420 with CNW – Mexico Could Soon Legalize Recreational Marijuana

As the U.S. is still grappling with how to deal with the legalization of recreational cannabis in Canada, its challenges are likely to increase if what is happening in its other neighbor’s legal system results in the legalization of recreational pot.

Last week, the Supreme Court in Mexico made two rulings to the effect that it was unconstitutional to prevent adults from consuming marijuana if they so wished. The cases that resulted in those rulings had been filed by individuals who were challenging the constitutionality of stopping them from consuming recreational marijuana.

The court observed that adults have the right to choose whether or not to consume cannabis, so it is improper to deny them that right.

Between 2015 and 2017, three similar rulings were made by the Supreme Court, which is the highest court in Mexico.

The court ruling also indicated that the right isn’t absolute, so the state still has the mandate to restrict the exercise of that right. Individuals must therefore argue their case before the judicial system in order to get express permission to consume a restricted substance.

However, the previous three rulings on the subject now bring the total number of similar rulings by the Supreme Court to five. Under Mexican law, any subject that accumulates five similar rulings in the Supreme Court sets a precedent which all the other courts must follow.

In effect, that means that no court will be able to object to anyone who applies to start consuming recreational marijuana. The bigger implication is that the way has been cleared for recreational marijuana to be legalized since the legislators cannot leave such an issue unregulated now that the Supreme Court has made five rulings in favor of the complainants who challenged the constitutionality of the criminalization of adult-use marijuana.

A similar scenario played out over same-sex marriages. The Supreme Court made five rulings allowing gay couples to wed so it was no longer possible for such a marriage to be blocked through judicial means. However, no law has been passed as yet to regulate same-sex marriages.

Recreational marijuana is different in that the way may have been opened for thousands or even millions of people to apply to the courts of law in order to be allowed to consume recreational marijuana. Such a possibility can choke the legal system, not to mention the public health and safety concerns that may arise when such a large number of people is allowed to consume recreational marijuana in the absence of any laws to regulate such consumption other than the requirement that the individuals don’t sell the substance.

It is therefore likely that the country’s legislative body (congress) will soon draft a law to regulate recreational marijuana. Medical marijuana became legal in 2017, so it isn’t as though drafting laws on marijuana will be a new thing for the legislators.

It remains to be seen how the U.S. will respond to the legalization of recreational marijuana by all its neighbors. Already, the government has been fighting the smuggling of marijuana from Mexico. Companies with interests in the marijuana industry, such as GreenBox POS, LLC (OTC: GRBX) and Lexaria Bioscience Corp. A recent review of animal studies has found that the differences in the way men and women are affected by marijuana aren’t just a social or cultural construct. The review found that those differences are rooted in biology (the differences between the genders).

The findings of the review appeared in the journal Frontiers in Behavioral Neuroscience. The review explored the relationship between sex hormones like estrogen (estradiol), progesterone and testosterone on the endocannabinoid system in the body. That endocannabinoid system has similar (cannabinoids) chemicals to those found in cannabis.

The researchers found that males are more likely to try marijuana and also use higher doses of the substance. This can be attributed to the male sex hormone (testosterone) which encourages risky behavior.

Those same male sex hormones also suppress the reward system of the brain. This explains why higher doses may need to be consumed to get the same effect as the person felt upon first consuming the substance.

The suppressed reward system explains why men often take longer to get hooked on a substance. In contrast, women try smaller doses but get hooked faster than their male counterparts do.

Women have more cannabinoid receptors in their brains than men do. The receptors are concentrated in the areas of the brain which control the filtering of sensory input sent to the brain, body movement and social behavior. Women are therefore more likely to exhibit signs of being under the influence of cannabis when compared to men.

It was also found that the consumption of cannabis and other psychotropic substances often triggers the production of more estradiol in women. This triggers the urge to consume more cannabis or whatever substance has triggered the production of estradiol. Addiction is the result of that cycle.

The researchers found that the number of cannabinoid receptors in the brain of females increases as the individuals age. Increasing age has been correlated to high estrogen levels in women, so this finding isn’t different from what has already been known about the hormonal system of women.

Dr. Liana Fattore, the co-author of the study, remarked that detoxification programs need to be customized for the different genders if success rates are to increase. The measures to prevent a relapse into substance abuse should also be tailored to the needs and risks of each gender.

The study authors also called for further research to be conducted to get a better understanding of the source of the differences in the way men and women respond to cannabis. Canadians who are queuing to buy recreational marijuana may be unwittingly making it harder to be allowed to travel to the U.S. if the federal government in America doesn’t soften its hard stance on the marijuana industry.

This concern takes on greater importance given that federal agents at entry points have the leeway to perform any background check necessary before admitting someone into the country. Those background checks can include looking into how someone has been using his or her credit cards.

InterCannAlliance hopes to share the lessons that various regions have learnt so that the emerging markets/regions avoid making any mistakes that may have already been made and corrected in other regions.

ICA also plans to share any expected opportunities in the cannabis industry so that participants can plan how to take advantage of those opportunities.

Each region is different in terms of the challenges that it is likely to face when embracing cannabis. For example, the Africa region may face challenges of obtaining funding and technical expertise while the Asia-Pacific region may not have a problem getting manpower with the required technical expertise.

ICA intends to engage the players in the different regions so that ways around those unique problems can be found.

The International Cannabis Alliance will be holding symposiums in the different regions to foster its objectives and mandate.

The first of those symposiums will be held in Latin America next year (2019). The one-day event will only be open to those who have been invited to attend.

Different entities will be in attendance to deliver keynote addresses about different aspects of the industry. For example, Hoban Law Group will discuss cannabis regulation while SteepHill Labs will talk to the invitees about laboratory testing of cannabis and cannabis products.

The cannabis industry has been fragmented for too long. For example, marijuana companies in US states that have legalized medical or recreational marijuana are compelled to be involved in the entire cannabis value-chain (breeding, cultivation, processing and sometimes distribution) since cannabis cannot cross state lines. Such fragmentation stands in the way of unified growth in the industry.

The ICA initiative is therefore a welcome development since it will save different regions and players from trying to reinvent the wheel and yet they can build upon what has already been done elsewhere.

After decades exiled to the criminal economy, cannabis is finally finding a place in mainstream business. Liberalizing attitudes, especially in North America, are driving a change in the plant’s legal status. First as a medical drug, then as a recreational one, and finally as a wide range of derivative products, cannabis is turning into big business.

For cannabis users and patients hoping to benefit from it, this is an historic moment. As celebrations around recreational legalization in Canada showed, there’s huge excitement about what the future brings for cannabis fans. Those high hopes come with high expectations, with consumers queueing up to buy their first legal weed, and many expecting to have access to a regular supply from the moment legalization reaches their country or state. But the reality is more complicated, and if the legal industry is to succeed in drawing business away from criminal dealers then it will need to rise to the challenge of meeting uncertain and possibly unrealistic demand.

Cannabis Comes Out of the Shadows

Right now, cannabis is big business. Companies such as SinglePoint, Inc. Many patients celebrated when the UK government announced that doctors could start prescribing medical marijuana come November 1. However, the reality after that date is turning out to be frustrating for many patients as doctors seem reluctant to prescribe medical marijuana.

The first hurdle that patients have to negotiate is to find a specialist doctor who can prescribe medical marijuana for the condition which the patient has. This requirement is different from what happens in other countries where any GP can prescribe medical marijuana after enrolling to participate in the program.

As it is, many specialist doctors approached by patients for a prescription are turning away those patients for a variety of reasons.

Some of the doctors are saying that medical cannabis is just a fad which will pass in no time. They therefore see no need to involve themselves in such a “passing wave”. Such a mentality shows how much needs to be done to inform doctors about the medicinal benefits of marijuana.

Other specialist doctors are refusing to prescribe medical cannabis because those products are an unknown entity which hasn’t been subjected to double-blind, placebo-controlled clinical trials similar to what other drugs or pharmaceutical products undergo before coming to market.

The doctors fear that they could be held liable in case an adverse effect occurs to a patient for whom that doctor wrote a prescription for medical cannabis.

Such a fear could have been resolved in case appropriate regulations had been passed to control which marijuana products are permitted on the market.

Even patients who don’t go through specialist doctors and opt to apply to the temporary approval panel to get a license for medical cannabis have been met with rejection.

Hannah Deacon is the mother to one of the two boys whose cases generated such a huge public outcry that the government changed the existing law to make medical marijuana legal in the UK. She now works with a cannabis campaign group and has been getting calls from parents whose kids have been denied medical cannabis prescriptions.

420 with CNW – Chronic Cannabis Shortages Force Quebec Stores to Close Several Days Each Week

We wrote earlier that cannabis shortages were registered across Canada from the time recreational cannabis became legal in the country. Those shortages seem to be getting worse with Quebec announcing that its government-controlled retail stores would close for three days each week for an unforeseen duration until marijuana supplies can be obtained in the quantities which can satisfy the currently high demand.

The SDQC, the government agency charged with trading in cannabis within the province of Quebec, announced that its stores would be closed every Monday, Tuesday and Wednesday.

These closures would help the stores to serve their customers better on the days when the stores are open. However, the closures don’t mean that customers are guaranteed that they will always find what they want on the days when the cannabis retail stores are open.

Online sales haven’t been affected by the store closures, but many online outlets list several products as out of stock.

Cannabis producers and suppliers seem to hold the key to ending the shortages by availing cannabis products in the amounts ordered by the different stores in the province.

Interestingly, Quebec has several licensed cannabis producers, such as Aurora Cannabis. The company said that they were doing everything possible to meet the existing demand for cannabis, but they can’t force the cannabis plants to grow faster than they do.

Such a statement seems to be a worrying pointer to customers that they may have to wait for a long time before cannabis supplies stabilize and stores open on a daily basis.

Industry players suggest that such supply hiccups are inevitable each time a new industry is opened since no one can predict accurately how the market will respond. For the case of recreational cannabis, the market seems to have been yearning for the product in a way that not even the greatest optimists among the producers could have ever imagined.

Francois Legault, Quebec’s Premier, expressed surprise that there were shortages and hurried to add that it wasn’t his government that designed the distribution system. He was also concerned about the effect of marijuana on young people and vowed to do what he can to raise the minimum age at which one can legally consume recreational cannabis in the province to 21.

With legal weed so hard to get, it will not be surprising when the people resort to the black market to get high. Such an eventuality can have undesired outcomes, such as exposing users to untested products which can be harmful in the short or long-term.
