420 with CNW — An Update on Drug Reform Measures to Be Voted on in November

Voters in different states across the country will have the chance to vote on various psychedelics and cannabis measures at the state and local level in November. Legislators and advocates have been working hard to get local psychedelics reform and marijuana decriminalization measures on their ballots before this cycle ends. Below is a list of some of the states whose measures will appear on next month’s ballot.

Philadelphia, Pennsylvania

The city council of Philadelphia recently placed a measure on the local ballot that urged the state to enact legalization of marijuana. The initiative states that citizens of Philadelphia call upon the governor and the Pennsylvania General Assembly to approve legislation that will decriminalize, tax and regulate the sale and use of marijuana for nonmedical purposes to individuals aged 21 and above.

While the measure will not make any immediate changes to the law if it is passed by voters, it will put pressure on state lawmakers to act on the legalization bills being filed.

Municipalities of Ohio

Voters in more than a dozen municipalities in the state of Ohio will also get a chance to approve ballot measures on cannabis decriminalization in November. These measures will be brought before voters in Yorkville, Tiltonsville, Rayland, Powhatan Point, New Straitsville, New Lexington, Murray City, Mount Pleasant, Morristown, McArthur, Martins Ferry, Laurelville, Dillonvale and Brookside.

Currently, 22 jurisdictions in the state have already adopted statutes decriminalizing marijuana possession.

Now activists have succeeded in getting a marijuana proposal that will decrease the local punishment for low-level cannabis possession to the lowest penalty permitted by state law on next month’s ballot. The lowest penalty translates to a fine of $0 and 0 days in jail.

Detroit

In the state of Michigan, activists in Detroit have succeeded in placing an initiative on the ballot that would decriminalize psychedelics such as ayahuasca and psilocybin.

Recently, a pair of senators in the state introduced a measure that would legalize the delivery, growing and possession of various fungi and plant-derived psychedelics, including mescaline and psilocybin. The measure’s approval would prompt legislators to seriously consider broader reform.

Colorado

Colorado was one of the first states to legalize the use of cannabis for recreational purposes. Now legislators are hoping that voters will approve the LEAP initiative, which would increase marijuana taxes to fund programs that have been designed to decrease the education gaps for studies from low-income families.

The program, known as the Learning Enrichment and Academic Progress program, will also give middle- and low-income families a small stipend to have children take part in summer learning, tutoring and after-school activities.

As more jurisdictions enact marijuana market laws, companies such as American Cannabis Partners that operate on a multistate model will have plenty of options to choose from as they expand their footprint across the country.

CannabisNewsBreaks – Lexaria Bioscience Corp. (NASDAQ: LEXX) Study Reveals Effectiveness of Proprietary Drug-Development Tech

Lexaria Bioscience (NASDAQ: LEXX), developers of the revolutionary DehydraTECH(TM) drug-delivery technology, has released study results focused on THC-A21-1, a THC oral format. According to the announcement, the study showed that Lexaria’s DehydraTECH THC solution delivers THC levels to blood plasma an estimated three times faster than standard MCT-based THC. Based on study results, it took only 15 minutes using oral ingestion of the substance to reach THC levels comparable to those reached in 45 minutes using “coconut-oil” formulations. As the THC left the system at the six-hour mark, levels were comparable and demonstrated the fast-on, fast-off performance. The DehydraTECH results are timely because the House Judiciary Committee last week passed the MORE Act, which signifies a general movement toward federal legalization of the drug. While the LEXX study was focused on the potential of advancing DehydraTECH THC as a medicinal solution, the results can be applied to a larger market. “THC consumers today include . . . medicinal and pharmaceutical users,” said Lexaria BioScience CEO Chris Bunka in the press release. “Our objective is to provide them rapid onset and high bioavailability without harmful delivery mechanisms like smoking.”

The delivery systems are also being evaluated for orally administered, anti-viral drugs, nonsteroidal, anti-inflammatory drugs (NSAIDs) and more. DehydraTECH has also evidenced an ability to deliver some drugs more effectively across the blood brain barrier. CannabisNewsBreaks – BevCanna Enterprises Inc. (CSE: BEV) (OTCQB: BVNNF) (FSE: 7BC) Granted Approval to Evaluate Sensory Factors in Product-Development Trials

BevCanna Enterprises (CSE: BEV) (OTCQB: BVNNF) (FSE: 7BC) has received an amendment to a cannabis research license it had previously been granted by Health Canada. The amendment allows the company to include sensory evaluations of cannabis beverages in an upcoming product development trial. According to the announcement, the company will be able to  conduct onsite human assessments of the taste, smell, feel and visual appeal of products the company is developing, a move that BevCanna says will provide significant advantages for its white-label clients as well as in-house brands because the new-product trial capabilities are unique in the Canadian cannabis beverage market. The company points out that the ability to assess these key factors allows the company to test, evaluate and refine product offerings according to consumer preferences, which can increase the commercial success of new products. “Being able to test the taste, smell, feel and visual appeal of our products gives us a significant advantage in being able to develop the innovative, appealing beverages that BevCanna is known for in the cannabis beverage market,” said BevCanna president Melise Panetta in the press release. “This advancement further cements our position as the premier specialty cannabis beverage manufacturer in Canada.”

420 with CNW — Many Patients with Breast Cancer Use Marijuana Alongside Meds

Over the past couple of years, cannabis has grown increasingly popular as more states pass legislation to allow either medical marijuana or recreational cannabis. With advocates across the country advocating for state measures and lawmakers discussing federal decriminalization, cannabis has come a long way from the days of prohibition.

As it has slowly shed its unfounded reputation as a destructive drug, cannabis has interestingly moved into the health and wellness space thanks to a diverse range of purported health benefits. By May 2018, more than 3.5 million registered medical marijuana patients existed across the country, with countless more using recreational marijuana to try and alleviate their health issues.

However, despite cannabis’ popularity as a medical alternative, most scientists caution that the hype has far outpaced the science. While marijuana definitely has medical potential, using it as an alternative to pharmaceuticals, especially without the knowledge and permission of a doctor, can be quite dangerous. According to recently published research, such a situation is unfolding in America among individuals suffering from breast cancer. The study, which was published in “Cancer,” an American Cancer Society peer-reviewed journal, found that nearly half of American adults suffering from breast cancer use marijuana alongside their treatment to manage side effects and symptoms.

Various types of cancer and their treatments often cause pain, fatigue, insomnia, nausea and other health issues. Although studies have found that cannabis can indeed alleviate issues such as chronic pain, lack of appetite and insomnia, many physicians are not comfortable discussing it as a treatment option due to the limited knowledge on cannabis’ risks and benefits.

To find the rate of cannabis use among breast cancer patients, the researchers conducted an online survey of 612 participants. An estimated 42% of respondents said they had used cannabis to treat symptoms such as pain, insomnia, anxiety, nausea and vomiting with 75% of those who used cannabis reporting that it was extremely or very helpful.

Disturbingly, 49% of the participants who used marijuana believed medical cannabis could treat cancer, a claim that is still unproven by scientists. Almost 80% of the cannabis users had taken cannabis while undergoing other treatments such as surgery, radiation and systemic therapies. Half of those patients had looked for information on medical cannabis with websites and other patients being the most popular sources of information and physicians being the least popular. Most of the respondents were not satisfied with the information they received on medical cannabis. Furthermore, participants used cannabis products of varying quality and purity, mistakenly assuming that the products were safe and tested.

The researchers concluded that health providers ought to initiate informed conversations about medical marijuana with their patients. The fact that cancer patients are using cannabis without their doctors’ knowledge is a “major blind spot” in ability of health-care providers to provide suitable care, the researchers say. Initiating informed conversations will allow doctors to properly manage the symptoms and side effects of cancer and cancer treatment while minimizing potential side effects and treatment interactions.

The findings that plenty of women are using marijuana alongside their prescription medications seems to reaffirm how much the public has come to trust medicinal cannabis products such as those made by companies such Hero Technologies Inc. (OTC: HENC).

420 with CNW — Research Firm Plans to Study Use of Cannabis as Analgesic

CBD Science Group PLC plans to conduct large-scale trials to evaluate the use of cannabis in managing pain in cancer patients where conventional pain relief isn’t adequate. This will provide an alternative to opioids, which sometimes induce unwanted side effects or interfere with ongoing cancer treatments. Scientists at CBD plan to investigate the use of marijuana-based analgesics, with chief commercial officer Graeme McFarlane stating that the trials will measure the effectiveness and safety of these analgesics in addition to other variables.

McFarlane explained that the company would use various tools including clinician reporting and  self-reporting in patients in its evaluations. This is in addition to exploring the health economics of these medicines and evaluating the actual value of these natural medicines.

The company is planning to begin its research in second quarter 2022 after securing a strong supply chain that can meet its trial requirements. The company may have sufficient evidence to present to the regulatory bodies in the United Kingdom by Q2 2023.

McFarlane also stated that before CBD Science Group expanded to other centers in Europe and the United Kingdom, it would begin trials with 100 to 200 patients. He added that this was what was required for an effective strategy.

In addition to this, he explained that the company would not be conducting randomized controlled trials because the planned studies weren’t designed to use larger datasets, in addition to other factors. He noted that a drug performing well in clinical trials didn’t directly translate to it performing well in the real world.

The company expects to release outcome publications during its study period, with company officials noting that this approach will continue improving access for the many individuals suffering from various indications, in addition to offering a tool to educate clinicians.

At the moment, the company is crowd funding to finance early trials, with its objective being to raise £2 million ($2.74 million). In the long term, the CBD Science Group plans to approach the stock market to source for the capital it needs to develop and expand its business.

The company’s team is made up of the lead for cancer at the National Institute for Health Research Professor Sam Ahmedzai and former NHS England deputy medical director Professor Mike Bewick. The team is also comprised of renowned experts in anaesthetics, pharmacology and palliative care. CBD Science Group CEO Dr. Michael Raymont notes that the company’s strategy is unique and has been developed by experts who understand the regulatory framework and want the best for patients.

If this study yields positive outcomes regarding the analgesic attributes of marijuana, the entire cannabis sector including companies such as Red White & Bloom Brands Inc. (CSE: RWB) (OTCQX: RWBYF) will be vindicated in their conviction that the medicinal potential of cannabis is yet to be fully understood.

420 with CNW — Senators Pressure US Attorney General on Cannabis Decriminalization

Senators Cory Booker and Elizabeth Warren are calling on the attorney general (“AG”) to put an end to federal marijuana prohibition. Last week, the two sent a letter to Attorney General Merrick Garland’s office; the letter argued that the Justice Department should begin a process to de-schedule marijuana, which would help advance valuable medical research, allow the government to start remedying the harm caused by years of racial disparities in the enforcement of marijuana laws and allow states to regulate the plant as they saw fit.

The senators also explained that decriminalizing marijuana would address the racial inequities faced by people of color when it came to marijuana law enforcement, given that people of color were more likely to be criminalized over cannabis, despite the presence of comparable usage rates among races. In the letter, they wrote that federal marijuana policy had disproportionately impacted the ability of individuals of color in the throughout the United States to not only pursue education but also vote and build intergenerational wealth.

Justin Strekal, political director of the National Organization For The Reform of Marijuana Laws, applauded this action, stating in an interview that it was important to pursue every avenue to end the cruel policy of cannabis prohibition.

There exists a statutory process through which the AG can seek to change cannabis policy under the Controlled Substances Act without involving Congress. The attorney general can begin the process by requesting a scientific review to be done by the Department of Health and Human Services. After this is done, the FDA would be required to evaluate the public health and the medical and scientific implications of cannabis before the review was presented to the Justice Department.

Another avenue would involve having an outside party or the secretary of the Department of Health and Human Services file a petition to reschedule cannabis, which would be reviewed by the AG, who has assigned that responsibility to the DEA. The two senators recommend that the attorney general use the former approach, noting that the approach involving the Health and Human Services secretary would produce a recommendation that was not binding.

The letter comes a week after the House Judiciary Committee passed a measure that was introduced by Chairman Jerrold Nadler. The measure’s objective is to promote social equity and federally legalize marijuana. Earlier this week, Eric Holder, the former attorney general, also stated in an interview that the United States was on the path to decriminalizing cannabis at the federal level, as more states advance reform.

The decriminalization of cannabis at the federal level would open the door for more users of medical marijuana to the experience the benefits of combining their plant medicine with cutting-edge devices such as the RYAH Smart Inhaler made by RYAH Group Inc. (CSE: RYAH) as well as other helpful devices or technologies.

420 with CNW — California Governor Signs Off on CBD Drinks, Smokable Hemp Bill

America’s hemp industry is famously unregulated. Nearly three years after the 2018 Farm Bill legalized the growing, processing, and sale of industrial hemp as well as its derivatives, the sector has become lucrative, attracting numerous sellers and achieving billions of dollars in sales. However, federal authorities still haven’t created a comprehensive regulatory structure for hemp, forcing states to pass their own hemp policies and leading to a patchwork of non-standard hemp policies across the country. California, a pioneer in the hemp and cannabis sectors, is the latest state to pass hemp legislation after Governor Gavin Newsom signed a bill to significantly expand the state’s cannabis industry law.

Bill AB 45 would legalize the retail sales of a wide range of hemp-infused consumable products, finally allowing for the legal sale of nonintoxicating cannabinoids such as CBD as ingredients in food and beverages and dietary supplements. Unlike THC, the main psychoactive agent in cannabis that makes a user feel high, CBD is nonpsychoactive and will not intoxicate the user.

The bill also provides guidance for the sale of cannabinoid-infused products developed out of state. Products infused with CBD have become quite popular thanks to the cannabinoid’s purported medical abilities, with people using products to help alleviate everything from anxiety and insomnia to chronic pain. With the CBD market under constant demand, industry stakeholders and some lawmakers have called on federal authorities to regulate CBD.

Assemblywoman Cecilia Aguiar-Curry was the bill’s sponsor. She decided to enact hemp reform after noticing that the state did not have official regulations for consumer safety despite hemp and CBD’s growing popularity. The sector needed standards to ensure products were safe, properly tested and labeled, she says, adding that even though her bill is a crucial step in the right direction, there’s more work to be done. While Bill AB 45 lays out the groundwork for the sale of smokable hemp in the state, lawmakers will first have to establish a tax scheme for hemp products. Furthermore, the bill includes several requirements for testing and labeling hemp products and allows the sale of cannabinoid-infused pet foods and cosmetics.

The California Department of Public Health has been tasked with writing rules to implement the hemp bill. After years of waiting, the legislation has been met with positive acclaim from the state’s hemp industry. Lindsay Robinson, executive director of the California Cannabis Industry Association, applauded Aguiar-Curry for her “tireless and unparalleled work” crafting the legislation.

It remains to be seen how the passing of this legislation will impact the operations of California-based CBD companies such as Simply Sonoma Inc.
