420 with CNW – Undercover Investigators Lead to Administrative Complaints Against Florida Medical Cannabis Doctors

Two medical marijuana doctors are under investigation after Florida health officials filed a complained against them based on information obtained by undercover investigators posing as patients. A lawyer representing one of the doctors termed it as a trap.

The Department of Health in Florida filed both complaints on the same day in 2019, and are waiting for administrative law judges to take action. This is the first significant action taken by Florida against doctors prescribing marijuana to patients.

Tallahassee doctor, Joseph Dorn is one of the doctors being investigated.

The complaint stated that Dorn was the chief medical officer of Medical Marijuana Treatment Clinics of Florida between Feb. 2017 and Jan. 2018. During this period, Dorn issued 3,292 patients with medical marijuana, and each new patient had to pay $299 for the appointment.

Dorn is being accused of failing to conduct physical examinations of ‘Patient O.G’ and ‘Patient B.D,’ which violates medical marijuana laws.

According to the complaint, Dorn failed to do the following;

  • Did not assess the patients’ medical histories,
  • Did not diagnose the men with at least one qualifying medical condition
  • Failed to determine if the use of medical marijuana by the patients would outweigh the potential health risks, and
  • Did not review the patients’ controlled-drug prescription histories in the state’s database

Dorn is accused of making untrue and fraudulent representations in or related to medicine by recording false details in the men’s’ files to justify entering physician certifications for medical marijuana.

In November of 2017, Patient B.D saw Dorn and complained of muscle spasms and anxiety, but Dorn diagnosed him with post-traumatic stress disorder. Dorn asked the patient if he had been in any car accident, and the patient said he had eight years before the appointment but did not provide details about the severity of the accident. However, in his records, Don wrote that Patient B.D was suffering from PTSD because of trauma from the accident.

Patient O.G reported the second complaint against dorn, and his record shows that he was diagnosed with PTSD. Dorn went on to record a list of symptoms the patient was experiencing, but Patient O.G did not say that he had any symptoms.

Speaking to The News Service of Florida, Dorn’s Lawyer, Robert Beasley, said that the veterans’ group contacted him and stated that Florida health officials were going after doctors who used a PTSD diagnosis when prescribing medical marijuana. Many military veterans have PTSD.

Justin Davis, a Gainesville area doctor, was accused of violating state law by operating his office near the medical marijuana operator Trulieve’s office in Lady Lake. He was also accused of referring patients to Trulieve, as well as failing to determine if Patient K.G was pregnant. Patient K.G  was also an undercover agent.

Industry watchers believe that these compliants in Florida are going to be followed closely by the entire marijuana industry, including SinglePoint Inc. 420 with CNW – The Clergy in Connecticut Advocate for Marijuana Legalization

Church leaders in Connecticut gathered on Tuesday to rally in support for draft legislation seeking to legalize marijuana. The Connecticut Clergy Coalition is backing governor Ned Lamont’s legislation as it would regulate and tax marijuana.

The coalition that represents more than 100 congregations said that marijuana regulation would cut across racial, ethnic, and gender lines.

The Connecticut Clergy Coalition is requesting state lawmakers to back the legislation. The legislation would allow people above the age of 21 to possess and buy a maximum of one and a half ounces of marijuana from a licensed dealer.

The Coalition further saif that they are supporting the legislation as it would allow legitimate businesses to sell marijuana and pay tax; thus, fighting drug dealers and other criminals.

The coalition said that the war against drugs has disproportionately affected people of color, low-income communities, and inner-city residents.

Reverend Stephen Camp from Faith Congregational Church in Hartford said that he is tired of seeing young, black, and brown children having their lives disrupted because the state cannot regulate marijuana.

The bill seeking to legalize recreational marijuana was introduced by Governor Lamont. The governor said that he is working together with the neighboring states such as New York, New Jersey, and Pennsylvania which have taken steps to legalize adult-use marijuana or are considering it.

Lamont further said that it would take a short drive to the border for the residents of Connecticut to buy weed from legal states, or they can buy it from the black market within the state.

In his State of the State address, the governor also said that he considers marijuana legalization as a social justice issue.

Reverend Charlie Stallworth of East End Baptists Tabernacle Church in Bridgeport said that it is high time we stand together and reform the failed marijuana policy. It will help the state to move forward in a way that would help lift our communities.

Republican lawmaker, Vincent Candelora said that he is open to helping people impacted by marijuana-related convictions. He also said that he would allow people to cultivate marijuana at their homes, but he is opposed to regulating marijuana sales.

Candelora further said that when you attach profit to cannabis, that is when young children are going to be preyed on.

The Connecticut Clergy Coalition said that the legislation would allow the police to focus on more severe crimes and enhance community relations.

420 with CNW – Medical Marijuana Allows ADHD Patients to Take Fewer Prescription Drugs

A new study has found that people with ADHD (attention-deficit hyperactivity disorder) tend to use less prescription drugs, which are powerful, addictive, and psychostimulants when they consume more medical marijuana.

The researchers found that patients who consumed medical marijuana compounds, such as cannabinoids and terpenes, reported a higher occurrence of stopping usage of all ADHD medication. The study findings were published in the Rambam Maimonides Medical Journal last month.

The researchers said that in the study, they demonstrated how ADHD patients treated using medical marijuana stopped using their prescription medication, especially those who consumed medical marijuana in high doses.

The best results were realized when patients used the cannabinoid CBN (cannabinol), which is found in a small amount in select marijuana plants. The researchers further stated that more research is required to fully understand if marijuana and its compounds can be used for treating ADHD.

The researchers also concluded that although the results are not causal, they may shed light on the potential benefits of medical marijuana on ADHD symptoms. And this could motivate scientists to investigate further to endorse the study results. And maybe, cannabis could be approved as a treatment for ADHD in states where marijuana is legal.

The study respondents consisted of 53 medical marijuana patients from Isreal who were in the database of people who had previously agreed to participate in the study. The patients were also diagnosed with ADHD. Out of the 53 patients, 37 of them were suffering from a mental health condition in addition to ADHD.

The study respondents were asked to report monthly on an individual basis of the method of marijuana consumption, the manufacturer, and marijuana strain name between the month of October 2019 and January 2020.

They found that higher doses of marijuana compounds (Phyto-cannabinoids and terpenes) helped the patients reduce the ADHD prescription drugs they used.

The researchers further wrote that previous studies on ADHD and marijuana ignored the inherent complexities and variability between marijuana strains and a combination of cultivars; instead, they viewed marijuana as a single product.

Most of the ADHD patients in the study obtained medical marijuana cards for chronic pain or cancer treatment instead of neurological disorders.

The study, which was funded by the Evelyn Gruss Lipper Charitable Foundation, found that 47 patients consumed marijuana through smoking or vaporization.

The study divided the consumers into high and low doses. There were 27 different combinations of marijuana strains, and apart from CBN, THC, THCV, and CBD were also found to reduce the consumption of prescription medications among ADHD patients.

420 with CNW – Border Patrol Union Boss Admits Legalizing Pot Forces Illicit Players Out

On Friday, the head of the labor union representing U.S. Border Patrol agents acknowledged that cartel activities are being disrupted by the states where marijuana is legal.

Although the President of the National Border Patrol Council, Brandon Judd, tried to downplay the impact of legalization, he was inadvertently making a case for the regulation of all illegal drugs by saying that cartels might start smuggling other commodities when marijuana is legalized within the states.

Judd made an appearance on C-SPAN’s Washington Journal when he made these remarks, and while he was there, a caller said that legalization of marijuana within the U.S. states has helped put an end to drug cartels more than the DEA could ever think.

Judd further said that as far as drugs go, U.S. states enforce the law, but do not sit down and determine what those laws are. On Friday, Judd is scheduled to meet President Trump. Judd also noted that the Border Patrol Unit would not be seizing marijuana if Congress legalizes it.

He said that when marijuana is legalized, the cartels transition to another drug that will fetch them profits. Judd also noted that legalizing marijuana does not mean that they will stop their businesses; it only means that they will get more innovative and they will start smuggling opioids, such as fentanyl.

However, Judd did not recommend the legalization of other drugs as a potential solution to removing all sources of profits for the cartels. Last December, former presidential candidate Andrew Yang said that legalizing certain drugs can be used to fight the illegal drug trade.

Border Patrol data on drug seizures within the country shows that after the legalization of marijuana at the state level, the demand for the product on the black market seems to have reduced. Cato Institute submitted a report in 2018 that showed that a significant decrease in illegal drug trade could be attributed to state-level reform efforts.

Besides, there has been a decrease in marijuana trafficking cases at the federal level since U.S. states started legalizing marijuana, and the markets are well regulated.

The U.S. Chief Justice, John Roberts, in his annual report said that last year, he noticed a decrease in federal marijuana prosecutions, which is an indication that the black market is drying up since people are now buying weed from the legal marijuana market.
