In Canada, however, recent data shows that registered cannabis merchants have been slowly encroaching on the illicit market’s territory.

This is despite the fact that Canada’s cannabis sector is relatively new and has just recently incorporated the sale of products such as edibles and vapes. According to the most recent data from Statistics Canada, the gap between the legal sector and the illicit market is widening, with more consumers choosing to purchase cannabis from licensed retailers instead of black market players. While it is estimated that the illicit cannabis market brought in roughly CA$754 million in the final quarter of 2020, the legal adult-use market saw cannabis sales worth CA$918 million.

Legal adult-use cannabis sales surpassed illicit sales for the first time ever in 2020’s second quarter, Statistics Canada found, with sales in the adult-use sector surpassing those in the illicit market by an estimated CA$59 million. This can be attributed to reducing prices, increasing retail options and a wider variety of more consistent inventory from retailers.

For instance, Toronto had only seven regulated cannabis stores at the start of 2020 but at the end of the year, the city had registered 89 more retailers. Consequently, Toronto saw cannabis sales jump from CA$17 million in January 2020 to CA$40 million as the year drew to a close.

Additionally, Canada’s recreational cannabis sector has recently been expanded to include more products such as edibles and cannabis vaporizers. Last year — 2020 — was the first full year of legal sales for vapes and cannabis edibles, with edible sales increasing from CA$12.7 million in the first quarter to CA$42.2 million by the end of the fourth quarter. As Canada’s young cannabis sector matures, even more consumers will likely be drawn from the illicit market.

420 with CNW — New Poll Finds Majority of Americans Support Drug Decriminalization

A recent poll conducted by the Drug Policy Alliance (“DPA”) and the American Civil Liberties Union (“ACLU”) has found that more than half of the voters in America are in favor of the drug war coming to an end and also support the decriminalization of the simple possession of substances which are presently illegal.

The poll was conducted last month and interviewed 800 registered voters. Its results were released just before the 50th anniversary of the declaration of the drug war by former president Richard Nixon, which began a system of mass criminalization, which disproportionately targeted individuals of color. Of those surveyed, more than 60% were found to support the elimination of criminal penalties for drug possession and reinvesting resources used for drug enforcement into addiction and treatment services. Another 65% agreed that the United States should withdraw from the drug war.

Surprisingly, the survey also found that a considerably large number of voters felt that the war on drugs had failed. By party affiliation, 82% of members of the GOP, 85% of independents and 83% of Democrats regarded the war on drugs as a failure.

In a press release, the ACLU Justice Division’s director Udi Ofer stated that President Joe Biden should move to dismantle the system of mass incarceration and overpolicing as per his campaign promises, on the anniversary of the war on drugs. In addition to this, the poll also found that more than 60% of those surveyed believed that the use of drugs shouldn’t be treated as a criminal justice issue and should instead be viewed as a public health issue, while another 61% supported the commuting of sentences for drug-related convictions. An additional 64% supported the revocation of mandatory minimum sentences in cases related to drugs.

Ofer asserted that the time had come to embrace new approaches that treated substance use as a public health issue. He noted that the Biden administration could make progress in ending this racist and harmful war by reducing the sentences of individuals imprisoned for drugs. This, he said, would help decrease the over policing of Brown and Black communities in the United States, as well as decrease the problem of mass incarceration.

President Biden has vocalized his support for ending imprisonment for low-level drug cases, stating that no individual should be incarcerated for using drugs. He added that the country should change the way they dealt with drug abuse. However, the Biden administration has yet to take any steps to alter federal policy. Additionally, the president hasn’t granted presidential clemency to individuals imprisoned for drugs.

The NFL-NFLPA Committee, which was formed by the players’ union in the National Football League and the NFL, recently revealed its plans to award grants to researchers to facilitate research on the therapeutic potential of CBD, cannabis and other opioid alternatives for pain management.

During a press conference held last week, a representative from the Joint Pain Management Committee stated that there were numerous innovative ideas in the psychedelics space, adding that important research needed to be financed.

Dr. Kevin Hill, co-chair of the committee, stated that the federal policy unfavorably affected the level of research permitted, given the ongoing prohibition of marijuana, which is still categorized as a Schedule I drug. Hill also noted that lack of financing in this field of research also affected advancements in research. He explained that many companies and states that were profiting significantly through the sale of marijuana as well as other cannabinoids weren’t contributing to science.

This funding opportunity aims at requesting proposals from researchers who have the ability to conduct studies that can supplement the committee’s knowledge on athletic performance and pain management in football players. In particular, the league would like proposals on the following areas of inquiry:

  • The effects of cannabinoids or marijuana on athletic performance in football players, e.g., in reaction time, cardiorespiratory or psychomotor function
  • The effects of nonpharmacologic treatments on pain in football players, be it everyday pain management or postsurgical pain management
  • The effects of cannabinoids on pain in football players

Players who self-refer themselves, display behaviors that indicate misuse of drugs or test positive for drug use are now required to enroll in an intervention program, where they can be evaluated and receive a treatment plan.

420 with CNW — How Extractors Keep Microbials, Mold from Cannabis Products

The cannabis industry has been riding high for the past few years, earning billions of dollars as more states have chosen to legalize it for either medical or recreational use — even both. Despite cannabis becoming even more accessible, many consumers don’t stop to think about how much care is taken to ensure the products they see on the shelves are of top quality.

Anyone who deals with plant material early on in the supply chain will tell you moisture is enemy number one. With moisture comes mold and microbials, and when it comes to marijuana and hemp extracts, handling and storing the raw plant material improperly leaves it vulnerable to mold and microbials that can — and will — spoil the entire batch.

So how do extractors keep these two away during the extraction process? Well, for starters, they make sure raw plant material is properly tested and stored before the extraction process, and they work hard to keep moisture out during all extraction stages. Additionally, they can employ the solvent-based processes used during extraction to eliminate contaminants, and once extraction is complete, they store the finished products in air-tight containers.

According to Andras Gaspar, chief product officer at chromatography technology company RotaChrom Technologies, microbials will both degrade plant material and secrete toxins. The raw plant material will not only be earmarked for disposal, but it can also be deemed hazardous waste. To prevent this from happening, extractors use extraction processes that some have dubbed “kill steps” to get rid of contamination from the plants.

Irradiation will eliminate contaminants even before the plant is processed. It does not degrade CBD, THC or terpene content, says Quinn Shiskin, director of products and innovation at British Columbia-based cannabis product manufacturer the Valens Co. Depending on the solvent used during the extraction process, the plant material can be cleansed again, with solvents such as ethanol being great at removing microbials and mold.

Winterization, which sees the extracted solvent chilled to extremely low temperatures (-80 degrees Celsius) for up to 48 hours to get rid of impurities such as wax, is also a kill step. The crude oil is then superheated to create a distillate, providing another kill step that further cleanses it of contaminants. Craig Henderson, CEO of Boulder, Colorado-based CBD producer Extract Labs, says eliminating moisture is the best way to keep microbials and mold at bay.

His company uses hydrocarbon and CO2 for solvent extraction, then superheats the crude oil and employs alcohol during the winterization process to get rid of moisture and kill contaminants. A rotary evaporator is used to remove any remaining moisture. On top of that, his team cleans all work surfaces with isopropyl alcohol, keeping the packaging and labeling zones separate, and packs the finished products in sealed jars in dark, temperature-controlled environments.

420 with CNW — Congressional Bill Could Enable Researchers to Study Cannabis from Dispensaries

Earlier this week, a congressional committee revealed its plans to vote on a legislation that will enable scientists to study cannabis products from state-legal dispensaries. The 1,200-page legislation, which has been advanced to the House Transportation and Infrastructure Committee, will allow researchers to carry out research on impaired driving using actual cannabis products that consumers use and purchase. Additionally, it would enable the interstate distribution of marijuana to researchers in jurisdictions that are yet to legalize the plant.

This isn’t the first time the bill has been introduced, as an earlier version that had similar cannabis provisions was passed in the House last Congress. However, that measure wasn’t approved in the Senate, which was GOP-controlled.

The current bill, which was sponsored by Peter DeFazio who is chair of the House Transportation Committee, also contains a provision that would compel states where cannabis is legal to consider educating people about and discourage them from driving while under the influence of marijuana.

However, advocates disagree with the language used in the provision, as it targets jurisdictions where cannabis is legal while ignoring the fact that cannabis-impaired driving occurs whether or not the herb is legal. Those advocates are, however, encouraged by the clause that calls on the Department of Transportation to work with the Department of Health and Human Services and the Attorney General to create a report that has recommendations on offering scientists access to strains and samples of cannabis and products that contain cannabis lawfully being provided to consumers or patients in legal states.

The clause notes that the report should also look into establishing a clearing house to gather and distribute strains and samples of cannabis for scientific research, which would include marijuana from state-legal markets. In addition to this, the legislation notes that the report should also examine regulatory and statutory barriers that would hinder scientific research from being conducted.

The measure also calls for the amendment of present law to include a section stipulating that states with legalized recreational and medical cannabis legislation shall consider adding programs to decrease deaths and injuries that occur as a result of cannabis-impaired driving as well as educate drivers on the risks linked to cannabis-impaired driving. However, some advocates have disagreed with the implication that legalizing marijuana increases the risk of individuals driving while impaired.

If this bill is enacted, it could potentially remove some of the hurdles that companies such as XPhyto Therapeutics Corp. (CSE: XPHY) (OTCQB: XPHYF) (FSE: 4XT) face in their efforts to develop cannabis-based medicinal formulations.
