally authorized marijuana manufacturers. The marijuana will be used for research purposes.

In an interview, Nora Volkow, director of the National Institute on Drug Abuse, asserted that allowing researchers to study marijuana from state-licensed dispensaries was scientifically valuable.

These different efforts by advocates point to the possibility that sooner rather than later, marijuana may be decriminalized federally and industry players such as American Cannabis Partners will have fewer hoops to jump through as they grow their operations beyond state borders.

420 with CNW — How to Calculate THC Levels in Marijuana Edibles

THC, or delta-9 tetrahydrocannabinol, is the chemical agent responsible for marijuana’s psychoactive effects. When ingested, the effects of THC tend to be stronger and last longer, meaning any dosage mistakes can leave users feeling uncomfortably high for hours. In fact, many a first-time user has ingested too much THC and vowed never to consume cannabis again due to the intense and often uncomfortable experience.

So how exactly would you calculate THC levels in marijuana edibles at home without access to scientists and fancy machines?

The first thing you should do is find out the cannabinoid content in the cannabis flower you plan to use. This will include THCA, the precursor to THC. In cannabis flower, THCA usually converts to THC once the flower is combusted in a process called decarboxylation, but in the case of edibles, you will have to heat your flower in butter or high-quality oil. The amount of THC that will convert to THC is referred to as the decarb rate and will determine the final dosage of edibles. The recommended dose for beginners is one to five milligrams of THC with one equaling 1,000 milligrams. Once you’ve settled on a dose, it’s time to estimate the decarb rate.

Let’s assume 90% of the THCA in your flower will decarb into THC. The next step will be to estimate the extraction efficiency, meaning the amount of THC that will be extracted from the flower and infused into the oil or butter. Most experts set the average extraction efficiency at 30% to 40% but we’ll assume a 60% extraction efficiency to stay on the safe side.

Once you know how much THC your flower contains and you have the decarb rate and extraction efficiency down, you’ll have to do a little math. Presuming you use 10g of cannabis flower with 20% THC, giving you a total of 2,000mg THC, your formula would be 2,000mg x 0.9, or the amount of THC x decarb rate.

This would give you a THC yield of 1,800 mg, which you would then multiply by the extraction efficiency of 60%; 1,800 x 0.6 would result in oil or butter infused with 1,080mg of THC, enough for 216 5mg portions. Regardless of the decarb rate and extraction efficiency estimates you use, you should multiply the amount of cannabis by the decarb rate and then multiply the answer by the extraction efficiency rate. Do the math several times. Furthermore, make sure you mix the oil or butter thoroughly to ensure THC is evenly distributed.

The use of cannabis has been increasing among older people as research uncovers more about the impact of the plant’s use among adults. Data from last year’s National Survey of Drug Use and Health shows that the number of adults aged 65 and above who reported recent marijuana use rose by 18%. The survey also found that the number of older individuals who reported that they had used cannabis at some point in their life had increased to 36%, which signals a potential shift in willingness to be more open about prior indulgences.

Individuals with a medical cannabis card in the state of Florida can legally purchase THC products in the state, with those eligible revealing that the process to obtain the card was simple. The process entails taking an eligibility survey to see if one qualifies for medical cannabis in the state. If an individual believes that they qualify, they can then schedule an appointment with qualified medical cannabis doctors.

Before the appointment, patients are advised to get their medical records in order. This especially applies to those who have a prior diagnosis that makes them eligible to use medical cannabis. At the scheduled time and place, patients will be given a recommendation by a physician after their medical records have been reviewed.

After this, they can then complete and submit an application with the state. All applicants have to pay the $75 application fee. The state of Florida usually takes two to four weeks to process the application, after which patients will receive an email on the status of their application.

Trulieve, a marijuana company based in Florida, operates almost 20 dispensaries in the Tampa Bay area. The company, which is one of the leading marijuana providers in the state, gives a 10% discount to consumers aged 55 and above every Sunday.

While the company declined to give data on the total number of its clientele in this age range, its spokesperson revealed that seniors made up a big percentage of registered individuals in the state, noting that the firm had observed a significant increase in the use of marijuana among older people in the last few years.

Additionally, chief marketing officer Valda Coryat stated in an emailed statement that the company had observed that older individuals were receptive to marijuana and its medicinal benefits. Coryat added that in comparison to any other audience, seniors were some of the company’s most passionate and educated users of the medicinal herb.

Given that seniors don’t easily take up unfamiliar habits, the survey results indicating that more seniors are using marijuana is a kind of testament that this demographic is probably benefiting from the medicinal marijuana products manufactured in Florida by companies such as Red White & Bloom Brands Inc. 420 with CNW — Republican-Sponsored Bill Could Be Ideal Federal Cannabis Policy Reform Law

Democrats have generally been at the helm of cannabis reform, especially at the federal level. The most prominent cannabis bills, ones that would federally decriminalize cannabis and allow for federal cannabis taxes as well as give businesses in the cannabis space access to financial services have been helmed by Democrats. However, stakeholders have said that getting Republicans to pass comprehensive cannabis reform will be almost impossible, especially if it was prepared by the left. A new Republican-led marijuana bill may be the answer to this dilemma.

Led by Rep. Nancy Mae, the legislation titled the States Reform Act may be the compromise between the more modest marijuana reform that Republicans have proposed and the comprehensive cannabis reform Democrats would like to pass. The measure is currently being circulated among industry stakeholders to get feedback, with the final version being officially filed later this month.

If the bill receives enough support from the GOP, we may finally see Congress pass federal cannabis reform. Given that the bill champions the right of states to decide how they want to handle cannabis as well as the business interests of already existing cannabis firms, it is likely that the GOP may support the bill.

Through the States Reform Act, Mae, who was also the only Republican to vote in favor of a marijuana research bill for vets, is looking to deschedule cannabis at the federal level and create a regulatory framework while ensuring the new laws do not burden or undermine already existing state cannabis markets. A 3.75% excise tax would be used to fund grant programs for the Small Business Administration Program, community re-entry, law enforcement and aid for new cannabis businesses. Interstate commerce would be regulated by the Treasury Department’s Alcohol Tax and Trade Bureau (“TTB”) and the Food and Drug Administration (“FDA”) would have limited regulatory control over recreational cannabis.

Mae’s new 116-page cannabis legislation would cap access to recreational cannabis at 21 years to curb youth drug use as well as place certain limitations on marketing and advertising. Additionally, the bill would allow the expungement of the records of individuals with certain nonviolent federal cannabis convictions, provide protections for veterans who use cannabis and task the U.S. Department of Veterans Affairs (“VA”) with authorizing doctors to recommend medical marijuana for veterans. It is not yet clear if any other Republican lawmakers will be involved with the bill once it is officially unveiled.

420 with CNW — House Committee Approves Cannabis Research Measure for Veterans

Last week, the House Veterans’ Affairs Committee passed a measure that would mandate the Department of Veterans Affairs to carry out clinical trials on the therapeutic potential of cannabis for military veterans. The House committee approved the bill in an 18 to 11 vote.

The bill, dubbed the VA Medicinal Cannabis Research Act, would require the department to conduct studies on the use of medical cannabis in the treatment of chronic pain and post-traumatic stress disorder. Earlier versions of this measure had been introduced and cleared by the committee in 2018 and 2020. However, none was enacted into law.

In an interview, Rep. Lou Correa who sponsored the measure stated that Congress needed to explore alternative options for treatment such as marijuana, noting that not supporting the measure would defer the obligation that legislators had to care for those who had sacrificed a lot to protect the country.

David Carrol of the Department of Veterans Affairs stated that any clinical trials that involved human subjects and carried potential risks needed to use the smallest number of participants needed, in order to avoid putting them at needless risk. The representative explained that some effects of cannabis weren’t known, which is why, to ensure the validity of the research, a delimited approach that would determine best outcome measure, mode of administration and dosage had to be demonstrated in a proof-of-concept approach.

Additionally, Carrol argued that some requirements stated in the measure, such as studying different varieties of marijuana, weren’t consistent with the present state of scientific evidence, which suggested that smaller controlled clinical trials that had a focused set of objectives were ideal in determining proof of concept for using marijuana to treat various conditions.

In its legislative text, the measure lists both the optional and required elements of the trials, noting that when it comes to trials on chronic pain, the department would have to examine the effect of cannabis consumption on quality of sleep, inflammation, use of alcohol, benzodiazepine dosage and use, opioid dosage and use, osteopathic pain and quality of life.

With respect to post-traumatic stress disorder, the agency would also have to look at the extent to which marijuana impacted basic symptoms of the disorder, quality of sleep, suicidal ideation, social functioning, anxiety, mood, use of alcohol and the dosage and use of benzodiazepines.

In addition to this, the clinical trials could also assess the impact of the use of marijuana in treating PTSD and chronic pain on spasticity, neuropathy, cannabinoid hyperemesis syndrome, psychosis, mania, motor vehicle accidents, intestinal inflammation, different types of cancer, cardiovascular events and pulmonary function.

If this bill eventually becomes law, it will be easier for scientists to study various cannabis compounds and formulations, such as those manufactured by companies such as Simply Sonoma Inc. in order to ascertain the extent to which they possess medicinal benefits.
