420 with CNW — Study Finds Cannabis Abuse Hasn’t Increased in States with Legalized Recreational Cannabis Use

A study published earlier this week found that cannabis abuse hasn’t risen in states that have enacted laws to legalize recreational cannabis. The study assessed the impact of recreational cannabis laws on the use of cannabis across ethnic and racial groups, tracking trends in usage between 2008 and 2020. For the study, the researchers analyzed data collected from more than 80,000 individuals.

Researchers discovered that less than 2% of individuals living in states that have enacted enabling laws for the recreational use of cannabis have been given a cannabis use disorder diagnosis. This is in contrast to the number of people living in states that are yet to legalize the plant that have a cannabis use disorder diagnosis.

The researchers also found that legalization laws did have an effect on cannabis use among people from different ethnic and racial groups, with their findings showing that Hispanics were 30-plus% more likely to indicate past-year use of cannabis following legalization. Likewise, Caucasians living in states that have legalized the recreational use of cannabis were roughly 20% more likely to report past-year use. This is in comparison with their likelihood of doing so when the use of cannabis hadn’t been legalized. However, the researchers saw little to no change in the behaviors of Blacks after laws allowing for recreational cannabis use were enacted.

The study also found that the daily use of cannabis across all age, ethnic and racial groups didn’t significantly increase even after cannabis was legalized for recreational use. This proposes that there wasn’t an increase in cannabis use disorder in these states.

The director of the Substance Use Epidemiology Unit at the Mailman School of Public Health, Columbia University, Silvia S. Martins stated that the use of marijuana only rose in specific demographic subgroups in the initial few years after adult-use marijuana was legalized for recreational use. Martins, who is the co-author of the study, explained that the group observed no increase in marijuana use disorder and in the frequency of marijuana use. In addition to this, the researchers observed no increases in the use of cannabis among teens aged between 12 and 20.

Thus far, 18 states have legalized marijuana for recreational use. The states of Washington and Colorado were the first to legalize the recreational use of cannabis in 2012.

Before marijuana was legalized in various states in the country, people of color were four times as likely to face criminal charges for use and possession of cannabis, in comparison with white people.

Opponents of marijuana legalization have often said ending prohibition would trigger a spike in cannabis use disorder cases, so industry players such as Flora Growth Corp. (NASDAQ: FLGC) may be glad that such misconceptions are being debunked.

420 with CNW — House Could Vote on Federal Cannabis Legalization Bill Next Week

America’s state-legal cannabis industry has been on quite a roll for the past couple of years. More than 30 states now allow medical marijuana, 17 states have legalized recreational cannabis, and the industry has generated billions of dollars in revenue. On top of that, it has created hundreds of thousands of new jobs, providing individuals and the state with revenue during the coronavirus pandemic while other industries struggled to stay afloat. Lawmakers have now set their eyes on federal legalization, especially now that the Senate, House and White House are under the control of the Democrats.

Just a day after a cannabis banking bill that would offer protections to financial institutions that work with the industry advanced, the House Judiciary Committee announced that it will be voting on a bill to federally legalize cannabis next week. The Marijuana Opportunity, Reinvestment, and Expungement (“MORE”) Act, which was introduced by House Judiciary Committee chairman Jerrod Nadler, will probably be voted on by the committee on Wednesday. According to the press release, the panel of legislators will consider a variety of bills during the meeting including Nadler’s MORE Act.

Nadler says the main aim of his bill is to federally decriminalize cannabis and invest in the minority communities that were disproportionately harmed by the decades-long war on drugs. Considered to be an unmitigated failure by most experts, the war on drugs had catastrophic consequences on Black and Hispanic communities in America, effects that those communities are still dealing with today. The MORE Act first passed the House last year but did not advance in the then-Republican-controlled Senate. But with the Democrats controlling both the House and Senate this year, industry players and reform activists are optimistic about the legislation’s chances.

On top of removing cannabis from the Controlled Substances Act, the MORE Act also has provisions that allow people with prior cannabis convictions to have their records expunged. It will also create a federal tax with the revenue being injected into community reinvestment and other social equity programs. Furthermore, the legislation contains language that protects immigrants from being denied U.S. citizenship because of marijuana use, prevents federal agencies from withholding benefits or security clearance over marijuana, and creates a pathway for the resentencing of individuals who are currently imprisoned due to marijuana offences.

Justin Strekal, the political director of NORML, has expressed his excitement about the bill receiving a vote at the House Judiciary Committee. With more than 30 states having already legalized cannabis and public support for marijuana at an all-time high, the vote is long overdue. The days of federal cannabis prohibition are at an end, he says.

Should federal cannabis prohibition end, the entire marijuana industry, including companies such as American Cannabis Partners, would likely heave a collective sigh of relief due to the disentanglement of many regulatory complexities the sector currently faces.

420 with CNW — Federal Report Finds More Financial Institutions Are Working with Cannabis Businesses

Recently released federal data shows that the number of credit unions and banks working with cannabis businesses has increased in the last quarter. Figures show that by the end of June 2021, 706 financial institutions were actively serving marijuana clients. This is a slight increase from the 687 institutions recorded in the previous quarter.

The data, which was released by the Financial Crimes Enforcement Network, comes at a time when legislators are calling for Congress to protect credit unions and banks that work with the marijuana industry from penalties imposed by federal regulators. This is despite the 2014 Financial Crimes Enforcement Network guidance, which was introduced to help financial institutions navigate this space.

This means that until clear, statutory protections are enacted, either though an amendment attached to a must-pass defense legislation last week or a standalone measure that was approved by the House, the banking sector will remain reluctant to serve businesses that work with substances classified under Schedule I in the Controlled Substances Act.

This can be seen in last year’s figures, which show a consistent decline in the number of credit unions and banks that report having cannabis accounts.

In a statement, the Financial Crimes Enforcement Network stated that short-time drops in the number of depository institutions actively offering banking services to cannabis-related businesses could be explained by filers that exceeded the 90-day follow on SAR filing timeframe. SAR, or a Suspicious Activity Report in full, is a document that financial institutions and those linked to their business must file with the Financial Crimes Enforcement Network whenever there’s a suspected case of fraud or money laundering.

The network explained that sometimes filers took 180 days or more to file continuing activity reports, which went against the 90-day rule that states that a depository institution will no longer be counted as offering banking services until a new guidance-related suspicious activity report is received.

Previous reports from the agency show that it stopped including hemp-only businesses in its quarterly reports after the crop was legalized federally under the 2018 Farm Bill. This may account for some decline observed in earlier data. However, this language wasn’t included in the agency’s latest report. The agency didn’t include the possible effect of the COVID-19 pandemic on cannabis banking trends in its latest report.

The SAFE Baking Act, which was sponsored by Rep. Ed Perlmutter, has a high chance of being approved. This will allow it to provide safeguards to the financial sector.

420 with CNW — Canadian Marijuana Sector Demands Changes to Policies Stifling Infused Drinks

The cannabis beverages segment has been receiving plenty of attention since 2020 when the first cannabis-infused drinks hit the market. Thanks to nano-emulsification technology, cannabis companies can now develop smoothly infused products consistently, a feat that gave them trouble in the segment’s early days. But, although cannabis technology has reached a level where customers can expect high-quality cannabis beverages, companies now have to deal with legislations that are inadvertently harming the young industry.

In Canada, restrictive cannabis regulations are preventing industry players from selling cannabis drinks in a familiar way and attracting new customers who would not have purchased cannabis products otherwise. With the world struggling to recover from the coronavirus pandemic and the resultant economic crisis, these restrictions are hurting cannabis companies that were already struggling. George Smitherman, president and chief executive of the Cannabis Council of Canada, says that alcohol drinkers are often surprised to hear that they can’t purchase cannabis drinks in a six-pack as they could with beer.

That’s just one of the restrictions only the cannabis industry is facing. Customers are also restricted to buying no more than 30 grams of dried cannabis or 2.1 liters of cannabis beverage per transaction. Furthermore, single marijuana-infused beverages sold in the country cannot contain more than 10 mg of THC (delta-9 tetrahydrocannabinol). Consequently, customers are limited to only five 355ml cans of cannabis beverage with 2 or 2.5 mg of THC or according to Webster, nine cans of Canopy Growth’s Deep Space 222 ml beverages, which contain 10mg of THC each.

The restrictions are frustrating for consumers and cause challenges for retailers because they are usually the ones who have to explain these rules to their customers, says Webster. Strangely, the restrictions create no problems for customers purchasing 17 cannabis vape cartridges with 5,950 mg of THC combined or 100 bottles of cannabis oil bottles with a combined 50,000 mg of THC in one transaction. Webster and other industry experts fear that this policy poses a legitimate health concern as it may encourage cannabis companies to focus their efforts on products that have high THC levels and less volume.

Health Canada has even acknowledged limiting public possession of cannabis beverages may inconvenience customers and inadvertently push them towards other products. The agency’s spokesperson Andre Gagnon says it is currently considering the input it received after recent consultations.

A report has found that about 320,000 Americans are working in the cannabis industry. This represents a more than 30% increase from 2020 figures, making cannabis one of the country’s fastest-growing sectors. This also means that the United States has more legal marijuana workers than electrical engineers, paramedics or dentists.

The marijuana industry has grown significantly since last year when cultivation facilities and dispensaries were classified as essential businesses by various states at the onset of the coronavirus pandemic.

Published in partnership with Whitney Economics, the Leafly Jobs Report shows that in 2020, the industry added about 80,000 jobs to the market, which is almost twice what it added in 2019. It helps that more states across the country are also legalizing the use of the plant for both recreational and medical purposes.

Some Americans are re-evaluating their career prospects and jobs after the pandemic remodeled their working and social lives. Many are quitting their jobs in search of more opportunities for advancement, better benefits and consistent hours, which can be found in the legal marijuana industry.

Viridian Staffing chief executive of cannabis recruiting Kara Bradford stated that a shift of workers from restaurants and retail to marijuana has been observed, noting that there’s a sense that the industry has a lot of opportunities for advancement. The surge in marijuana hiring has put pressure on other employers to ease drug-testing requirements, especially in the District and the eighteen states where recreational cannabis use is legal. This is in addition to increasing pay, as the hourly rate at dispensaries is between $12 and $15.

Earlier in June, the second-biggest private employer in the country, Amazon, announced that it would support federal measures to legalize cannabis and stop screening employees for marijuana use. Other employers, including city governments, restaurants and retailers, have also removed these requirements in an attempt to attract workers in the current labor market where employment opportunities exceed the number of unemployed Americans.

Workers’ rights groups are also calling for broader unionization in the marijuana industry, noting that it is a crucial time to establish well-paying jobs that have proper protections. They assert that the marijuana industry could become a pipeline to middle-class jobs, with the right policies.

Cowen, a Wall Street research firm, revealed that sales of legal marijuana grew to $19 billion in 2020, which equates to an almost 60% increase. By 2025, the industry’s sales are expected to hit $41 billion.

Ever since the 2018 Farm Bill legalized the cultivation and sale of industrial hemp and its derivatives, the demand for cannabidiol (“CBD”), a hemp extract claimed to be full of potent medicinal properties, has skyrocketed. Plenty of people around the country have been using CBD to alleviate a wide variety of health issues including pain, anxiety, and skin conditions such as acne and psoriasis, among others. As the nascent CBD industry grows every year, scientists around the world have been avidly studying the cannabinoid to see just how much medical potential it holds.

recent study by researchers from Sichuan University’s West China Hospital of Stomatology has revealed that thanks to its potent anti-inflammatory properties, CBD may be able to alleviate the pain associated with oral ulcers as well as increase the rate of healing. Presented at the 99th General Session & Exhibition of the International Association for Dental Research, the study utilized mouse models depicting oral ulcers created by mechanical trauma or acid etching in the mouths of the laboratory mice.

After the researchers applied an oral spray containing CBD and ran histological and macroscopic evaluations, they found that cannabidiol was quite capable of treating the pain triggered by the inflammation caused by the ulcers. Applying the cannabidiol oral spray topically to the ulcers in a dose-dependent way resulted in faster wound closure and eliminated the possibility of weight loss.

Xingying Qi, the lead study author says the application of a cannabidiol oral spray led to a significant reduction in inflammation and pain, as well as expedited lesion closure. Although oral ulcers are a common oral inflammatory lesion that can cause severe pain, few effective treatment options are available. The results of this Chinese study indicate that cannabidiol represents a potential treatment for oral ulcers.

Curious to see how CBD alleviated oral ulcer symptoms, the researchers delved even deeper. After analyzing published datasets showing RNA-sequences linked to recurrent aphthous ulcers, they found that high NLPR3 expression, which plays a major role in inflammation and the body’s immune system, was a likely contributory factor in the onset of recurrent aphthous ulcers. Their research revealed that “cannabidiol significantly deactivates NLRP3 inflammasome expression” and may inhibit inflammasome-related pyroptosis, making it quite helpful in oral ulcer treatment.

The researchers also noted that cannabidiol reduced the activation of CMPK2, an enzyme that controls mitochondrial DNA synthesis, in turn reducing the synthesis of new mitochondrial DNA and suppressing the activation of inflammasome. The results of the Sichuan University study were published in the “Journal of Dental Research.
