420 with CNW — Study Finds CBD May Help Manage Post-surgery Pain

New research has found that CBD can be used to relieve the postop pain patients experience after undergoing rotator cuff surgeries. CBD works like any other anti-inflammatory drug, without inducing any of those side effects that other medications cause such as stomach irritation. The substance t has multiple mechanisms of action, including reducing inflammation contributing to the pain.

The research findings were recently presented at the annual meeting of the American Orthopedic Society of Sports Medicine, which was held in Colorado Springs, Colorado.

The study was led by sports orthopedic specialist, Dr. Michael J. Alaia, of NYU Langone Health. It should be noted that the findings have not yet been published in a medical journal.

The researchers established a multi-center trial that involved 80 subjects aged between 18 and 75. The subjects were divided into two groups, with one group receiving a placebo while the other received CBD; both groups received the treatment for a two-week period. The CBD dosage administered depended on the weight of the subject, with trained facilitators administering either 25 mg or 50 mg.

The researchers recorded the pain levels of every participant on the first, second, seventh and fourteenth day. They used a visual analog scale (VAS) for opioid consumption, pain and satisfaction with pain control. They also measured liver function for every participant on the seventh and fourteenth days to evaluate safety while also monitoring for nausea.

In their report, the researchers note that they observed that on the first day, the pain score was considerably lower for participants who received CBD. They also found that there were statistically significant differences in the consumption of opioids between the two groups, noting that patient satisfaction with pain control also favored the CBD group.

The researchers also observed that subjects who received 50 mg of CBD recorded lower pain scores on the first say and high satisfaction with pain control on the first and second days, in comparison to subjects who received 25 mg of the same as well as those who received the placebo.

However, the researchers note that by the seventh day of the trial, no significant differences in opioid consumption, VAS score or satisfaction with pain control were recorded. Additionally, no substantial differences in liver function or nausea were observed.

In a statement, Alaia explained that the group’s findings showed that CBD was effective and safe in reducing pain in the immediate postop period after a rotator cuff surgery. He noted that the use of CBD should be considered in post-op multimodal pain control.

These promising results about the efficacy of cannabidiol in managing pain after one undergoes some surgical procedures suggest that there is plenty more to be discovered about the medicinal effects of different marijuana products, such as those manufactured by state-legal companies such as Prime Harvest Inc.

420 with CNW — Michigan Disburses $20m in Grants for Studies on Cannabis for Veterans

In 2021 alone, states with legal cannabis markets collected more than $3.7 billion in recreational cannabis taxes. Michigan, which legalized adult-use cannabis in 2018, collected almost $175 million from a 10% excise tax on all recreational cannabis sales in the same year. Regulators from the state recently announced that a portion of these funds would be funneled to institutions researching the potential medical benefits of cannabis for veterans.

This will be the second round of funding provided by the Michigan Cannabis Regulatory Agency (MRA) as part of the state’s Veteran Marijuana Research (VMR) Grant Program. This time, the agency will recommend providing two universities with $20 million in grants. According to Michigan’s recreational cannabis law, the state has to provide nonprofit organizations or academic institutions with $20 million annually.

These grants should be expressly used to fund clinical trials into the potential outcomes of using marijuana to treat conditions that tend to affect veterans. Furthermore, these clinical trials have to be sponsored by the recipient of the grant and have the approval of the U.S. Food and Drug Administration (FDA). The Michigan Cannabis Regulatory Agency reviewed five applicants for the grants, focusing on factors such as financial sustainability, experience, budget and management summaries, before recommending two institutions.

As per the agency’s recommendations, Wayne State University would receive a grant worth around $12.5 million while the University of Michigan would receive a $7.5 million grant. According to the University of Michigan, the school will use its grant to research whether marijuana-based treatments could be effective at treating chronic pain and reducing suicide risk in veterans. The university will specifically focus on researching cannabidiol’s (CBD) pain-relieving properties.

Data shows that 65.6% of veterans regularly deal with chronic pain and that 9.1% live with severe chronic pain. The Department of Veteran Affairs states that back pain, joint pain and musculoskeletal pain tend to be the most common types of chronic pain that afflict veterans. Pharmaceutical medications meant to alleviate chronic pain aren’t always successful, and they usually leave veterans with a variety of side effects.

Wayne State University, on the other hand, will use the grants to fund different studies. The first will be a clinical trial into the efficacy of cannabinoids such as CBD and THC against post-traumatic stress disorder (PTSD) in veterans who are in prolonged exposure (PE) therapy. The clinical trial will research how cannabis affects the neurobiological and neuroinflammation mechanisms that are associated with suicide ideation in veterans suffering from PTSD.

420 with CNW — Congressional Legislators to Hold Hearing Focused on Hemp

House Agriculture Subcommittee on Biotechnology, Horticulture and Research members are scheduled to meet this week to discuss expanding hemp regulations in the 2023 farm bill package. Hemp was federally legalized under the 2018 farm bill, which opened up a marijuana market that expanded rapidly. Stakeholders and advocates involved in the industry are now focused on ways to build upon the current hemp regulations through the next large-scale agriculture measure.

Representative David Scott, the full committee’s chair, earlier stated that he felt that the farm bill’s next edition needed to extend beyond hemp and include provisions that dealt with cannabis-specific policies, which would eliminate marijuana industry barriers for black small businesses and entrepreneurs. One of the subcommittee’s members, Rep. Chellie Pingree, also filed a measure in February that would offer hemp businesses more regulatory flexibility as well as eliminate a ban that prevents individuals with previous drug convictions from participating in the hemp market.

A report by the Congressional Research Service also highlighted components in the 2018 farm bill and made policy recommendations for hemp to be considered in the future. For instance, the report outlines stakeholder feedback that asked for the federal definition of hemp to be revised by increasing the allowable limit of THC to 1% per dry weight from 0.3%. The Congressional Research Service also stated that Congress needed to consider industry complaints about the absence of FDA regulations to market CBD products derived from hemp and highlighted possible steps that could be taken to address the issue.

Meanwhile, leaders of the House Appropriations Committee recently released a spending bill for the United States Department of Agriculture (USDA) that asks that various agencies coordinate to develop guidance on the manufacture of hemp. The bill also recommends that the USDA work with the United States Drug Enforcement Agency (DEA) to resolve any worries about enforcement actions for hemp that exceeds the current THC limit.

In Congress, Representatives Morgan Griffith and Kurt Schrader filed a measure earlier this year that is aimed at allowing hemp and CBD derived from hemp to be sold as dietary supplements.

Senators Jeff Merkley, Rand Paul and Ron Wyden also introduced a measure in the Senate that would exempt hemp, hemp-derived CBD or any other substance containing ingredients derived from hemp from restrictions that have impeded the emergence of legal consumable hemp products. Paul also filed a separate initiative in 2021 that would triple the concentration of THC that hemp could contain legally.

As the regulations around hemp are examined with a view to revising them so that they can be more industry friendly, cannabis industry actors such as American Cannabis Partners would also benefit from a federal review of the laws governing marijuana at the federal level.

420 with CNW — Another Leading Democratic Senator Signs onto Schumer’s Cannabis Bill

After several delays and much anticipation, Senate Majority Leader Chuck Schumer formally filed his long-awaited cannabis legalization bill alongside Senate Finance Committee chair,  Senator Ron Wyden, and Senator Cory Booker. This bill will legalize cannabis at the federal level and contains social equity provisions that would attempt to address the harms caused by the war on drugs.

Just a day after Schumer filed the Cannabis Administration and Opportunity Act (CAOA), the bill gained two cosponsors, one of them a leading Democratic Senator who praised the legislation but said there was still an urgent need to work on cannabis banking. With the inclusion of Assistant Democratic Leader Patty Murray and Senator Gary Peters as cosponsors, the number of senators signed onto the bill is now five.

In a press release, Murray said that the federal government needs to catch up to Washington state regarding cannabis laws. Washington legalized medical cannabis in 1998 and was the first state to legalize the sale and use of recreational cannabis. She stated that Schumer’s cannabis bill was based on justice, would strengthen the economy and would finally allow the federal government to adapt to the 21st century.

Murray said that the drug war was especially hard on people of color and noted that CAOA was important because it would address the “deeply unfair and unjust” laws that have harmed and marginalized such communities. Furthermore, she stated that the bill would modernize the country’s federal laws and strengthen the economy. Cannabis has proven to be extremely lucrative, with states that have legal recreational markets collecting more than $3.7 billion in taxes in 2021 alone.

The assistant Democratic leader also emphasized the need to address cannabis banking, specifically mentioning the bipartisan Secure and Fair Enforcement (SAFE) Banking Act, a bill that would protect financial institutions that work with cannabis businesses and finally grant those businesses access to much-needed banking services. Although SAFE has passed in the House of Representatives six times, the Senate has rejected the bill each time.

Murray acknowledged that while the reforms included in Schumer’s comprehensive legalization bill are critical, she was still committed to passing the cannabis banking legislation in some form. She said that it makes no legal sense for cannabis businesses to operate on a cash-only basis and that the SAFE banking bill, which she cosponsored, would finally bring the state-legal cannabis industry into the banking system.

However, the SAFE act has little chance of advancing past the Senate. Schumer has stated that he would rather pass comprehensive reform first before passing cannabis banking legislation. Last September, he revealed that he and a group of key senators had agreed not to advance banking reform before federal legalization.

The hopes of the entire marijuana industry and ancillary companies such as Advanced Container Technologies Inc. 420 with CNW — New Section on Marijuana Potency, Packaging, Labeling to Be Added to Federal Standards Handbook

During the National Conference on Weights and Measures’ annual meeting, a number of marijuana proposals were considered by members. One of these proposals would have developed a policy for the waster activity range for cannabis while a second would have established a uniform definition for marijuana and marijuana-containing products. However, both were rejected by the bicameral conference’s House of Delegates and House of Representatives, after failing to garner at least 27 votes in both chambers.

However, one proposal was approved. That approval would require that a new section on marijuana packaging, labeling, measurement of potency and other issues related to products derived from the plant be included in a federal government handbook on standards for weights and measures.

The approved proposal states that regulators have the authority to create individual marijuana standards to help measure the potency of marijuana products for respective jurisdictions while also establishing standards for labeling and packaging requirements. The measure also empowers state regulators to set acceptable variations in the quantity of THC in hemp or cannabis due to the gain or loss of moisture.

The proposed section will be included in the next edition of the National Institute of Standards and Technology handbook, which is scheduled for release in January 2023. It should be noted that departments that oversee measures and weights in different states aren’t required to integrate the marijuana standardization policies.

In a phone interview, Matthew Curran of Florida’s Department of Agriculture and Consumer Services stated that this wouldn’t impact the state because it would obtain authority from its legislature. Curran, who took part in the conference, explained that the state of Florida was a recreational, or adult-use, state, which meant that these duties and “powers” wouldn’t affect the state.

The language’s incorporation in the federal handbook is more evidence of the cannabis industry’s normalization as it matures and expands in states across America.

Members are now focused on advancing the other failed measures, which they will return to committee in hopes that they may be raised again during the 2023 meeting. Cannabis advocates hope that once the measures are assigned voting status, they may be enacted by July 2023 and included in the National Institute of Standards and Technology’s handbook by 2024.

Meanwhile, the National Institute of Standards and Technology continues to develop testing standards via its Office of Weights and Measures and investigate cannabis issues. This comes after it announced in 2020 that it was launching a marijuana testing program to ensure that the products individuals purchased from dispensaries and retailers were labeled accurately.

These standards would go a long way toward addressing the challenges faced by industry actors such as Prime Harvest Inc. when they consider diversifying into different markets and have to navigate a whole new set of labeling, packaging and potency tests.

Millions of Americans who grew up during the prohibition era were taught that cannabis is an inherently dangerous drug that encourages drug abuse and criminal activity. To them, cannabis was as dangerous as narcotics such as heroin or cocaine, perhaps even more dangerous because a large focus of the failed war on drugs was on cannabis. The millennial generation, however, generally holds a different view on cannabis compared to older generations.

Nearly 20 states have now passed adult-use cannabis legislation, and in most of these regions, millennials played a significant role in enacting cannabis reform. Sometimes referred to as generation Y, this generation essentially pioneered recreational cannabis reform, at least in the United States, thanks to its ability to be open to new experiences. While older generations can be closed minded, especially regarding controversial issues such as cannabis, millennials are more open minded, putting them at the forefront of social development and change.

A recent survey by market and analytics research firm New Frontier Data sought to understand millennial behaviors and attitudes toward cannabis and their implications. The analytics company found that 39% of the millennials who consume cannabis do so several times a day. Furthermore, the survey revealed that 62% of total cannabis consumption among millennials was recreational, with one of the primary reasons for cannabis use being relaxation.

More than 60% of survey participants said they use both flower and nonflower products while 14% reported using other forms of marijuana exclusively. A majority of the 14% who used other forms of cannabis were women, with 20% of women choosing not to smoke cannabis flower compared to 9% of millennial men.

An estimated 20% of the millennial participants preferred to smoke joints, 14% were more partial to edibles, 9% preferred vapes, and only 6% reported using bongs regularly. Furthermore, 77% of millennials now use cannabis as a substitute for sleep medication, the survey found. The survey also found that 35% of the millennials surveyed used brick-and-mortar stores as their primary source of cannabis, 26% said they get cannabis from friends and family, 20% reported using private dealers and 14% used home-delivery services.

Around 50% said that they usually buy anywhere from $50 to $200 of cannabis with each purchase, and the survey indicated that millennials are more likely to buy more than $200 worth of cannabis per purchase.

Overall, the survey revealed that millennials are more knowledgeable compared to other generations when it comes to cannabis, they are enthusiastic and passionate about cannabis reform, and they are willing to dig deep into their wallets to consume cannabis for both medical and recreational reasons.

420 with CNW — Researchers Find Marijuana May Be Effective Against Parkinson’s Disease

Researchers have uncovered definite proof that cannabis can be effective at alleviating the symptoms of Parkinson’s disease. The neurodegenerative disorder, which was first identified in 1872 by James Parkinson, affects nearly one million Americans. Figures show that at least 6,000 individuals are diagnosed with the disorder every year.

The disease causes certain parts of the brain to degenerate, causing symptoms such as impaired coordination and balance, slow movements, muscle stiffness and tremors in the legs, hands, arms and jaws. More than a century after the disease was first identified, we still haven’t found an effective cure, relying instead on treatments that can reduce the symptoms and improve the quality of life of affected patients.

However, many of these medications tend to leave patients with several side effects, including low blood pressure, nausea, hallucinations, behavioral issues and involuntary movements.

A recent survey of German Parkinson’s patients has revealed that more than one-half of the participants saw benefits after taking part in cannabis clinical trials. The study, whose findings were reported in the “Journal of Parkinson’s Disease,” found that 54% of Parkinson’s patients who use certain cannabis strains tolerated the drug well and saw an overall positive impact. More than 40% said that cannabis treatment alleviated muscle cramps and pain while more than 20% reported that taking cannabis reduced anxiety, stiffness, tremors and restless legs as well as feeling cold.

The study’s lead researcher, Carsten Buhmann, noted that although patients with Parkinson’s disorder (PD) were interested in cannabis treatments, they often lacked relevant knowledge on cannabinoids and which ones they should take.

A different survey revealed that some PD patients already consume marijuana at least once a day. The survey was conducted by the Michael J. Fox Foundation (MJFF) via the Fox Insight platform, with researchers from the University of Colorado asking participants about the type of marijuana products they take, the amount of THC and CBD those products contained, how long they had been medicating with cannabis and their consumption frequency.

Of the nearly 1,900 patients who were polled, more than 70% said that they consume cannabis, usually orally, at least once a day. Almost 50% of the participants used high-CBD products, 15% took products with equal amounts of CBD and THC, and some weren’t sure about the type of marijuana products they consumed.

Plenty of the patients revealed that cannabis had helped to reduce their pain, agitation and anxiety, as well as helping with sleep.

Another survey from 2022 showed that PD patients who used high-THC products reported reductions in tremors, depression and nausea as well as improved appetite. Researchers from the 2022 survey concluded that cannabis showed promise as a natural treatment for Parkinson’s disease and called for more rigorous and controlled studies.

420 with CNW — NY Governor Announces $5m in Grants to Help Community Colleges Train Marijuana Workers

Recently, Gov. Kathy Hochul of New York announced that the state had allocated $5 million to community colleges for the improvement and development of programs and courses meant to help individuals secure jobs in the cannabis industry. Hochul stated that this initiative would help meet the demand for a skilled workforce in the burgeoning industry as well assist the administration in meeting its goal to ensure that there was equity in market opportunities.

The funding initiative will allocate $1 million each to a trio of community colleges in the State University of New York system and the remaining $2 million to one city University of New York community college. Each of these campuses is expected to partner with other community colleges in the state and will act as the marijuana education program lead.

The funds will be used for degree and nondegree eligible programs and courses, as well as stackable micro-credentials and credentials that will be developed to help the local cannabis businesses in the state to find qualified candidates.

In a press release, the governor stated that the state’s new marijuana industry was creating exciting opportunities, noting that the administration would ensure that individuals in the state who wanted careers in the flourishing industry could access the quality training they required to be successful. She added that inclusion and diversity are what made the state of New York a powerful and competitive asset, noting that they would also take steps to ensure that every person had the opportunity to participate in the marijuana industry.

The press release also stated that the selected colleges would serve social equity candidates as defined under the Office of Cannabis Management’s regulations. In addition to this, these institutions will also need to work with local cannabis businesses in their communities to help inform their marijuana curriculum. The Office of Cannabis Management and the Department of Labor in the state will also be required to connect businesses and individuals seeking jobs to these training programs. Once individuals have completed said programs, the Department of Labor will be tasked with assisting them with completing their resumes, preparing for job interviews and promoting career opportunities.

This initiative comes as regulators in the state work to develop and implement rules for the cannabis market, which is set to launch its adult-use marijuana retailers later this year.
