420 with CNW — Michigan Uses $20M from Cannabis Taxes to Study Medical Marijuana and PTSD

Last week, state officials in Michigan announced that research projects financed by the state’s adult-use marijuana program will assess the effects of medical cannabis in military veterans. The projects have been allocated $20 million, with $13 million of this amount being used to investigate the effectiveness of cannabis in preventing veteran suicide and treating the medical conditions that impact armed service veterans in the United States.

This grant, which was awarded to the Multidisciplinary Association for Psychedelic Studies (“MAPS”), will also finance a phase 2 study on the effectiveness of inhaled botanical cannabis in treating post-traumatic stress disorder (“PTSD”). The funds come from the state’s Veteran Cannabis Research Grant Program, which was established in 2018 by a legalization measure approved by voters.

For the study, researchers plan to recruit more than 300 veterans who will spend 35 or so days self-administering self-titrated inhaled doses of high-quality botanical marijuana. MAPS asserts that substance-use disorders, depression and PTSD contributed significantly to suicidality and were common disorders among veterans.

Berra Yazar-Klosinki, the chief scientific officer of the organization’s Public Benefit Corporation, stated that the grant provided the resources needed to align the body of scientific evidence with marijuana that was similar to what’s available in the state’s regulated marijuana programs.

Veterans have played a huge role in the fight against marijuana prohibition and encouraging more research on the therapeutic potential of other controlled substances, including psychedelics, to be conducted. If the study finds that smoked marijuana is effective in treating PTSD, phase 3 trials can begin, after which raw marijuana will be developed and sold as a pharmaceutical.

The remaining $7 million, which was allocated to the Bureau of Community Action and Economic Opportunity at Wayne State University, will be used to study how marijuana may be used to treat various mental health conditions, including depression, sleep disorders, anxiety and post-traumatic stress disorder. This project will look into the biochemical mechanisms through which marijuana could be used to treat suicidality, depression, sleep disorders, anxiety and PTSD.

Meanwhile, legislators in Washington are calling for an ease in restrictions on cannabis research through the Congressional infrastructure legislation, which includes a provision that would allow researchers to study marijuana from retailers in cannabis-legal states.

Additionally, the Senate Appropriations Committee recently approved an amendment that would promote veteran access to medical cannabis, by permitting physicians at the Department of Veterans Affairs in the United States to issue marijuana regulations in legal states.

420 with CNW — States That Could Vote on Cannabis Legalization Measures in 2022

It seems like the wave of cannabis reform that has been sweeping through America is not going to stop any time soon. More than 30 states have already allowed the consumption of cannabis in one form or other within their borders, and this year at least four states have passed cannabis reform legislation. With lawmakers considering federally rescheduling cannabis, activists in several states are also working on putting cannabis legislation before voters next year. The following are some of the states that will likely vote on cannabis legislation measures in 2022.

Arkansas will likely vote on cannabis legislation next year if activists are able to collect enough signatures for a recreational cannabis proposal. Prepared by Arkansas True Grass, this bill would allow adults aged 21 and older to purchase and possess up to four ounces of marijuana as well as grow up to 12 plants at home for personal use only. Additionally, qualifying adults would have no limit on possession as long as the cannabis is kept out of public view.

Idaho officials recently gave activists the go-ahead to start collecting signatures for a cannabis legalization initiative that would legalize the purchase and possession of up to three ounces of cannabis on private property. However, since the initiative doesn’t create a system for cannabis sales and taxation nor does it allow home cultivation, consumers would be expected to buy cannabis from neighbor states with legal markets and bring it back to Idaho. Activists are also collecting signatures for a separate measure that would legalize medical cannabis and allow patients to possess as much as four ounces of cannabis.

Maryland House Speaker Adrienne Jones recently said in a press release that early next year, state lawmakers will pass legislation to put the question of whether or not to legalize cannabis before Maryland voters as a referendum. In February, the House Judiciary Committee held a hearing on a cannabis proposal, while in March, a separate cannabis legalization measure sponsored by top lawmakers was subject to a Senate Finance Committee Hearing. Despite these hearings, the legislature didn’t hold a vote, and the two chambers are hoping to reconcile the differences between the two bills and send a bill to Governor Larry Hogan’s desk.

In Missouri a group of cannabis activists is working to put cannabis legislation on next year’s ballot via a number of initiatives. Fair Access Missouri, for instance, has filed several proposals that would allow adults aged 21 and older to purchase and possess cannabis as well as modify Missouri’s existing medical marijuana program.

Nebraska voters will most likely see two complementary medical cannabis initiatives on the 2022 ballot after the state Supreme Court voided an initiative that qualified for the 2020 vote. Senators Adam Morfeld and Anna Wishart are known to support medical cannabis reform, and they have previously said that they would work to put the question of legalizing cannabis before the voters in 2022.

420 with CNW — Emulsion: The Science Powering Cannabis-Infused Drinks

The past few years have seen the cannabis industry expand from only cannabis flower and edibles to all kinds of concentrates and infused beverages. Thanks to constantly improving technology, the average cannabis consumer has a wide variety of products to choose from, and at the moment, cannabis-infused drinks are enjoying a surge in popularity. Emulsion provides an effective means of turning raw cannabis into consistently smooth, high-quality beverages over the long term.

The process involves breaking down the cannabinoid of choice — either THC, CBD, or both — into tiny, microscopic particles and mixing those particles with a substance called an emulsifier, which helps the cannabinoid oil dissolve in water. Simply put, an emulsifier is made of two parts, with one part binding to the oil and the other binding to the water. Once the microscopic oil particles have bonded with the emulsifier, the cannabis emulsion is added to the water base ensuring a seamless marriage between the cannabinoids and water.

The result of this emulsification technology is that cannabis beverages have become much better than they used to be when they first hit the market. Lynden Henderson of Outbound Brewing says that when he first encountered a cannabis-infused beverage, it was chunky with bits of cannabis still floating throughout the drink, and had an unpleasant consistency. The experience inspired him to create his own line of cannabis beverages with colleagues at Outbound Brewing, where they leveraged nano-emulsification to develop consistently smooth drinks with a pleasant texture.

Consistency is especially crucial as users will not make repeat purchases if different bottles of the same drink have different tastes and textures. However, despite all emulsion has done for cannabis beverages, it still has limitations. Emulsions react poorly when exposed to certain packaging materials and harsh thermal conditions, or even when they are exposed to the air. Technology is constantly evolving, fortunately, and as cannabis companies further develop emulsification, they will hopefully find a solution for these issues.
