A little over two months after the novel Coronavirus first appeared in Wuhan, China, it has spread to every continent except Antarctica and left over 10,000 people dead in its wake. The World Health Organization has declared the virus a pandemic, and it’s safe to say most of us haven’t experienced anything of this magnitude in our lifetimes. Fearing an outbreak of black plague proportions, most countries have been going into lockdowns to prevent the spread of the virus.

However, while social distancing and self-isolation have been found to be the best preventive measures, the long term effect it could have on the economy is catastrophic, especially if the lockdowns last a while. Businesses all over the country are already feeling the pinch, and to help alleviate this, the U.S. federal government has pledged to provide financial assistance to keep the economy going in these trying times.

This has left the cannabis industry between a rock and a hard place. Cannabis businesses are required to comply with Coronavirus related measures that will without a doubt affect their cash flows, but since cannabis is still illegal at the federal level, they will not have access to federal business relief. On Friday, a coalition of major cannabis industry associations sent a letter to the leaders of the House and Senate asking them to ensure cannabis businesses qualify for assistance.

“Our members follow strict regulations, create jobs, generate millions of dollars in tax revenue, including federal corporate tax revenue, and act as good corporate citizens, yet it appears as if these businesses will not be eligible for the same loans available to other businesses in this country at rush due to the global pandemic,” states the letter.

It was jointly sent by the National Cannabis Industry Association, National Cannabis Roundtable, Minority Cannabis Business Association, Global Alliance for Cannabis Commerce and Cannabis Trade Federation.

“The ineligibility of cannabis businesses for disaster assistance loans is especially inequitable given that these same cannabis businesses are required to comply with other Coronavirus related measures. We are not seeking special treatment for state-legal cannabis businesses. We only seek to have them treated on an equal level as all other job-generating, tax-paying companies in this country.”

Non-profit group NORML has suggested that the Families First Coronavirus Response Act could help extend some benefits to the legal marijuana industry which employs an estimated 240,000 people in the U.S. Signed into law this week, the act directs federal funds to state governments to help them deal with the pandemic.

After conferring with experts, NORML believes the act “provides the individual states with authority to decide for themselves which industries are legally eligible to receive benefits.”

The group has stated that it will “continue to work with our federal allies to call for an end for such discriminatory practices against the cannabis industry and those whose livelihoods depend upon it.”

At the moment, millions of people all over Asia, the U.S. and Europe have been forced into self-isolation. In the few months that it has been active, the Coronavirus has wreaked havoc, with more than 300,000 people infected and at least 12,944 dead, according to a tally by Johns Hopkins University. The virus is very communicable, and the best preventive measures are self-isolation and social distancing.

As more and more U.S. states go into lockdown to curb the spread of the condition, there has been a spike in demand for marijuana as people stock up. There is plenty of evidence that marijuana can help reduce stress levels and anxiety, and it could be the perfect companion during a long period of isolation.

Researchers have found that high-CBD/high-THC strains reduce stress while high-CBD/low-THC strains help limit depression. If you’re planning on using marijuana to help cope with the anxiety and stress of self-isolation, here are a few things you should keep in mind.

For starters, if you’re smoking with other people, do not share joints, pipes, bongs, vape pens, or anything that will touch your lips. “Community has always been central to cannabis culture, but given the health crisis we find ourselves in, it is best we think of community a little differently,” says Erik Altieri, Executive Director of the National Organization for Reform of Marijuana Laws. He suggests moving any group sessions to FaceTime, Zoom or Skype.

Secondly, make sure you keep your smoking equipment clean. A study conducted by Moose Labs, a Los Angeles-based cannabis accessories company, found that cannabis equipment can collect a staggering amount of germs. According to co-founder Jay Rush, the average gas station toilet has about 900 bacteria per square inch, while the average bong has about 3,000 bacteria per square inch.

Altieri says to regularly clean and disinfect your equipment with high percentage isopropyl alcohol (rubbing alcohol) to ensure they stay sterile.

Lastly, experts advise against smoking as it affects lung health. The Coronavirus attacks respiratory systems, and smoking puts you at greater risk. New York City Mayor, Bill de Blasio, recently stated that smokers and vapers are indeed more vulnerable to the Coronavirus. “If you are a smoker or a vaper, this is a very good time to stop that habit,” he said.

Instead, opt for edibles, oils, and tinctures as they don’t need to be combusted and inhaled. If you’re a little adventurous, there are plenty of marijuana recipes that are sure to keep you busy.

420 with CNW – New York Legislators File Revised Cannabis Legalization Bill

Compared to other states, cannabis legalization efforts in New York have been slow. Both hemp and marijuana bills have been held up in various stages of the legalization process, and the emergence of the coronavirus has thrown a wrench into the works. For instance, Governor Cuomo had been planning on carrying out benchmarking visits to legal cannabis states, but he has stated that the tour has been delayed as the country deals with the coronavirus pandemic.

However, there is still a glimmer of hope after lawmakers recently rolled out a revised bill to legalize marijuana in the state. Filed last week on Thursday, the bill would allow individuals 21 and over to purchase cannabis from licensed retailers and grow up to six plants for personal use.

Cannabis sales would be subject to an 18% tax which will be used to cover the costs of implementation. The remainder will go towards three areas: 25% will go to a state lottery fund designated for the Department of Education, 25% will be used for a drug treatment and public education fund, and 50% will go to a community grants investment fund.

Governor Cuomo has in the past stated that the budget should be the vehicle to enact reform, and he has included legalization in his budget proposal for the second year in the row. And despite the current state of world affairs, he has insisted that pushing reform through the budget is the best way to move forward.

Melissa Moore, New York deputy state director of the Drug Policy Alliance states that in an ideal world, language from the revised bill would be inserted into the budget before it arrives at Governor Cuomo’s desk. “But that prospect seems dimmed in light of the current crisis, which has shifted legislative priorities,” Moore says.

“We have to make the political decisions. The budget is the time to make the political decisions,” stated Governor Cuomo, adding that “without the budget, the easiest thing for a legislative body to do is to do nothing.”

The measure hasn’t received overwhelming support, with some wondering whether the bill will be passed in its entirety. According to Senate Deputy Leader Mike Gianaris, issues like marijuana reform could be delayed as lawmakers ‘try to be incredibly effective this week, to only come in as necessary.’

“I think at this point it’s pretty unlikely that adult-use moves in the expedited budget the NY legislature is working on. Sounds like they’re focusing on essential items and policy provisions like this are falling out as they try to close the budget by Friday,” says Moore.

The Senate version of the bill is currently sitting at the Finance Committee and the Assembly version is in the Codes Committee.

One thing the coronavirus pandemic has brought to light is that we could do so much better in terms of hygiene. Given the times we’re in, maintaining a high level of hygiene ought to be a priority. Here are a few tips to avoid germs the next time you consume cannabis.

Keep your equipment clean. Pipes, bongs and dab rigs can accumulate an astonishing amount of bacteria, and cleaning them regularly is the best way to prevent this. The most common method is using rubbing alcohol (99% isopropyl) and coarse sea salt, but there are several other methods that work. On top of bacteria, unclean equipment significantly hinders the flavor of your cannabis.

Use smoking accessories, especially if you participate in a lot of communal smoking sessions.
